We are recruiting a Regional Funding Advisor. If you have supported restricted
income management, have excellent writing skills and experience in proposal
development, this could be just the opportunity for you.
You will have responsibility for
managing Restricted Income including: supporting the negotiation of high risk
donor contracts favourably in line with Oxfam standards and agreed principles
of decentralisation.
You will also support the effective
management of the existing development donor portfolio to ensure compliance;
ensure quality and timely information; assess and advise staff on donor funding
policies and requirements, seek advice and input from affiliate HQ (donor
leads) for high risk donors.
You will track income, request
payments from donors and any necessary follow-up, process repayments and obtain
any donor approvals, in line with Oxfam standards.
You will be expected to Maintain and
advise on the maintenance of restricted funding information systems and records
on donor contracts both manually and electronically (Oxfam systems/tools).
As part of your role, you will assist the relevant country funding teams in
planning, coordinating, developing and submitting competitive, high quality
concept papers, donor proposals, and budgets which are successfully funded by a
variety of donor agencies.
You shall analyse and provide advice
to country funding and programme staff on the funding policies and formal
requirements of the different donor agencies in relation to Oxfam’s
programmes.
You will also be expected to engage
in budgeting process for restricted income, ensuring budgets are properly
formulated and relevant to respective programmes in the portfolio, as well as
shared in a timely manner by the relevant stakeholders.
Additionally, you will be responsible for coordination and information sharing
by helping to ensure effective co-ordination and information flows with the
Country, Regional and Global Program Funding teams and Oxfam Affiliates, and
co-ordinate and manage processes for key funding opportunities in the region,
linked to the relevant thematic focus.
Significant experience in managing donor contracts and fundraising activities,
in particular from EC, ECHO, OFDA, DFID, SIDA, UN agencies etc will be
useful.
You will need to have information
management and IT skills with attention to detail to develop and analyse donor
budgets and financial reports; and to develop/maintain, and give guidance on
electronic and manual contract management and reporting systems.
A successful candidate will also have
a sound understanding of Program Cycle Management in emergencies and/or
development environments. You will have strong numeracy and financial skills,
particularly in developing budgets, financial management/monitoring and
reporting.
You should have ability to research,
analyse, and report (e.g. researching donor priorities, evaluating proposals
and reports, determining match between external funding opportunities and Oxfam
objectives).
In addition to a degree level of
education, a successful candidate will have highly developed interpersonal and
communication and relationship skills with ability to influence external
organisations and individuals.
