1. Background:


Somalia has regularly been on the world news headlines with recurrent disasters such as conflicts, droughts, floods and inflation for the last two and half decades. Humanitarian assistance remains the only service delivery mechanism in the country. Apart from lifesaving and early recovery humanitarian interventions, it has been realized that building communities’ resilience is an important long-term solution for Somalia.


There are several consortiums working on Somali resilience including SomReP, BRCiS, UN reliance and SSNP, among others. These big resilience consortiums need to share experiences, expertise, lessons learnt and challenges in implementing resilience programs in Somalia.


2. Objective:


The main objectives of this workshop is to:


a) Share information and coordinate


b) Have a common approach to resilience building in Somalia


c) Form synergies between and within consortiums


d) Share evaluation and M&E methodologies for resilience for Somalia and


e) Joint lessons learnt about measuring resilience in Somalia


3. Purpose and scope of assignment


ACTED is looking for an experienced workshop facilitator who is expert in managing, moderating, controlling participants and providing leadership in the workshop.


The facilitator will be expected to moderate all presentations from the panelists according to the defined schedule and guide the participants in the discussion and decision making process. The facilitator is also expected to write a full report taking into account the key findings of the training with an agreed way forward. The resilience workshop will be jointly implemented by all consortia but the facilitator will be directly recruited by ACTED on behalf of SSNP.


4. Methodology


The workshop facilitator will moderate all the workshop activities including panelists and consortium representative speakers. The facilitator is required to lead the workshop and write a report on the workshop. It will be the role of the facilitator to ensure that the workshop is highly interactive by encouraging participation.


5. Required skills and competencies:


· Graduate degree in planning, food security and livelihoods, monitoring and evaluation, economics or social sciences and other relevant areas


· A clear understanding of resilience building in Somalia


· At least 5 years’ experience in development and resilience building


· Demonstrated experience of being a facilitator


· Experienced to manage different groups/consortiums expectations


6. Timeline


The facilitator will be paid for four (4) days). This includes one day meeting preparation (meeting with various consortium), one day of facilitation and two days to write the workshop report. A draft workshop report should be submitted in advance to allow the consortia time to comment and provide their inputs before its finalization


7. Key Deliverables


The main deliverables of the workshop facilitation will be:


a) Availability and moderation of the resilience workshop on 28/4/2016


b) A draft report for consortiums to comment


c) Final report of workshop incorporating all comments of the consortia

ACTED resilience program staff will review all applications on 8th April 2016 at 8:00am as they arrive. The application must include the following items illustrating experience of how to handle a large workshop that is expected to have over 80 participants:


· Updated CV (maximum two pages) and cover letter of the consultant


· A two page plan of how to facilitate a one day work and write a report


· A sample of previous written report of such workshop facilitated
