Scope of Work

The project aims to strengthen UNICEF advocacy through a better understanding of the role of political economy factors in processes and decisions around creation and use of fiscal space for investments in children in Eastern and Southern Africa.

The political economy analysis will pertain to three stages of work:

1) Conducting a macro-level analysis of the political and economic processes in a country, taking into account all formal and informal dynamics that have an impact on budget decisions and fiscal interventions, focusing particularly on the distribution of power and resources across groups and individuals, and the factors that create, sustain and transform these over time, such as their respective incentives and relationships. The analysis will also dedicate specific attention to the dynamics of decentralization and the relations between central and local governments.

2) Building on the macro-level analysis, conducting a sector-level analysis of three selected priority sectors for children in each country, identifying challenges and opportunities in each sector, the key policy- and decision-makers and their relations, and the constraints faced by them;

3) Drafting a paper on the political economy analysis describing the outcomes of stages one and two.
