Introduction
WUSC – World University Service of Canada – is a leading Canadian non‐profit organization in International development, committed to building a more equitable and sustainable world. We work with a unique and powerful network of post‐secondary institutions, private‐sector partners and volunteers to provide education, employment and empowerment opportunities that improve the lives of millions of disadvantaged youth around the world. WUSC is working in partnership with Windle Trust Kenya (WTK) to implement the Kenya Equity in Education Project (KEEP) which will improve retention and performance of marginalized girls in primary and secondary school in northern Kenya. The KEEP project began in 2013 and will finish in 2017.
Background and rationale
Although KEEP activities do not directly address child protection issues, project staff come across many such cases. Provision of appropriate services for these children is extremely important, but difficult because of the complicated nature of these cases, and the need to get multiple actors involved. To address this, we propose a thorough child protection mapping of existing mechanisms, services and service providers to the schools, and communities in which the KEEP works (Kakuma, Turkana West, Dadaab, Wajir and Fafi). This will be followed by a series of workshops to create a set of standard operating procedures for KEEP, partner organizations, and local government to coordinate in getting children the support they need. This process will put KEEP in a position to ensure that existing services are harmonized as much as possible, and will strengthen the capacity of school guidance teachers, peers, parents to report and assist children in need.
Although there are several initiatives that aim to promote child protection in Kakuma and Dadaab, consolidated information around the efforts as well as their impact needs to be strengthened. Thus, there is a need to coordinate the existing initiatives through a comprehensive approach involving broad based partnerships. KEEP would like to commence child protection mapping and identify key partnerships that are required to drive the agenda forward.
Scope of Work
KEEP is thus seeking the services of a qualified professional to undertake this assignment on a short-term consultancy basis.
The key objective of the consultancy is to review available local data, map out and interview the key actors in child protection and lead the process of developing SOPs to ensure children are efficiently provided with the services they need. In order to accomplish this, the consultant will conduct a literature review, a series of consultative meetings with relevant stakeholders, undertake the necessary analysis and lead one workshop each in Kakuma and Dadaab.
Duties and Responsibilities
Under the overall supervision of the KEEP Project Manager, the Consultant will be expected to undertake the following:
· Undertake a comprehensive desk review of child protection initiatives and approaches in Dadaab and Kakuma;
· Collect and review available data and identify key gaps;
· Undertake a mapping of child protection actors and services in Kakuma and Dadaab camp and host communities;
· Provide an inventory of systems/services available (including gaps);
· Provide analysis of key findings that will inform opportunities and/or gaps in influencing frameworks in the areas;
· Prepare a comprehensive report, presenting the main findings and suggesting appropriate recommendations for further consideration.
· Conduct discussions with relevant stakeholders in Kakuma and Dadaab
QUALIFICATIONS/ EXPERIENCE
Education:
· Advanced university degree in statistics, social science such as Development Studies, Education, Economics, Sociology, Gender or other relevant field.
Experience:
· A minimum of 5 years of experience in conducting social science research, mapping/gap analysis, desk studies, baselines and evaluations as evidenced by previous work;
· Strong experience in child protection and knowledge of children’s rights and Conventions
· Demonstrated experience leading participatory workshops
· Previous experience in Kakuma and Dadaab preferred.
Language requirement:
Fluency in written and spoken English and Kiswahili.
Functional Competencies:
· Demonstrated data collection and analysis skills, and research/mapping experience. Ability to develop analytical tools and conduct specialized analysis from multiple data sources;
· Ability to develop detailed operational plans.
· Ability to establish and maintain broad strategic networks and partnerships with agencies to promote partnership and build alliances to advance child protection issues;
