Background and Job Summary


IBTCI implements the Somali Program Support Services (SPSS) contract, providing ongoing monitoring, verification, and evaluation support to the USAID/Kenya and East Africa/Somalia Office. The SPSS team received a Task Order to conduct a baseline assessment to establish initial values on activity outcome measures for the Strengthening Somali Governance (SSG) activity. As part of this effort, SPSS is seeking a consultant to assist in designing a baseline Citizen Perception Survey (CPS) of governance issues in Somalia. The estimated level of effort will be five days, including design of survey questions, skip patterns and a data analysis plan, and the position will be based in Nairobi, Kenya.


Requirements


  • Seven years of experience in designing political surveys and analyzing data.

  • Advanced degree in political science or similar discipline

  • Expertise with political science opinion poll surveys required for this survey design and validation (wording of questions, selection of response categories, flow of questions, skip patterns, etc.)

  • Experience in designing analysis plans for survey results grounded in thematic area.

The survey should be designed to collect data disaggregated by gender, region, geographic area, and age. Questions should be designed along the following themes:


  • Political knowledge

  • Access to information

  • Expectations of government

  • Trust in institutions

  • Political participation and civic engagement

  • Citizenship
