Support for Orphans and Vulnerable Children (OVC) for Nairobi and Coast Counties of Kenya is a USAID-funded $41 million Cooperative Agreement awarded to a consortium led by Plan International. Known locally as the Nilinde Project, this five-year initiative aims to improve the welfare and protection of the most vulnerable households affected by HIV/AIDS by reducing economic vulnerability and empowering parents to make investments that will improve the health and well-being of OVC.
Dimensions of Role:

The incumbent will be responsible for the implementation of initiatives that aim to improve the welfare and protection of the most vulnerable households affected by HIV/AIDS.
Typical Responsibilities – Key End Results of Position:
Key Result Areas:

 Ensure that all the OVC in the programme in Kilifi are provided with the services as per the work plan and approved cluster plans, reported and accounted for as per USAID expectations.

 Provide a quarterly report for the project.

 Ensure smooth coordination of the OVC activities as per the work plan and ensure that all the OVC enrolled under the programme are accounted for.

 Facilitate the identification of OVC needs and needs prioritization for intervention.

 Ensure clear communication with the local implementing partners.

 Liaise with the facility service delivery and other like-minded institutions by creating strategic linkages and alliances for referrals and continuity of service delivery including health facilities in areas of intervention.

 Through close collaboration with the M&E team, ensure efficient and concrete data collection.

 Regularly monitor field activities and performance of Local Implementing Partners.

 Enhance the capacity of weak LIP through mentorship or any other method

 Ensure that all the OVC LIP’s have adequate data reporting tools.

 Compile comprehensive and timely monthly and quarterly reports.

 Orient local implementing partners (LIPs) on the goals and overall/monthly targets.

 Prepare weekly status reports to highlight achievements, challenges and recommendations to support efficient planning and delivery of quality services to OVC.

 Work with (Sub-) County Coordinators to develop a master schedule for delivery of school materials; and engage all relevant local authorities for distribution of materials.

 Coordinate with Plan Administrative and Finance staff on the procurement, packaging and delivery of scholastic materials.

 Assist LIPs to prepare accurate reports of all OVC receiving education support.

 Other duties as necessary and/or assigned by the Supervisor.

Reporting and Documentation:

 Regularly collect and review project data to monitor progress, and produce accurate reports.

 Submit complete, accurate and timely reports that conform to prescribed formats and other parameters from Plan and USAID.

 Contribute to documentation and sharing of best practices with stakeholders as appropriate.

 Superior communication skills and judgement to identify and evaluate options and identify solutions.

Communications and Working Relationships:

 Maintain active dialogue with service delivery partners, project staff, and other key stakeholders to foster collaboration, ensure alignment with the approved work plan and standards, solicit feedback to make regular improvements, and to leverage and build upon other ongoing initiatives.

Key Requirements to Achieve Role’s Objectives:
Education, Knowledge & Experience:

 Minimum degree/Diploma qualifications in social science, Education, community development or equivalent

 3 years’ experience managing community development programs with emphasis on HIV and home based care.

 Experience in working with USAID-funded Programmes.

 Demonstrated experience managing budgets.

 Good community mobilization skills

 Ability to prioritize work according to importance and deadline while meeting conflicting work demands.

 Possesses initiative, patience, tact, and able to work with minimum supervision and under pressure

 Demonstrates adaptability and flexibility in all aspects of working.
