Context:
Increasing new arrivals from neighboring countries and access to newly liberated areas as well as protracted displacement and forced evictions in Somalia have ever more increased the humanitarian needs of the population. To that end, IOM has an increasing demand and responsibility to engage in supporting the Federal Government of Somalia, regional and local administrations in delivering peace and dignified life to the Somali population including vulnerable migrants and mobile populations such as internally displaced persons (IDPs).
With protracted conflicts, reoccurring floods and drought, as well as ongoing evictions in urban areas, the estimated displaced population in Somalia stands at 1.1 million and approximately 3.1 million people requiring humanitarian assistance and a lack of access to basic and protection services for significant parts of the population. In this context, IOM Somalia is launching Displacement Tracking Matrix (DTM) to monitor and track population movements and their mobility induced evolving needs to inform timely and more targeted response and programming for IOM as well as other humanitarian partners.
Under the overall supervision of Chief of Mission, under the general supervision of PRD, and under the direct supervision of DTM Coordinator, in close collaboration and consultation with other units as well as Inter-Cluster Coordination Group, OCHA, Health, WASH, Protection, Food Security Clusters, the incumbent will support DTM Coordinator in managing information:
Core Functions / Responsibilities:
- Provide technical guidance on information management and support to Needs Assessment processes, specifically in data collection, processing/collation and analysis;
- Support in training implementing partners’ enumerators and field staff involved in information management activities, including data collection and data entry teams;
- Assist in monitoring of the data collection processes and the overall data management activities including encoding, storing, and uploading into the database server;
- Compile and distribute data collected with relevant stakeholders regarding needs, movements and new displacements and maintain Portal data and information in-line with IOM policies;
- Identify gaps on data and information relevant to DTM and contribute to the preparation of project proposals aiming to address such needs;
- Support and leverage geographic data for map production and use in geographic information systems (GIS);
Support the effective DTM projects implementation; perform regular monitoring as per agreed timelines; prepare project status and progress reports;
Monitor and implement proper backup / restore, data validation and security procedures to ensure data integrity and availability;
Support and maintain all laptops and mobile phones that are to be used to collect data in the field;
Perform any other relevant duties as may be assigned by DTM Coordinator and PRD.
Required Qualifications and Experience
Education
Bachelor’s degree from an accredited academic institution, preferably in Computer Science, Database/Information management or a related discipline or high school diploma;
At least 3 years, or 5 years for candidates holding high school diploma, working experience in database/information management, preferably in an international, non-profit environment;
Experience
Experience in the management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products;
In-depth knowledge of the latest technological developments in information technology and information system;
Experience in the development and implementation of database systems (e.g. migrant registration, censuses, household surveys)
Demonstrated team-building and information management skills;
Demonstrated understanding of different data collection methodologies;
Experience with handling confidential data and Understanding of relational data theory;
Experience in one of the organizations of the UN Common System and field experience are a distinct advantage;
Capacity to work effectively and harmoniously with colleagues from various professional backgrounds;
Ability to work under difficult conditions and outside normal working hours while maintaining security awareness;
Has a good working knowledge of Microsoft Office suite;
Languages
Fluency in English and working knowledge of Somali and Arabic is an advantage.
