BACKGROUND
Sport has historically played an important role in all societies, be it in the form of competitive sport, physical activity or play. Sport and play are human rights that must be respected and enforced worldwide. Sport has been increasingly recognized and used as a low-cost and high-impact tool in humanitarian, development and peace-building efforts, not only by the UN system but also by non-governmental organizations (NGOs), governments, development agencies, sports federations, armed forces as well as the media.
It stands for human values such as respect for the opponent, acceptance of binding rules, teamwork and fairness, all of which are principles which are also contained in the Charter of the United Nations. Sport is not a cure-all for development problems. As a cultural phenomenon, it is a mirror of society and is just as complex and contradictory. As such, sport can also have negative side effects such as violence, corruption, discrimination, hooliganism, nationalism, doping and fraud. It is thus absolutely essential to place an emphasis on effective monitoring and guiding of sport activities to unleash sport’s full positive potential.
The positive potential of sport does not develop automatically. It requires a professional and socially responsible intervention which is tailored to the respective social and cultural context. Successful Sport for Development programmes work to realize the right of all members of society to participate in sport and leisure activities.
Effective Sport for Development programmes combine sport and play with other non-sport components to enhance their effectiveness. Such programmes embody the best values of sport while upholding the quality and integrity of the sport experience. They are delivered in an integrated manner with other local, regional and national development and peace initiatives so that they are mutually reinforcing. Programmes seek to empower participants and communities by engaging them in the design and delivery of activities, building local capacity, adhering to generally accepted principles of transparency and accountability, and pursuing sustainability through collaboration, partnerships and coordinated action.
UN-Habitat Somalia is implementing the Federal Government of Somalia – United Nations Joint Programme on Youth Employment together with UNDP, FAO and ILO under the Peace and State Building Goal 4 “Economic Foundations”. The joint programme targets three outcomes:
- Improved long-term potential for growth, productivity and inclusive employment through six value chains implementation plans.
- Enhanced longer-term employability of youth in sectors with high growth and employment potential.
- Productive infrastructure rehabilitated through labour-intensive methods.
UN-Habitat’s contribution lies in component 2: Enhancing longer-term employability of youth through skills development. The goal of UN-Habitat’s contribution to the joint programme is to improve the livelihoods of conflict affected youth, both men and women, through the development of a One Stop Youth Resource Centre in Mogadishu and 2 satellite centres in other urban districts in Somalia that address the livelihood and psychosocial needs of Somali youth in a holistic manner.
The main objectives of the One Stop Youth Resource Centre are to:
• Increase employment opportunities for youth through vocational and business skills training and promotion of entrepreneurial practices,
• Provide safe spaces for youth to meet and access - in addition to livelihood and employment training - life skills training, psychosocial information and support as well as educational and social resources and sports activities.
RESPONSIBILITIES
**
Under the overall supervision of the Chief Technical Advisor (CTA) and the direct supervision of the UN-Habitat YES Project Manager, the incumbent will be in charge of the following responsibilities:
- Facilitate and lead in the implementation of the peacebuilding and development through sports in the target implementation locations in Somalia
- Organize and coordinate the training of youth in peacebuilding and development utilizing the training lessons outlined in the peacebuilding and development through sports manual
- Organize all aspects of the implementation including the logistics, venue preparation, youth mobilization, and facilitation of training.
- Coordinate and manage other trainers responsible for the implementation of other components of the training particularly the physical sports activities which are complementary and provide the practical lessons to the manual.
- Monitor and evaluate the impact of the trainings ensuring the programmes successes are captured well
- Support the development of effective monitoring and evaluation framework and tools that
- Build the capacity of local staff on sports as peacebuilding tool through training of trainers’ workshops to be conducted in conjunction with the training of beneficiaries.
- Build the capacity of partner organizations on urban sports development issues
- Develop support mechanisms for strengthening youth participation, technical leadership and coordination of urban sports in the target implementation locations, with a view to ensuring the long-term sustainability of programme activities with the YES framework.
- Provide substantive guidance and technical expertise on youth-led development with a particular focus on urban sports
- Support the UN-Habitat YES (Youth Employment Somalia) Programme Manager by conducting required research and analyses; delivering narrative and financial reporting,
- Liaise with youth partners and establish local and international youth partnerships.
Work with the management team to identify and pursue strategic opportunities for program expansion.
Prepare project proposals that address the objectives of urban sports programming developing concept notes and other working documents fort successor programmes;
Any other key tasks as required by the manager
Required Outputs from consultant:
Next to on-going technical advice, backstopping of national staff, the consultant will be responsible for the following outputs:
- Mapping exercise of networks of sports federations, functioning sports infrastructure, and local organizations working in developing urban sports capacities for Somalia with a particular focus on the target implementation sites.
- Report on how existing networks of urban sports development in Somalia can be harnessed and enhanced to further youth-led development in Somalia.
- The consultant will deliver reports on the implementation of the peacebuilding and conflict prevention training through sports in the target implementation sites highlighting lessons learned, best practices and recommendations for the development of urban sports going forward.
- Deliver a train of trainers workshop in conjunction with the peacebuilding through sports training.
- Prepare content for communications on the training for publication on multiple platforms including youth friendly platforms and which can be shared with donors.
- Drafts project concepts, project documents and agreements relevant to youth, sports and livelihoods

EDUCATION
Under graduate or Post graduate degree in sociology, politics, economics, law, gender and development, urban planning, management and other social science or related field.
WORK EXPERIENCE
A minimum of five years of experience in training and working with vulnerable youth. Proven experience in executing and managing youth urban sports development projects, comprehensive experience in overseeing monitoring and evaluation of youth projects and experience in working with government institutions on youth employment. Experience in fund raising for youth projects and working in post-conflict environments is desirable.
LANGUAGE SKILLS
Proficiency in English (both oral and written) is required. Knowledge of Somali language is an advantage.
OTHER SKILLS
- Proven knowledge in project management and coordination.
Proactive, results oriented, independent, able to identify and carry out duties and responsibilities with minimum supervision. Professional, supportive and cooperative in all matters within the work setting, problem-solving oriented. Maintain confidentiality with regards to all work-related issues.
