Duties and Responsibilities of the Executive Director

Leadership & Management

· Implement OLE’s Young African Leaders program to engage actively and energize Kenyan YALI alumni in community learning projects that are sustained and scalable.

· Develop, maintain, and support a strong Board of Directors committed to OLE’s vision and mission.

· Engage the Board in the development of a strategy for OLE Kenya’s launch and long term development.

· Ensure effective systems to track program progress, and regularly evaluate OLE program components, in order to measure successes and failures that can be communicated to the board, funders, and other stakeholders.

Planning & Program Development

· Listen and identify those key challenges where OLE’s Open Learning System can provide a significant and sustainable benefit in Kenya.

· Develop a strategic plan for OLE Kenya that enables the Open Learning System approach to address one or more of Kenya’s major social and economic challenges.

· Build partnerships with government and non-government institutions, funders, political and community leaders, who share OLE’s mission and can support OLE Kenya.

Become a local, national and international force for social and economic improvement, publishing and communicating program results with an emphasis on the ways that the OLE Kenya programs can serve as models for other nations.

Fundraising & Communications

· Develop proposals in response to requests that are aligned with OLE’s mission.

· Expand public and private commitments to OLE Kenya’s programs, including income generating activities to support sustaining and scaling existing Kenyan programs.

· Deepen and refine all aspects of communications—including a powerful web site in order to increase OLE Kenya’s constructive influence upon Kenya’s future.

Qualifications

A successful candidate will be a Kenyan national with extensive background in education and community building.

Minimum Qualifications include:

Deep commitment and great skill in articulating OLE’s vision and mission.Fluency in Swahili and English.Bachelors degreeSeven years of effective organizational leadership, preferably in education or international development.Thorough knowledge of the laws and rules that affect Kenyan schools and communities.Experience with working in non-governmental, Social Benefit Organizations.

Working conditions

BACKGROUND

SCOPE OF WORK

The IRC Kenya country program is looking for a Deputy Director Operations (DDO) to maintain and improve effective support systems (administrative, supply chain (SC), IT and field management). The DDO will be responsible for ensuring that all the necessary systems, policies and procedures are rolled out, understood, and implemented by the relevant staff in all program areas. In addition he/she will ensure that the Country Director is briefed on security and advice on security policies and procedures. Lastly, the DDO will assist in the overall management of the organization, by contributing to the development and achievement of the strategic objectives as a member of the Senior Management Team (SMT).

He/she will provide technical supervision to the operations staff in the field offices. The DDO will report to the Country Director and will directly supervisor 3 senior staff based in Nairobi and 3 Field Coordinators.

RESPONSIBILITIES:

General Management

Continue the improvement of operations within the country program with the development of a yearly operations work plan; Participate in strategic and day to day management decisions as a member of the Senior Management Team; Act as line manager for Supply Chain Coordinator, Information Communications Technology (ICT) Manager, Field Coordinators, and Security Manager; Ensure that the IRC complies with all aspects of Kenyan law (employment, tax, contract etc.); Ensure all policies and procedures are up to date and understood by all staff. In collaboration with the Finance department, ensure that appropriate Field Office oversight is in place and documented; Conduct analysis of staffing structure in coordination with Country Director and Deputy Director of Programs (DDP) Actively participate in grants opening and closing meetings; Play an active role in preparing internal and external audits; ensure recommendations related to operations are followed and take all necessary measures to address audit findings.

Supply Chain

Provide training and capacity building to SC staff; Oversee processes and ensure compliance with IRC policies and donor regulations; Review main contracts and ensure validation by NY; Oversee the implementation of GSC policies and procedures for purchasing, delivery, storage, communications, transport and travel Update/design procedures when necessary; Assist the Supply Chain Coordinator in the implementation of administrative systems and procedures; Update/design procedures when necessary; Ensure that all leased properties conform to health and safety standards; Ensure the processing of all expatriate staff paperwork for visas, work permits, and travel arrangements;

Information Communications Technology

Provide training and capacity building to IT staff; Update IT policy and procedures and ensure implementation of these through the IT manager; Ensure that all IT equipment is maintained and secure and an appropriate replacement schedule is in place;

Security

Monitor and report on security in all program areas and in other areas likely to impact the IRC; Update the Security Management Plan for the IRC in Kenya and train staff where necessary in security procedures and thinking; Provide security orientation to all new staff and refresher orientation as needed.

