End Term Evaluation for the PACT Project
 

Introduction: University of Maryland Baltimore’s (UMB) School of Medicine was established in 1807 and is the 5th oldest medical school in the US.

UMB’s international health programs are delivered through a global health office (Maryland Global Initiatives Corporation – MGIC) and are housed under the university’s Institute of Human Virology. 

Through these programs UMB has provided advanced training in HIV and infectious diseases to health workers and students around the world; provided technical support to national and regional governments in the development of HIV policies and guidelines and to facility teams for the provision of quality HIV services.
 

PACT Project Overview
 

The Partnership for Advanced Care and Treatment (PACT) program has been funded by President’s Emergency Plan for AIDS Relief (PEPFAR), through a collaborative agreement with the Centers for Disease Control and Prevention (CDC) to expand access to HIV prevention, care and treatment services within Nairobi City County. 

The program has been funded since July 2010 and is scheduled to end on 30 September 2016. 

In this program, the University of Maryland, Baltimore has collaborated with Nairobi City County, University of Nairobi and HealthStrat Kenya, an indigenous local organization, to enhance the provision of quality HIV and TB/HIV services in 50 public, private, faith-based and non-governmental health facilities in all the 9 sub-counties of Nairobi.

The Evaluation
 

UMB is looking to undertake an end of project evaluation for the PACT program. The purpose of the evaluation is measure progress towards achievement of the expected outcomes and to assess measures the project has put in place in order to create positive impact in the future; and examine whether the project achieved its objectives. 

This assessment will be conducted on the following themes: relevance, effectiveness, efficiency and sustainability.

The evaluation will assess the six years (2010-2016) that PACT project implemented activities in Nairobi County. 

While the main emphasis should be on measuring outcomes and sustainability, the evaluation should also cover the project concept and design, implementation, results and outputs. 

The evaluation is also expected to identify best practices and lessons learned during the project implementation as well as documentation of successes, failures and challenges encountered.

Requirements for the Consultancy
 

Interested and qualified consultants are expected to have the following minimum requirements:

1. Post graduate qualification in Public Health, Social Sciences or other relevant tertiary qualifications;


2. At least five years of experience in conducting evaluation in the area of HIV/AIDS prevention, care and support;


3. Strong background or knowledge of health systems strengthening and HIV/AIDS;


4. Expertise in using qualitative and quantitative methods;


5. Excellent analytical and report writing skills;


6. Fluency in at least one local language is required.


7. Strong interpersonal and communication skills


8. A demonstrated high level of professionalism and ability to work within tight deadlines.

Duration of Consultancy: The maximum number of days allowable for the assignment shall not exceed thirty (30) days, and (in any case) the consultancy must be finalized on or before 30th June 2016. The consultant must be ready to start work immediately upon engagement.
