The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 4000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The Advocacy and Protection Officer will support the delivery of the protection and advocacy objectives in the region. The officer will also support media and communications work in the department. The officer will work with each country programme to provide support in the delivery of country advocacy matrixes and capacity building for staff on advocacy and protection.

The Advocacy and Protection Officer reports to the Regional Protection and Advocacy Advisor

NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.

Job description


· Support in the roll-out of the Regional Advocacy Strategy for the Horn of Africa, to be conducted in Kenya, Uganda, Somalia, Ethiopia, Djibouti, South Sudan, Djibouti, Eritrea and Yemen;


· Provide country programmes with support to develop strategic partnerships with key constituencies to elicit support for and maximize impact of NRC’s global and regional advocacy and protection objectives;


· Support country programmes in the implementation of the country advocacy matrixes, including compiling of country progress reports;


· Supports research and analysis to generate evidence for advocacy work, in collaboration with respective managers and coordinators.


· Support the monitoring of regional advocacy affecting the country programmes in the media;


· In collaboration with the regional information officer, collate advocacy and protection information from various country programmes, for the production of a bi-monthly regional bulletin;


· Coordinate with the regional information officer to ensure streamlined and coherent messaging between web-based and non-web content;


· Supports training sessions for NRC field staff at country level, on advocacy and protection.


· Development of relevant advocacy products across the region, including policy briefs and position papers.


· Organize and/ or represent NRC at relevant forums, when delegated by the RPAA.


Qualifications


· A degree in Social Sciences, Law, Development or Humanitarian Studies.


· Post-graduate training in policy, advocacy and protection


· Training of Trainers skills.


· Organizational skills, including an ability to work independently and take initiative.


· Research skills necessary to track and stay up-to-date on humanitarian developments.


· Excellent computer skills ( MS Word, Excel )


· Strong networking skills.


· Good analytical and presentation skills.


· Flexible, highly motivated self-starter.


· Willingness to travel within the region.


· Fluency in written and spoken English. French would be an added advantage.


· At least 5 years’ experience in advocacy and protection work.


· At least 3 years’ experience as a trainer of trainers.