Field Office Management and Control

Provide oversight and guidance to Field Coordinators/Managers in three field offices. Support will focus upon all aspects of field office control and efficiency. Work in collaboration with the Safety and Security Manager to ensure that field staffs are well trained and operating in compliance with the country security protocols and procedures. Provide management support and oversight to the Field Coordinators/Managers in implementing security policies and procedures. Develop and maintain a management information system that effectively captures performance data from country and field offices. Work with the Finance Controller, DDP and CD to proactively identify, analyze and respond to trends either through reinforcement or corrective action. Participate in the development and/or review of new proposals, operating plans and strategic plans ensuring that the views of field staff are captured and reflected wherever appropriate.

The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

REQUIREMENTS

Bachelors Degree required; Masters Degree in a related field preferred At least 8 years experience of operational support or management of multi-sector humanitarian relief or development projects in Africa or similar context; including a minimum of 3 years in a senior level position. Proven personnel management, administration, logistics, communications, and security experience of large operationsPrevious experience working in emergency or post-conflict contexts; NGO experience and donor requirements; Knowledge of IRC procedures and policies preferred; Excellent written and oral communication skills; Solid organizational skills: ability to be flexible & work well under pressure in a fast-paced multi-task team environment; Strong Computer skills: facility with MS Word, Excel, Access, and email/internet software.

****Position Description****

Plan is seeking applicants for a proposed Finance and Operations Director for an anticipated multi-sectorial, USAID funded orphans and vulnerable children (OVC) project in Kenya. The Finance and Operations Director is responsible for overseeing project finances and administrative operations in accordance with relevant USAID regulations and in line with Plan’s financial and administrative management policy provisions. The Finance and Operations Director will supervise grant management and financial reporting on grant performance and will ensure best use of resources by managing the preparation of sound budgets, monitoring project expenses, and assuring timely preparation of donor financial reports.. This position is contingent upon award of the project by the donor.

Responsibilities

Provide oversight of financial and administrative management of the project in compliance with donor’s rules and regulationsSupervise all financial management to ensure best use of resources through sound budgeting, monitoring of project expenses, and timely preparation of donor financial reports.Develop and implement monthly project-wide financial review (project tracker) and analysis, as well as provide timely and reliable financial information for decision-making.Maintain strong internal policies, processes, and controls systems in order to provide timely, consistent and accurate financial and budget management.Develop strategic planning, work planning, and budgeting processes.Work closely with Plan International USA home office and Plan Kenya country office staff on internal and external financial reviews and audits; work closely with project finance/grants/administrative staff and sub-grantees to ensure appropriate implementation of same.Prepare financial reports for donors.

Key Qualifications and Skills

Master’s degree in finance or financial management, and/or a professional qualification in accountancy. Bachelor’s degree with significant experience in project finance management may be accepted.Significant experience managing programs funded by the U.S. Government, including experience managing finances for USAID-funded projects.Extensive experience in financial management and/or project administration.Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP) applicable to USA accounting procedures and processes.In-depth knowledge of USAID financial management rules and regulations and other key USG regulations, including USAID 22 CFR Part 226 Administration of Assistance Awards to U.S. Non-Governmental Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB Circulars A-122, Cost principles for non-profit organizations, and A-133 Audit of states, local governments, and non-profits.Ability to adopt new software and financial management systems.Excellent communication, management, and leadership skills.Proven analytical skills in isolating priorities and tackling them.Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender.Work experience in Kenya highly preferred.Excellent English oral and written communication skills; knowledge of Swahili preferred.

Background

Oxfam GB is part of Oxfam International (OI), an international confederation of 14 organizations working together in 99 countries and with partners and allies around the world to find lasting solutions to poverty and injustice. OI’s vision is a just world without poverty.

Kenya is currently a single affiliate country managed by Oxfam GB. Oxfam in Kenya is seeking a Country Director to take the lead in representing Oxfam and the programme within the country, the region and globally.

The role

The role is a senior management post reporting to the Deputy Regional Director. The Country Director will lead the development and delivery of the Kenya programme in ways that will have the greatest impact on poverty and consistent with Oxfam’s wider organisational principles and approaches and ensure adequate and cost effective resource management including people, budgets and funding. The role works with the Country Management Team (CMT) to ensure that minimum standards are met in the country for programme management, HR, finance, security, health and safety. The role co-ordinates with the CMT to identify new funding sources and negotiate funding opportunities to support programme implementation. The OI Country Director takes the lead in representing Oxfam and country programme within the country, the region and globally as well as build relationships and develops networks.

