The Humanitarian and Emergency Affairs (HEA) Director - EAROwill provide strategic and operational leadership for the implementation of World Vision’s humanitarian and emergency response in East Africa. The East Africa Region (EAR) Humanitarian Emergency Affairs (HEA) Director will ensure quality of WV emergency response engagement including appropriate structures, standards, staffing and resources available and policies for emergency preparedness, response, mitigation and transition management are in place and correspond to the standards set by the region and the WV global partnership.

RESPONSIBILITIES INCLUDE:
Position World Visions’ emergency response ministry as a competent and effective humanitarian agency by ensuring that the East Africa Area responds professionally to all Categories of emergencies as defined by World Vision’s criteria for response.Facilitate the establishment and functioning of emergency preparedness and response strategies on the basis of sub-regional country groupings or under the concept of 'Crisis Country Clusters' if appropriate.Support and advise the East Africa Region Senior Director of Operations in the event of Category II and Category III declarations.Working with National offices, assess, adopt and operationalise WV’s engagement with a range of contemporary humanitarian principles or issues such as IHL, international humanitarian standards, conventions, codes of conduct, vulnerable populations, contextual & humanitarian analysis, conflict issues, at a national leveWorking closely with National Directors, the Regional Security Adviser and Office of Corporate Security (OCS), promote appropriate measures to ensure risks are objectively assessed, mitigated and communicated to staff especially in medium to high risk locationsREQUIRED SKILLS INCLUDE:
Master’s-level degree in management or similarA Minimum of 10 years in operational humanitarian experience with minimum of five years in a leadership role, preferably in Africa.Strong empirical knowledge of the humanitarian sector including humanitarian charters, laws and standards.Strong commitment to WV’s vision, mission and core values.Strong ability and commitment in critical networking, relationship building, and partnerships, especially those outside of WV itself.Understanding of management and integration in a cross functional management matrix model.Strong skills in strategy development, prioritisation and implementation.Understanding of and comfort with providing leadership in an increasingly globalised organization in an increasingly complex industry environment.Proven ability to manage large numbers of staff, efficiently and effectively, whether in a live or virtual environment.If you believe you have the skills and experience to fulfil this vital and challenging role that will enhance the lives of vulnerable children in the East Africa region, we'd love to hear from you.
