Terms of
reference for Development of
Vocational Education Training (VET) Specific Course Manuals including a
Customised Entrepreneurship Manual for Trainees
Background: Save the children with funding from the
European Union is implementing a three year ‘’Youth Employability and
Participation’’ Project in South Sudan – Lakes state.
This is an
integrated programme aimed at holistic development of youth through provision
of Business Technical Vocational Education and Training (BTVET), strengthening
institution capacity of state ministry officials, community and CSOs with the
aim of improving employability chances of the deprived youth hence enable to
actively participate in development agenda of the country/state.
1200 (600 female) youth are being targeted to
benefit from this Project. Training includes hands on skills training,
simplistic course theories and life skills training; Choice of the trade ranges
from – Masonry, carpentry, welding, hair dressing, beauty and hair dressing
hair cutting, baking, agriculture, Tailoring and computer training.
431(189 females) youth are currently
undergoing training in five trade areas (Vegetable gardening/horticulture,
welding and metal fabrication, Masonry, Carpentry & Joinery, hair dressing
and beauty, hair cutting and tailoring among others and are expected to
graduate in December 2018.
Courses run for 3 months to 9 months depending on
complexity of the trade.
In order to meet the project targets, two
delivery modes of training are used;
1. Institutional based approach (training
more youth in a center using defined curriculum and following agreed calendar.
2. Enterprise based mode of training (using
existing and well established local artisans to deliver skills to selected
youth ‘’Jua kali approach’.’
Target beneficiaries of the programme are a heterogeneous group of youth and ranges
from School dropout, youth who cannot read or write, youth/children living in
the streets, youth that have been in contact with law, young parents- boys and
girls and graduates from different level of academic attainment who may have
missed further development chances due to limited resources or lack of
employment opportunities in the in South Sudan.
The project
applies a holistic approach to deliver knowledge and skills to ensure that all
categories of beneficiaries have a chance to receive quality training through
observation, doing and demonstration. VET training, Entrepreneurship training
and business mentorship are the major components of project delivery.
They are
aimed at developing both practical and business competencies of the youth and
prepare them to become young entrepreneurs with requisite skills to access
employment opportunities, become competitive in the world of workand subsequently venture into gainful
business ventures that would improve their livelihood as well as access to
employment in both rural and urban setups through establishment of SMEs.
Graduates are also expected to form business working groups after completion of
their training programme.
Entrepreneurship or entrepreneur ability is thus an
equally important factor contributing to the youth’s ultimate success to grow
an enterprise or business.
In lieu of the
above, SCI – YEP project is seeking to recruit an expert with curriculum
development skills to support in development of a customised VET specific trade
manuals and a complementing customised entrepreneurship manual.
He/she will
work with VET centre trainers, selected local artisans, CSOs and relevant
stakeholders in the development of 9
VET specific trade guidelines and a simple entrepreneurship training manual.
Both the VET specific guideline and entrepreneurship manual guides will be used
by current VET trainees as well as graduates from VET programs.
Objectives of
the assignment: The main
objective of the assignment is to develop tailor-made guides that will be used
as reference in both the instructional and apprenticeship training programme.
Specific Objectives
·
To develop VET
specific course guides for the current trade areas
·
To develop a
customised entrepreneurship manual for training VET trainees
·
To identify and
promote uptake of best practices across the sector in order to create synergy
amongst VET trainers and VET service providers
·
To strengthen
capacity of VET trainers in both content and use of the guides through a
Trainer of Trainers (ToT)

Time and Budget
Timing: The duration of
this task shall be 30 working days (6 days per week) from the date of signing
of the contract agreement with SCI South Sudan country office.
Budget:
·
The consulting organisation/ individual
should prepare a realistic financial proposal/budget
·
Work plan detailing how he/she will
deliver the task including methodology to be used.
·
The consultant shall bear all tariffs,
duties and applicable taxes or charges levied at any stage during execution of
the work.
·
The consultant should also prepare a
precise budget detailing every activity cost.
Terms of
payment
The organisation
will pay 20% of the agreed total sum upon signing of the contract. The
remaining 80% will be paid upon successful completion of the assignment. This
will be approved by MEAL manager and YEP project manager.
Duties and
Taxes
The consultant shall pay all tariffs,
duties, other taxes or charges levied by the government of South Sudan at any
stage during the execution of this assignment.
Required
Qualifications
Potential services providers should meet the
following criteria:

A person/team
with proven track record of conducting and leading curriculum development
process (CV’s to be attached);
·
Documented
experience in Teacher training, Coaching and Mentorship
·
Support
documentation should include evidence of successful curriculum development
projects completed particularly those developed for a similar heterogeneous
target group;
·
Knowledge of and
experience in entrepreneurship will be an added advantage
·
Strong business
skills, as well as analytical and project management skills; and
·
Degree in education;
preferably in Technical Vocational Education and Training
·
Knowledge of local language will be an added advantage
Ethics,
Safeguarding and Code of Conduct
As the consultant(s) will be working on behalf of Save the Children they
will be required to adhere to the Child Safeguarding Policy and ethical
guidelines. The consultant will receive a briefing on and sign Save the
Children’s Child Safeguarding Policy. The consultant will make clear to all
participating stakeholders especially children of all ages that they are under
no obligation to participate in the evaluation.
All participants will be assured that there will be no negative
consequences if they
choose not to
participate. The consultant must
obtain informed consent from all
participants, including children
and their caregiver if
a child is
to be interviewed.
The consultant must receive
prior permission for taking and use of visual still/ moving images for specific
purposes, i.e., ‘for evaluation report and presentations. The consultant will assure the participants
the anonymity, confidentiality and will assure the visual data is protected and
used for agreed purpose only.
Applicants Shall
As the consultant(s)
will be working on behalf of Save the Children they will be required to adhere

cater for air cost to and from Juba only, stationary and accommodation of lead
consultant while in the field.
