Background:
UN Women Kenya, through its Peace and Security and Humanitarian Action Programme supported the Kenya Red Cross to implement a 12 month project; “Dadaab Women Integrated Livehood Project” in IFO 2 West and East in the Dadaab refugee camp, which is located approximately 100 Kilometre from the Kenya Somalia boarder.
The overall goal of the project was to contribute towards improved living standards of refugee women and girl survivors of SGBV and other vulnerable women (Sexual exploitation and Abuse-PSEA) in IFO 2 West and East through the social-economic empowerment model. Additionally, given the on-going repatriation discussion, the project also served to support resilience building of women and girls as part of a durable solution.
The agreed outcomes of the partnership were as follows:
- Increased opportunities for refugee women and girls survivors of SGBV/PSEA and other vulnerable women to engage in livehood activities thereby enabling their equal and effective participation in development.
- Contribute to the reduction in the incidences of SGBV through improved community awareness and participation on GBV protection, prevention and response.
- Enhance the capacity of KRCS to mainstream gender in PSEA in programmes in order to ensure that future interventions and response to humanitarian crises are targeted and gender sensitive.
Description of responsibility:
In view of the above-mentioned, Peace and Security and Humanitarian Action Programme seek to recruit a short-term consultant to undertake an “Impact Assessment of the Dadaab Women Integrated Live hood Project” that has been supported by UN Women Kenya. The consultant will also be responsible of capturing 3 human interest stories that details the impact of the livelihood project on the lives of women in the refugee camp.
Specific tasks and responsibility:
Under the overall supervision of the Peace and Security Specialist and the Monitoring, Evaluation and Reporting Specialist in close consultation with the KRCS Personnel’s, the Consultant is expected to undertake the following:
- Review KRCS approved Prodoc for implementation.
- Review the baseline report undertaken by KRCS prior to project formulation and implementation;
- Review KRCS project reports implemented during the funding period;
- Undertake consultations with KRCS personnel that were directly involved in project implementation and the direct and indirect beneficiaries of the project in IFO 2 in Dadaab
- Undertake an Impact Assessment of the project in Dadaab refugee camp;
- Document three (3) human interest stories from the project beneficiaries that will be summarized for dissemination
- Presentation of findings to UN Women and KRCS teams.
Deliverables:
· Inception report with timeline and methodology
· Initial Impact Assessment report and 3 human interest stories submitted to UN Women.
· A final Report and 3 human interest stories to be submitted to UN Women no later than one week after receipt of comments and inputs.
Competencies:
The selected candidate should have:
- Ability to think out-of-the-box;
- Cultural, gender, religion and age sensitivity and adaptability;
- Ability to work under pressure and deliver high quality results on time;
- Initiative and independence
Qualification:
· Master’s degree in Social science, project management and monitoring and evaluation or any other relevant fields. At least 5 years of relevant professional field experience.
· Knowledge of current situation on gender equality and the empowerment of women and youth employment creation.
· Full computer literacy.
· Fluency in English and Kiswahili.
Contract and remuneration:
A Special Service Agreement Contract (SSA) will be issued in accordance with UN Women rules and regulations. Payment will be made on certification of deliverables.
It is estimated that a total of twenty (20) working days would be required by the Consultant to complete the exercise. Commencing on 9th November, 2015the Consultant will be required to submit the first draft document by 2nd December, 2015with final version to be submitted by 4th December, 2015
