Short introduction
The Health Systems Strengthening Advisors will support the CHMT and SCHMTs to strengthen systems for improving health service delivery including budgeting and planning, HRH, drugs and supplies, and information systems. The role holder will work with the CHMT to build their capacity for coordination, planning, budgeting and financial management to provide effective, efficient and coordinated quality FP/RMNCAH services. The role holder will also support development of public private partnerships and integrated approaches for delivery of RMNCHAH services. The role holder will be placed in either Turkana or Samburu.
Responsibilities
· HRH He/she will coordinate with other USAID funded technical assistance at the national level to improve the Ministry of Health’s human resource management systems, and provide targeted TA at county and subcounty level to improve HRH management.
· Supply Chain Strengthening He/she will coordinate and provide technical assistance for county, subcounty and facility level commodity security and quality assurance for FP/RH/MNCH commodities. Working with Supply Chain Management Consultants/Officer and with the CHMT, he /she will oversee a programme of work to prevent stock-outs and reduce commodity wastage.
· Information Systems: He/she will oversee activities to strengthen county health information systems and data use to improve quality and use of FP/RMNCAH data at the sub-county and county levels. He/she will work with the Information Systems and Data Use Officer to coordinate with other stakeholders to identify data gaps and solutions. This is likely to include:
- Linking emergency obstetric and newborn care to Maternal and Perinatal Death Surveillance and Response;
- Strengthening county level FP/RMNCAH coordination systems and supportive supervision with each sub-county;
- Strengthening the capacity of the CHMT and the sub-counties to plan, manage, monitor and improve FP/RMNCAH services;
- Improving the quality, completeness and use of RMNCAH data in the DHIS and the scorecard in order to improve its utilization and to target interventions appropriately.
Person specification
· At a minimum a Master’s Degree in the health sciences, public health or related field.
· At least five years of experience in implementing complex public health programs of similar scope and size in Sub-Saharan Africa, preferably in Kenya.
· At least five years demonstrated experience at mid- or senior level in the following areas: health system strengthening, ideally including planning and budgeting, human resources for health, information systems and/or supply chain management.
· Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level, including demonstrated experience in building capacity in government institutions at county and sub county levels.
· Experience in managing and supervising a technical team.
· Experience in monitoring HSS activities for routine tracking and reporting.
· Strong oral and written communication skills.
· Fluent in English and Swahili in reading, speaking and writing.
