Consultancy Services to Conduct a Baseline Survey for Phase II of Amkeni Wakenya (2015-2018)
 



Background
 



Amkeni Wakenya (Civil Society Democratic Governance Facility) is a UNDP- managed facility that was set up to promote democratic governance in Kenya. 


 


It was launched in July 2008 and works through civil society organizations to promote democracy, human rights, governance reforms, and the integration of a human rights – based approach in social and economic reforms. 



The first phase of Amkeni Wakenya (2008- 2014) was supported by the Embassies of Japan, Netherlands, Norway and Sweden, the European Union Delegation in Kenya and the United Nations Development Programme (UNDP).
 



Amkeni has developed a monitoring and evaluation framework which has 9 Outcome indicators and 38 Output indicators (list of Amkeni’s outcomes, outputs and their related indicators and definitions are attached as an annex). 



The program plans to continually track these indicators through a vibrant M&E system that will continually show the status of performance/results of the programme against targets. 



The M&E system is expected to generate diverse programme reports for sharing with key stakeholders including donors and UNDP management. 



The M&E system will pay special attention to high level results that demonstrate change, transformation and impact.




Objective



 
Amkeni would like to engage the services of a consultancy firm to establish baseline values for all its indicators at this early stage of the second Phase of the Programme. 



This will enable Amkeni to objectively show the achievements of its interventions overtime using the baseline values as the starting point

A PRE-BIDDING CONFERENCE WILL BE HELD AT THE MAIN UNDP CONFERENCE ROOM, BLOCK N, GROUND FLOOR, UN COMPLEX ON THURSDAY, 28 APRIL 2016 AT 11.00 A.M.




Interested bidders wishing to attend the pre-bidding conference should send the names of their representatives by e-mail to: procurement.ken@undp.org , not later than 3.00 p.m. on Wednesday, 27 April 2016 for UNDP to be able to facilitate access to the UN Complex. 



Representatives attending the meeting should carry their national IDs or Passports.
