Project Summary:
The U.S. Embassy in Nairobi recently underwent a right-sizing exercise which was precipitated by the current security situation. The result is the decision to create a single platform for USAID in Nairobi which will combine the east Africa regional and Kenya bilateral programs and include the Somalia Office and the Offices of Trade Africa, Transition Initiatives and Foreign Disaster Assistance. A new modus operandi must be found as the technical and program offices are combined so as to understand and serve East Africa, Kenya and Somalia.

Position Summary:
USAID is undergoing a transition that will result in changes to the organizational structure. We are recruiting a Human Resource professional who will be able to conduct a skills assessment, catalog staff skills and capabilities, write job descriptions, and make recommendations regarding outplacement services. S/he will report to the Change Management Advisor.
Responsibilities:
Assess and catalogue staff skills and capabilities.Identify components of and make recommendations for an outplacement assistance program which could include such support as resume drafting assistance, coaching on interviewing skills, management of personal finances, etc.Guide competition for newly created positions.Write documentation related to the new organizational design, including position descriptions, organograms, and organizational and departmental goal statements.Write documentation for new organizational structures and position descriptions.Write goal organizational and departmental goal statements.Engage in other duties as assigned by the technical director.Provide timely reporting and documentation as requested.Qualifications:
At least seven years of professional experience in human resource management.Masters in human resource management, postgraduate diploma in human resource management may be considered for an exceptional candidate.Experience in recruitment and staff selection.Experience in designing competency-based job descriptions.Experience in undertaking job analysis and evaluation.Excellent knowledge of leading human resource policies and practices.Experience in outplacement services.Fluent spoken and written English.Microsoft Office suite proficiency.Only candidates who have been selected for an interview will be contacted.
