II. Background
The Regional Centre on Small Arms in the Great Lakes Region, the Horn of Africa and Bordering States (RECSA) is an Inter-Governmental organization with a mandate to coordinate the implementation of the Nairobi Protocol on the Prevention, Control and Reduction of Small Arms and Light Weapons in the Great Lakes Region, the Horn of Africa and Bordering States.
It was established in June, 2005 by the 3rd Ministerial Review Conference.
There are 13 Member States signatory to the Nairobi Declaration and Nairobi Protocol namely:- Burundi, Republic of Congo, Democratic Republic of Congo, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Seychelles, Somalia, Sudan, Uganda and the United Republic of Tanzania.
The mission of RECSA is to coordinate action in the Member States against Small Arms and Light Weapons proliferation in the Great Lakes Region, the Horn of Africa and Bordering States.
III. Objectives and Scope of work
The purpose of the end-of-project evaluation is to provide the donor, UNDP and RECSA as well as stakeholders analysis of the project effectiveness. It will evaluate results achieved against expected goals and objectives, inputs and outputs set forth in the project document.
The evaluation will offer strategic and operational recommendations which will inform future programs on small arms and light weapons to RECSA and its partners.
Specific objectives are:
SALW Experts (who should be East African nationals):
Masters degree in social sciences, security studies, conflict management, government and international relations, development studies or related fields.
1. The lead Consultants should have at least 10 years experience in the design and execution of evaluation systems, conducting evaluation of projects including impact assessment, and with proven ability to assess project activities against objectives and impact.
2. The Evaluator (2nd Consultant) should have at least 5 years experience in the design and execution of evaluation systems, conducting evaluation of projects including impact assessment, and with proven ability to assess project activities against objectives and impact.
3. Specifically, the Consultant team should have;
