The Deputy Chief of Party will be responsible for the overall technical oversight of an upcoming integrated FP/RMNCAH program. S/he will provide guidance in designing, implementing and managing the implementation of family planning, reproductive, maternal, newborn and child health (FP/RMNCH) activities under the leadership of the Chief of Party and in consultation with project technical advisors and Jhpiego’s Global Technical Directors, and utilizing and contributing to cross-cutting approaches. S/he will coordinate with other technical leads of key stakeholders, other USG implementing partners, and GOK, particularly at the county-level on the technical areas of the program. S/he should be knowledge-able about current implementation science and service delivery approaches in FP/RMNCAH. DCOP will organize sessions for development of annual workplan submissions and will work collaboratively with other team members on project planning, implementation and the adjustment of project activities based on monitoring of activities at the districts. The DCOP/SDTA will assist the COP in managing the day-to-day administrative and financial management and human resources for the project. S/he will assume the responsibilities of the COP in the absence of the COP. This position is contingent upon an award from USAID.
Take a lead role in the Technical Leadership team for the project with selected partners and their advisors •Coordinate the work of all team members to ensure effective technical assistance and the smooth implementation of activities •Provide day-to-day programmatic and administrative and financial oversight for the strategic planning of activities in support of the project goals and objectives, including the determination of project priorities and appropriate technical initiatives in consultation with COP and team members •In close collaboration with the COP, coordinate and monitor all human, financial and material resources of the project to ensure successful implementation •Facilitate the annual work planning process in close collaboration with USAID Kenya, Ministry of Health, Chief of Party, project Technical Directors •Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with project goals to ensure rapid and sustainable results •Provide guidance and capacity building activities for subcontractors and sub grantees and coordinate activities with other agencies •Ensure resources for project implementation are available and technical and administrative compliance with USAID reporting requirements •Work closely with Jhpiego home office staff to ensure quality evidence-based effective, timely and coordinated project implementation •Represent Jhpiego and the project in public and professional circles through meetings, conferences, and presentations •Support the development, technical writing and reviewing of proposals and pursuing new business development opportunities with the Project Director and Country Director
Design and develop, with in-country counterparts at the USAID, the Federal MoH, and other international groups, health services strengthening strategies, with a focus on FP/RMNCH, with the aim to build the capacity of national institutions to deliver high quality services; •Provide direct technical assistance and support to program counterparts, health facilities, and partners in the areas of expertise including: FP/RMNCH, Management & Human Capacity Development and Performance and Quality Improvement. •Work jointly with the Program Manager to coordinate planning and scheduling of activities with the relevant technical team leaders and technical advisors and ensure that logistical support is available for the smooth implementation of activities. •Oversee the implementation of activities and interventions from a technical perspective, make adjustments to strategies based on lessons learnt from early implementation, and other field experiences. •Use knowledge of best practices in FP/RMNCH to direct strategic planning, implementation and evaluation of Jhpiego programs •Monitor program outputs and results related to team’s technical areas and work closely with the Monitoring, Evaluation and Research and Learning team and Program staff to ensure that results are documented and reported accurately. •Facilitate the development of innovative program approaches and interventions; •Support the development/review of strategies, including technical direction for achieving FP/RMNCH program goals as well as management effectiveness. At a minimum, a Master’s Degree in Medicine, Midwifery, Nursing, Public health or related field •At least seven years of experience in managing and implementing complex public health programs of similar scope and size in a development context, with at least five of those years in Sub-Saharan Africa, preferably in Kenya. •At least seven years of extensive clinical and program background in FP/RMNCH •At least five years of demonstrated experience in managing and supervising a technical team and in project design. •At least five years demonstrated experience at mid- or senior level in the following areas: maternal, newborn and child health and family planning/reproductive health AND demonstrated experience in two of the following areas: nutrition; quality improvement/quality assurance; community health, human resources for health development; M&E and operations research. •Demonstrated experience in designing, implementing and managing health projects of a similar complexity; preference is given to candidates who have proven experience in FP/RMNCH projects in Kenya, or a similar context •Strong background in management in decentralized health systems in developing countries •Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level. •Professional-level proficiency in oral and written fluency in English language. •Strong management skills, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description.
•In-depth knowledge of USAID projects, regulations, compliance and reporting; seven years as a senior manager on USAID projects
•Demonstrated experience in building capacity with the public sector, civil society, and private sector.
•Demonstrated ability to provide oversight of local capacity development efforts, including working with local partners to ensure adherence to all sub-award requirements.
•Demonstrated experience in developing and managing a donor funded grants program.
•Previous experience working in Kenya, with intimate understanding of local health system and health systems strengthening, family planning/reproductive health, and maternal, neonatal and child health care gaps and opportunities, and solid relationships at government agencies
•Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
•Proficiency in Microsoft Office
•Ability to travel nationally and internationally