The Person

You should have indepth senior management experience in leading the development, and ensuring the delivery, of programme strategy, with partners and within a networked and interdependent approach, in one or more challenging locations. You should have proven analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional and global framework and have the ability to manage the development of, and contribute to, the high level analysis of factors driving poverty, marginalisation and vulnerability in developing country contexts, including the ability to ‘think politically’ by understanding motivations, pressures and challenges faced by colleagues, partners and other actors.

You will be actively committed to promoting gender equity and the interests of marginalised people in all aspects of an organisations work. You should have experience of design and delivery of an Influencing programme cycle, including proven ability in implementing all or aspects of a notable campaign and leading humanitarian responses, either directly implementing or through advocacy and communication strategies.

You should be experienced in leading and motivating multi disciplinary, geographically remote teams; have a high degree of self awareness and an understanding of how to drive and support excellent team performance and individual development. To be successful in this role you should have experience of managing complex change processes and relationships involving a wide range of both internal and external multi-cultural stakeholders across a variety of disciplines & geographical areas and experience in representing an organisation with partners, government agencies, private sector organisations, and donors at senior level: locally, regionally and globally and high level financial management skills to steer the operational budget

Job DescriptionThe global microfinance movement has thousands of institutions and is starting to explore how to serve farmers, who are the majority of the world’s poor. One Acre Fund is growing the largest network of smallholding farmers in Africa, and proving that loans to smallholder farmers can be commercially viable. OVERALL RESPONSIBILITIES

MSH seeks a Project Director for an anticipated procurement to strengthen the capacity of the Government of Kenya (GoK) to manage a high performing, sustainable, public-health-oriented laboratory service system. The goal of the project is to improve Kenya’s capacity in stewardship, technical guidance, and oversight to implement country-owned and-led quality integrated laboratory services. As such, s/he provides strategic and technical leadership and managerial oversight for the Project. S/he is the official representative of MSH for the project and maintains all communication with appropriate CDC officials, project partners and local stakeholders, and other MSH managed projects in Kenya to ensure adequate coordination of laboratory technical assistance. The Project Director is fully responsible and accountable for the development, execution and management of the project, including (1) vision and technical strategy, (2) project and financial management, (3) documentation, communication and reporting of project activities, (4) client(s), partners and stakeholder(s) relationships, and (5) coordination and synergy with other MSH Projects and collaboration with the MSH Country Representative and Country Operations Country Management Unit (COMU). S/he ensures project activities and results are responsive to the goals and objectives of both CDC and PEPFAR and that they comply with the policies of the GoK. S/he bears primary responsibility for all administrative requirements to fulfill the performance objectives and other requirements specified in the project cooperative agreement.

SPECIFIC RESPONSIBILITIES

Provide overall direction for all technical and managerial activities under the project as mandated by CDC. Function as the primary liaison between CDC and MSH on all technical and financial matters related to the project.Provide leadership in establishing effective technical assistance, collaboration and communication with GoK departments and other stakeholders responsible for the implementation and/or support of laboratory services.Provide strategic and technical leadership in the development and implementation of capacity building strategies needed to strengthen the delivery of laboratory services in Kenya that are locally appropriate and sustainable.Adapt, implement, and oversee an annual project management cycle which formulates the annual continuing application, comprehensive work plans, budgets and reports in accordance with the Cooperative Agreement, CDC annual planning cycle, assures control of expenditures and timely disbursement of funds. QUALIFICATIONS:

Master’s Degree or higher, in International Public Health, Biomedical Science or equivalent related field.At least ten (10) years’ experience in management positions, implementing programs of similar size and scope in international health.At least 5 years management experience on USG or other donor-funded programs supporting strengthening of national laboratory systems in developing countries, preferably with experience in Kenya and/or Africa.Strong knowledge and technical skills in the following key areas: laboratory leadership, management and governance; development and implementation of national laboratory policies, strategic plans, standards, guidelines, standard operating procedures and capacity building materials; laboratory information systems; laboratory equipment and supply management; quality systems and accreditation; infrastructure development; networking and referral systems; and biosafety.Familiarity with USG regulations and administrative procedures in the implementation of donor-assisted projects.
