Kenya: Detailed case study into how Kenya Red Cross Society mainstreamed accountability to communities into their ways of working

Summary of consultancy


1.1.Purpose: To develop a detailed operational case study which examines the factors that supported Kenya Red Cross Society (KRCS) to mainstream Accountability to Community (AtC) approaches within their ways of working. The case study should seek to understand what elements, processes or steps KRCS had to put in place for AtC to be adopted by programme, disaster management and branch teams and integrated into their plans and budgets. The lessons learned through this case study should provide guidance to IFRC and other Red Cross and Red Crescent National Societies who would like to mainstream Community Engagement and Accountability (CEA) approaches into their ways of working.


A secondary aim of the case study should be to highlight the impact mainstreaming AtC has had on the quality of KRCS programmes and operations, and on the relationship they have with communities. The case study should also seek to understand some of the challenges faced by KRCS and how they overcame these. The role of the AtC strategy and the recently established nationwide feedback and complaints system should be included in the case study.


1.2.Commissioners: This consultancy has been commissioned by the Kenya Red Cross Society, with support and involvement of the IFRC Africa Regional Office.


1.3.Duration of consultancy: The consultancy is expected to take approximately 20 working days.


1.4.Geographic scope: Kenya (Nairobi, Kilifi, Taita Taveta, Turkana are probable counties)


1.5.Deliverables: A detailed operational case study which clearly outlines the factors that need to be in place for a Red Cross or Red Crescent National Society to mainstream AtC into their ways of working. This should include an examination of KRCS’ approach and the impact on the National Society of mainstreaming AtC.


1.6. Methodology: To understand the institutional environment that allowed KRCS to mainstream AtC within their ways of working, interviews will be conducted with senior management, including the Secretary General, key programme and operational staff, branch teams and the PMER department who led this process. Interviews can also be conducted with key people within IFRC. To understand the impact of mainstreaming AtC on programme quality and community relations, including the impact of the nationwide complaints and feedback system, community members and key stakeholders in two to three counties will also be interviewed, using key informant interviews and focus group discussions. Background information and previous evaluations, such as the real-time evaluation community scoring and review of the AtC pilot, will also be used. This process will be led by KRCS, with the involvement of the IFRC CEA Senior Advisor.


1.7.Audience: KRCS senior management and programmes, operations and branch teams. IFRC senior management and programmes and operations teams in Africa and Geneva. Red Cross and Red Crescent National Societies in Africa and beyond. External organisations and networks interested in AtC and CEA, such as ALNAP, CDAC and the IAWG Quality and Accountability Working Group.


1.8. Location of consultancy: We would prefer that the whole consultancy period be covered within the country. It is however allowable for international consultancies to have Part of the consultancy carried out from the consultant’s home and the rest in Kenya.


The Consultant (s) should have the following qualifications, skills and knowledge:


Experience


  • Minimum qualification of a university degree in relevant field of study, or equivalent combination of education and relevant work experience.

  • Minimum 5 years of relevant working experience.

  • Practical field experience of developing and evaluating community accountability systems, including participation, complaints handling, transparency and community engagement.

  • Knowledge and experience working with the Red Cross Red Crescent Movement an advantage; including previous work on AtC, PMER or CEA/beneficiary communication.

Language


  • Excellent written oral, presentation and communications skills in English with the ability to explain complex analysis and data in a clear and simple manner.
