Minimum Qualifications:
MA/MBA with 13 - 15 years of experience OR PhD with 8 - 10 years of experience OR the equivalent combination of education and experience.
Job Responsibilities:
An upcoming DFID-funded maternal and newborn health (MNH) program in Kenya aims to improve demand for and quality of essential services in targeted provinces within Kenya.
The Senior Associate / Programme Director, reporting to the Portfolio Manager, will provide strategic leadership, management, and overarching technical direction to the programme, and will work closely with DFID, Government of Kenya (GoK) counterparts, and other development partners to achieve the program’s objectives.
Specific duties and responsibilities include the following:
* Provide strategic direction and leadership to the project.
* Provide technical oversight and lead implementation of the project’s technical aspects.
* Ensure the responsiveness and quality of services, efficient use of resources, and quality of results.
* Establish and maintain effective working relationships with: GoK officials and partner agencies; DFID advisors both in Kenya and in the U.K.; and with other key development partners.
* Provide oversight to management of relationships with subcontractors.
* Provide management oversight to the project, including supervision of senior technical staff and any other direct reports, and develop staff skills and knowledge.
* Identify and prioritize technical assistance needs.
* Submit project progress reports to DFID and the GoK, as required, and liaise closely with the Abt Associates headquarters office.
* Represent the project and Abt Associates at meetings, conferences, and other events.
* Communicate, implement, and ensure adherence to program policies, guidelines, and values.
Skills Prerequisites:
* Master’s Degree (minimum), Medical Degree or PhD (or equivalent, preferred) in Public Health, Health Administration, or other relevant health discipline.
* 13-15 years senior-level international management experience (with a Masters Degree) designing, implementing, and managing large, complex health programs, or 8-10 years with an M.D. or PhD).
* Significant technical depth in maternal, newborn, and child health.
* Proven ability to establish and maintain effective working relationships and assure collaboration with key stakeholders including MOPHS, MOMS, and other in-country partners.
* Demonstrated knowledge and understanding of Kenya’s economic, cultural, political, and social context, including the country’s decentralization plans.
* Significant long-term experience working in Kenya.
* Demonstrated leadership skills and ability to lead multi-disciplinary, multi-cultural teams.
* Experience managing DFID and/or other donor-funded health projects preferred.
* Demonstrated ability to assure that teams adhere to standards of accountability, quality, and cost-effectiveness.
* Strong interpersonal and communication skills, proven initiative and good judgment, and ability to communicate effectively in English, both orally and in writing.
* Willingness and ability to travel and/or potentially be based outside of Nairobi
