Field Coordinator

Position Start Date: 10th September 2011 Project Duration: 12 months Location: Dadaab and Garissa – North-East Kenya Supervisor: Country Representative (Director) Kenya Type of Post: Unaccompanied

Contractual Conditions: Swiss salaried contract 3 541 Chf (~2700€) < > 4 677 Chf (~3500€) net salary/month according to experience x 13, Annual Leave: 25 days per year. Background: Tdh programme in Garissa County operates in two main target areas: Dadaab complex and surrounding areas (with a range of child protection services) and rural areas in Lagdera District (with an integrated health and nutrition/child protection/WASH intervention)

General Responsibilities: Overall operational responsibility for Tdh intervention in Dadaab and Garissa county under the direction of the Country Representative (Director) and with the support of the expatriates programme managers, as well as oversight of administration and security with the support of the Administrator Officer and the Logistician Officer. Tdh HQ itinerant delegates fulfil punctual support mandates as agreed between Desk Officer and Country Representative

Line Management:
• To supervise the Health Programme Manager, Child Protection Programme Manager, Administrator, Logistician and additional expatriate resources as posted in Dadaab and Garissa County • To receive updates and make recommendations to the Country Representative, Administrative and Logistics’ Officers concerning programme, security and administrative issues

Programme Strategy and planning: • To manage programming aspects of the Dadaab and Garissa operations in line with Tdh and donors’ standards • In collaboration with the Country Representative (Director), to design strategies and objectives for improved support to beneficiaries • To participate in the review of the strategy for Tdh in Kenya • To ensure the representation towards stakeholders in Dadaab and Garissa: Government of Kenya, UN agencies, NGOs, local structures

Corporate Policies, Management Systems and Procedures: • To contribute towards promoting and adhering to Terre des hommes’ Charter, Code of Conduct and Operating Principles • To provide oversight in order to ensure that established camp coordination practices comply with UN mandate and Sphere Standards as possible

Child Protection/Camp Coordination/Shelter: • To act as the instrument of management and facilitation for programme activities; to ensure proper office functioning for the achievement of support roles and tasks while respecting budget and timeline parameters • To follow and ensure respect of programme action plans; to facilitate exchange and troubleshooting; to follow up on Country Representative’s orientations • To contribute to proposal drafting as requested; to review and edit final versions • To facilitate coordination among key staff members of Programmes, Administration and Logistic teams • To organise internal coordination meeting and workshops for cross-departmental issues and planning purposes • To organise, maintain, and support a ‘back up’ system for key Tdh staff for coverage during work absences • To network with other NGOs and entities in the interest of information sharing and best practices

General Administration ad Logistics • To maintain signatory schedule for purchase and payment authorisations • In collaboration with the Administration Officer and Country Representative, to review monthly budget vs. actual reports in order to orient future budgetary expenditures and allocations • To respect transparent management procedures as defined in the Tdh Kenya Staff Regulations and in respect of the salary scale

Human resources management: • To work with the Expatriate Managers to encourage and empower Kenyan national staff • To raise any questions to the Country Representative and/or the Administration Officer regarding Tdh compliance with basic requirements of the local law in respect to employment conditions and related matters • To lead and manage programming staff, encouraging effective team work and providing supervision and guidance, especially on issues related to cross-sectoral collaboration and harmonizing approaches • To coordinate with the Country Representative and the Administration Officer to assure accurate leave and R&R planning for expatriates and Nairoby sourced staff working in Daddab and Garissa (inpats) and implement annual plan of staff leave days • To assist the expatriate managers in staff resource planning: job descriptions, recruitment, induction and training for all staff as appropriate • To ensure regular performance appraisals and encourage the personal development plans and the identification of training needs • To ensure that project managers conduct disciplinary and grievance procedures and exit interviews, as necessary

Security: • To respect Terre des homes security procedures in Kenya and verifies with Logistician regarding readiness in adherence • To insure, in coordination with the Logistician and with the support of the Country Representative (Director), that Tdh inpats and expats are aware of Tdh security procedures and follow them • To receive primary indications for security matters from the Logistician and from a variety of other sources (Inter-agency coordination, INGOs, staff, beneficiaries) and share relevant information with the rest of the Kenya team • To verify the Logistician’s regular update of 1. Security plan documents, 2. Reporting of staff lists for UN evacuation plan, and 3. Existence and correct update of emergency kits • To make recommendations to the Country Representative, regarding security issues, including enacting hibernation and/or evacuation plans

Representation: • To ensure overall Tdh coordination with the UN agencies and government in Dadaab and Garissa, including the sharing of information and reporting • In coordination with the Country Representative (Director), to guarantee that all formalities required by the government are prepared properly, kept up to date, and presented punctually • To attend or delegates attendance to appropriate external humanitarian meetings, both general and sector, in order to ensure Tdh’s aims and activities are shared with humanitarian partners • To act as the local Tdh focal point for monitoring visits and local queries posed by donors

Reporting: • To produce a monthly report per format in Kenya and submit to the Country Representative • To use field perspective, integrate context assessment of Daddab and Garissa into reporting and communications; to identify geopolitical trends and indicators which may impact programme activities • To coordinate, prepare and elaborate institutional donor reports for submission to the Country Representative • To ensure timely submission of monthly Situation Reports by programme managers

Others: • To undertake other duties that may be determined by Terre des hommes head office and/or Country Representative (Director)

Child Protection Policy: • To commit to respect the Child Protection Policy • To commit to ensure the best implementation possible of the Child Protection Policy in the country • To commit to inform the Country Representative (Director) and/or the Child Protection Programme Manager and/or the Desk Officer and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy

Profile: • 3-5 years in emergency contexts in African countries; working experience in Child Protection and refugee camps programmes; logframe and reporting • Strong knowledge in security policies, administration and logistics • Fluent in oral and written English, French will be an asset • Strong interpersonal, management and leadership skills as team leader and team member; stress resistant; flexible attitude
