Project Description
Crown Agents is seeking an experienced and motivated Team Leaderto lead a performance assessment of the financial and supply chain systems in place for the past five years to quantify the losses of commodities incurred, and to drive continuous improvements in PEPFAR’s Kenya HIV supply chain system. The estimated length of the project is six months.The responsibilities include, but are not limited to, the following:
· Overall management of the evaluation
· Primary leadership for the development and finalization of the evaluation design, data collection instruments, and other design elements
· Supervise team members and coordinate their work tasks and schedules
· Provide technical leadership and participate in all evaluation activities including data collection, data analysis, and the development of evidence based findings, conclusions, and action-oriented and practical recommendations
· Production and completion of a high quality draft and final evaluation report, conforming to the defined RFP and required delivery dates
· Throughout the evaluation period, be able to exercise strong communication, organizational, team leadership and interpersonal skills
· Demonstrate excellent client service with USAID and with Crown Agents USA
· Practice excellent interpersonal and cultural skills with project stakeholders
Qualifications
· Master’s degree or Advanced degree in Public Health, Epidemiology, Logistics, Supply Chain Management, Business/Public Policy Administration, Economics, and/or Statistics or related field required
· A minimum ten years of experience in international programming and/or programming and experience working in oversight, design, and implementation of HIV and AIDS programs; at least three years of this experience in a leadership position preferred
· A minimum of five years of experience in pharmaceutical supply chain management in mid and low-income countries with USAID and/or other donors
· Previous work program/project management experience, directly or indirectly, with USG health programs required
· Advanced understanding of the USG PEPFAR program as well as USAID 2011 Evaluation Policy and its requirements
· Expertise in M&E-related activities such as survey method design, sampling, statistical analysis, instrument development, and data management
· Demonstrated experience in quantitative and qualitative evaluation design, implementation and analytical techniques for development programs is essential
· Knowledge of current practices of HIV/AIDS commodities and supply chain management issues involved in HIV and AIDS programming in developing countries, especially in Africa
· Demonstrated ability to communicate effectively with senior U.S. and host country officials and other leaders
· Excellent writing/organizational/management skills and proven ability to deliver a quality written product.
