DEVELOPMENT OF CHILD CENTRED DRR AND CCA TOOLKIT FOR WORKING WITH LOCAL GOVERNANCE AND AUTHORITIES

2. Project BackgroundThe East African Regional Office is responsible for 7 countries in East Africa, including Kenya, Ethiopia Rwanda, Somalia, South Sudan, Uganda, and Sudan with a current staff complement of approximately 3500 staff. Three years after the UN declared the Horn of Africa a regional crisis, a noticeable shift in both the understanding of the drivers of the crisis risk in the region and solutions to overcoming these challenges has occurred amongst key humanitarian agencies. Save the Children has made a strong contribution to this increased understanding and is well positioned to help ensure capacity amongst local governments and key humanitarian actors is sustainably built and that tools and methods for effective risk reduction are available for and organisations to assist communities build their resilience to future shocks. Whilst understanding of the nature of the problem and appropriate solutions has increased significantly, gaps remain in the availability of tools and materials for practitioners and local government officials to effectively carryout multi-hazard integrated risk analysis to inform effective design, planning and program implementation in response to slow onset risks. This is especially true of tools with a child centred focus and approach.
Save the Children in East Africa, through the SCI East Africa Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) working group has already started to bridge this gap through the development of a capacity building package providing step by step guidance for practitioners to undertake DRR and CCA interventions working with children and schools. The next step is to build on this and develop and disseminate a second series: a capacity building package focusing on an improved integrated risk and adaptation analysis and planning for child centred DRR and CCA with local authorities for the Horn of Africa context. This will be undertaken in conjunction with key Save the Children technical advisors as well as through review and co-ordination with external stakeholders such as the ACCRA consortium.
This consultancy builds on this and aims develop and disseminate the second series: a capacity building package focusing on an improved situation analysis for child centred disaster risk reduction (CCDRR) and climate change adaptation (CCA) with local authorities for the Horn of Africa context.
3. Purpose and Objectives of the ConsultancyDevelop the capacity building package for CCDRR and CCA with local governance and authorities based on the already produced toolkit for working with children and schools as well as the learning model components associated with. Development will be undertaken in conjunction with key Save the Children technical advisors as well as through review and co-ordination with external stakeholders such as the ACCRA consortium (Africa Climate Change Resilient Alliance).
4. MethodologyThe review of documentation will be an important task throughout the assignment. The Consultant will be expected to undertake a desk review of secondary data that will complement the primary data that will be collected. Below are some of the literature among those to be reviewed by the consultant:

5. 7. Payment DetailsPayment will be in accordance with a detailed budget breakdown as submitted through the proposal, and invoices will be expected from the consultant prior to paymentThe following payments will be made to the consultant using and agreed mode of payment.After inception report: 30%After Final Report: 70%Payments will only be made when the deliverables have been assessed by the Save the Children team to be of good quality.8. Key Selection CriteriaKnowledge of Save the Children and its internal processes will be beneficial but is not essentialExperience within the East Africa Region, and preferable consulting with Save the ChildrenProven consultancy experience within the humanitarian response field with reputable INGO’sProven knowledge and experience of DRR, CCA and especially child centred DRR and CCA and international DRR, emergency preparedness and response experienceKnowledge and experience of disaster risk reduction and/ or climate change adaptation methods at the community level (ideally with children) and with local authorities including designing and implementing community-based and child centered disaster risk reduction projects.Response to ToR9.
