Kenya: Consultancy Assignment for Capacity Building on Child Safeguarding

Terms of reference for consultancy support to strengthen Build Africa’s capacity and procedures for responding to child safeguarding concerns within a project site in Nakuru County, Kenya


  1. Background

    Build Africa is an award winning charity with 35 years of experience working in international development. For the rural communities we work with, education and livelihoods are key priorities, and we therefore aim to improve the quality of education children receive and increase the ability of families to secure a sustainable livelihood. Our education programme supports rural Kenyan and Ugandan children throughout their entire learning journey, from pre-primary and primary education into secondary school and into the working world. Our livelihoods programme complements this by working with adults to make sure they can earn a decent living, feed their families and support their children’s education.

  2. Build Africa has a child protection policy and some existing child safeguarding procedures in place. Build Africa is looking for child safeguarding / protection response consultancy support to an implementation team delivering an education and livelihoods project within one school and its community in Nakuru County. The consultancy assignment is to conduct safeguarding training and to support the team to conduct a mapping and quality check of referral service providers in the local area and to use this information to develop a referral and reporting pathway.

  3. Consultancy purpose

    The purpose of this consultancy is to support a project implementation team to develop an effective reporting and referral pathway for safeguarding concerns and to ensure that all team members understand their own responsibility within the articulated pathway.

  4. Tasks, deliverables and timelines

  5. The key tasks within this consultancy are to:

  6. Conduct training for the project implementation team to introduce child safeguarding

  7. Conduct a full mapping of child protection service providers in the localised project implementation area within Nakuru County

  8. Undertake a quality check of shortlisted child protection service providers and facilitate a discussion on each service provider’s willingness and availability to receive referrals from the project team

  9. Establish a clear reporting and referrals pathway, based on the above information

  10. Conduct training for the project implementation team to ensure that all team members know how to respond to a safeguarding concern and what their own responsibility is

    It is expected that the consultancy will be conducted in a participatory and collaborative manner and that the implementation team will have full involvement in the delivery of each specified task of the consultancy as listed above. In addition, it is expected that the consultancy will be completed by means of one intensive visit to the area where the project is being implemented.

    The consultancy deliverables will include:

  11. A bespoke workshop or training for the project implementation team on the principles of child safeguarding

  12. A written report on the mapping of child protection service providers exercise and on the outcomes of the quality checks and discussions

  13. A write-up and visual representation of the reporting and referrals pathway

  14. A bespoke workshop or training for the project implementation team on the reporting and referral pathway, its associated documentation and their own responsibilities within the articulated procedure

    We would anticipate the consultant to work with us during mid-February to mid-March to deliver on the above.

  15. Budget

    The total maximum budget for this consultancy is approximately KSH 565,000.

    Please note that fees for daily rates should be in line with previous work undertaken. References will be taken to ensure that good value for money is obtained for this study.

  16. Skills and qualifications of consultant

    We welcome applications from consultants who meet the following requirements:

  17. Experience of designing and rolling out child protection reporting and referral pathways and procedures within Kenya and across staff members from a range of different backgrounds (essential);

  18. Extensive knowledge and experience of assessing child-friendly referral services;

  19. Significant experience of working in a child protection and safeguarding role for an international development organisation (essential);

  20. Extensive knowledge and experience of designing and delivering intensive bespoke workshops for small groups (essential);

  21. Advanced skills and experience in child safeguarding case management in an international development context (essential);

  22. Excellent communication skills (essential);

  23. Experience of working in Kenya (essential).
