Brief Background
Christoffel Blinden Mission (CBM) is an International Christian Development Organization committed to improving the quality of life of persons with disabilities in the poorest countries of the world. CBM describes its vision as seeking to build and promote an inclusive world in which all persons with disabilities enjoy their human rights and achieve their full potential. CBMs approach to achieving this is ensuring that all development interventions they implement are disability inclusive. Disability inclusive development focuses particularly on the rights and inclusion of people with disabilities. It actively seeks to ensure the full participation of people with disability as empowered self-advocates in all development processes and emergency responses and works to address the barriers which hinder their access and participation. CBM’s approach is also strongly influenced by its Core Values.
Gender equality is identified as one of the Core Principles of Disability and inclusive development and it has to be integrated in all stages of development. Gender inequality is acknowledged as the most pervasive form of inequality, and failure to achieve gender equality, impacts on the rights of women, men, boys and girls everywhere and slows growth and progress from a development perspective. [1] As a result, CBM has the mandate of mainstreaming gender and disability into development process. CBM’s approach to achieving this is ensuring that all development interventions are disability and gender inclusive.
CBM’s East Africa Regional Office is situated in Nairobi. Its role is to oversee CBM’s work in the seven East African countries of Ethiopia, Kenya, Tanzania, South Sudan, Burundi, Rwanda and Uganda. CBM works with project partners to implementation of various programmes to help it achieve its vision.
For this reason, CBM is seeking to engage a Consultant/Gender Specialist to carry out a training for approximately 30 participants from CBM programme Partners in Kenya on gender and development.
This will enable CBM achieve programmatic goals of disability-inclusive to include gender equality and the empowerment of women, men, boys and girls both collectively within the organization and individually with its mandate to advance the well-being of women, men, girls, boys in all countries through inclusive approach.
Objectives of the training:
Partners:
Raise their understanding of the basic elements of gender mainstreaming approach and strategies.
Enable partners to gain practical skills on measuring their organizational capacities to identify areas of strength and achievements, innovative policies and practices and continuing challenges as a basis for affirmative gender action planning in their respective organizations.
To help Partners gain practical skills on measuring and embedding the mainstreaming needs and concerns of women, men, girls and boys with disabilities at all stages in all their programme initiatives and ensure they participate and benefit from these.
Scope of work
The Consultant will be expected to:
· Conduct necessary pre-workshop preparations: schedule, case studies, handouts etc, required for participatory, practical workshop.
· Facilitate a three day workshop on gender and development for CBM programme partners in Kenya. The training should be action oriented to ensure that the planned activities are carried out. The training should be evaluated to determine the impact and take necessary corrective measures.
· Assist partners develop a realistic action plan to implement the lessons learnt after the training.
· Consultant to provide resource materials to be used by the partners beyond the training. Including a Gender and Development mainstreaming checklist.
· Report– prepare a workshop report highlighting the key outcomes at each stage of the workshop including suggestions for appropriate future options and recommendations.
Venue and date,
The country workshop on Gender and Development will be organized by CBM in collaboration with the consultant. The training will take place in Nairobi. The exact venue and date will be confirmed in due course though the training should take place before end of March 2016.
Deliverables/outputs
· Training programme
· Resource materials including a reference Gender and Development checklist
· Report of the training with outcomes and recommendations
Desired qualification and competences
· Minimum Bachelor’s Degree (or equivalent) in relevant area (gender studies or social sciences). A Master’s Degree will be considered an asset;
· Proven professional experience in facilitating practical and participatory community gender mainstreaming approaches
· Sound understanding of gender and development issues in Kenya especially in reference to persons with disabilities;
· Familiarity with agenda 2030 on sustainable development goals and its application at community level. Excellent communication, presentation, report writing and analytical skills

- Itemized details of costs associated with the training and plan of activities for the three days as indicated above.
- Training programme with clear methods to be used.
- Clearly set out the content of the proposed modules
The proposal will be assessed technically and financially.
