Job Purpose


  • The job holder will be responsible for provision of HR development interventions for availability of competent human capital aligned to the HR strategy to enhance productivity, employee growth and career succession.

Key Duties and Responsibilities


  • Formulating human resource training and development procedures in line with business needs;

  • Identifying staff development needs aligned with Corporate Strategy;

  • Developing staff development plans in consultation with the line managers to ensure that staff have the right skills and competencies;

  • Advising on the expansion and modernization of the training facility into a leadership aviation center;

  • Liaising with the aviation related bilateral, multilateral partners and regulatory bodies in respect to training programs;

  • Developing training plans for regulatory and statutory programs in collaboration with the users;

  • Formulating and monitoring the corporate training budget for all the identified employee development needs to ensure adequate funding;

  • Coordinating the implementation of the HR development plan;

  • Evaluating the effectiveness of the HR development intervention programs to ensure that they meet set objectives;

  • Coordinating implementation coaching and mentoring programs in the Authority;

  • Generating staff development reports for decision making;

  • Developing need based in-house training programs and facilitates their delivery;

  • Working with line managers in developing and implementing career and succession plans;

  • Working with line managers to develop and implement staff induction programs;

  • Developing and managing in consultation with function heads, e-programs and co-ordinates learning centres’ activities; and

  • Managing and coordinating internship programmes for students.

Key Qualifications and Experience


  • Bachelor’s degree in Human Resource Management, Business Administration (Human Resource Management Option), Social Sciences from a recognized institution

  • Certified Human Resource Professional (CHRP) /Higher Diploma in Human Resource Management

  • Membership of Institute of Human Resource Management and in good standing

  • At least 8 years of relevant work experience with at least 3 years of managerial/supervisory experience

  • Proficiency in computer applications

Skills and Competencies


  • Teamwork, good communication, interpersonal, supervisory and analytical skills.

Terms and Conditions of Service


  • The Corporation Secretary and General Manager positions shall be for a three (3) year contract term renewable subject to satisfactory performance or attainment of mandatory retirement age whichever happens earlier. The other positions will be on permanent and pensionable terms as per the provisions of the Authority’s Human Resource Policy and Procedures Manual.
