Kenya Maritime Authority is a State Corporation whose mandate is to
regulate, coordinate and oversee maritime affairs guided by the Kenya
Maritime Act, No. 5 of 2006 and the Merchant Shipping Act 2009.
The Authority wishes to invite suitable candidates to fill the following vacant position:
Procurement Manager
(KMAG 3)
Department: Directorate Office
Section: Procurement
Reports To: Director General
Supervision:
- Procurement Officer
- Procurement Assistant
Location / Region: KMA Head Office, Mombasa
Purpose: Responsible for reviewing, up-dating, interpretation and implementation of existing supplies regulations, procedures and systems; preparing and ensuring implementation of the supplies manual; and processing of contracts, stock controls verifications and efficient disposal of stores of the Authority.
Primary Responsibilities:
- Establishing and updating Authority’s procurement policies and procedures;
- Ensuring competitive bidding procedures, administration of contracts and negotiations are efficiently performed;
- Training user departments on procurement procures;
- Preparing and maintaining all procurement records;
- Ensuring efficiency in inventory management ;
- Being the secretary to the tender committee;
- Monitoring contract management by user departments to ensure implementation of contracts as per the terms and conditions of contract;
- Preparing a consolidated annual procurement plans as per the Act and Regulations; and
- Ensuring adherence to the Public Procurement & Disposal Act 2005 and the Regulations 2006.
Person Specifications:
Academic Qualifications
- Bachelor’s degree in any business field
Professional Qualifications
- Relevant Professional qualification – KISM, CIPS
- Graduate diploma in Purchasing and Supplies from the Chartered Institute of Purchasing and Supplies – UK.
- ICT related qualifications with bias on spread sheet.
Experience
- 5 years’ experience with at least 2 year at middle management level
Skills
- Excellent interpersonal, management and interpersonal skills
- Excellent organizational skills and highly confident
- Computer literacy and familiarity with standard office computer applications
- Ability to work under pressure
