About Innovations for Poverty Action: Innovations for Poverty Action (IPA) is a non-profit research organization that creates and evaluates approaches to solving development problems. IPA disseminates the results of its evaluations to policymakers, practitioners, investors and donors around the world.
 Project specifics: Presently, we are conducting a follow-up survey to analyze the impacts of farmer managed research trials currently being implemented by the International Institute of Tropical Agriculture (IITA). The research trials were first implemented during the long rain season of 2014 and this follow up survey should be conducted just after the harvest.

Field officers will gain valuable experience in field data collection. Field officers will work directly with survey respondents. The field officers will work closely with team leaders and project managers to improve their own skills. Field officers will be based in Siaya town and will travel throughout Yala, Ugunja, Ukwala, Wagai and Boro. The field officers will be expected to work Monday through Friday.
In addition, team leaders will be selected from the pool of field officers. The team leaders will report directly to the project manager and will be responsible for coordinating the activities of a small team of field officers. Team leaders will organize transport, ensure that data is collected from field officers and properly transferred to project supervisors, ensure that payments are being made to respondents correctly, and coordinate with village partners to conduct data collection activities.

The selected candidate will be reporting to the Field Coordinator and he/she will provide operational support to the project.

MSF Background

Médecins Sans Frontières (MSF) is a private, international association that provide assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict. MSF observes neutrality and impartiality in the name of universal medical ethics and the right to humanitarian assistance

Since August 2009 MSF is providing full package of medical care through 4 primary health care units and one hospital to reduce the morbidity and mortality of the Dagahaley refugee population and host community through provision of quality primary and secondary health care.

The operational section of Geneva of MSF is looking to recruit a successful experienced person in the field of humanitarian aid, in the position of Deputy Field Coordinator for Dagahaley project in Kenya.

Main Tasks include, but not limited to:

1. Local representation of MSF, Humanitarian positioning and Communication

• Guarantees that MSF's charter, policies and image are respected with regards to national employees, populations, authorities and partners.

• Is responsible for monitoring the political and humanitarian situation in the project’s region

• Develops contacts with national partners on a local level (civil society, civil and military authorities, local NGOs, Ministry of Health representatives, etc.) in order to obtain all the information and agreements necessary for the integration of MSF’s programmes in the local context.

• Passes regular information to local partners concerning MSF’s medical activities and the principles of the organisation’s charter (impartiality, international medical ethics).

• Regularly exchanges information with other humanitarian organisations present in the field.

• Represents MSF Switzerland with local and regional authorities and journalists visiting the region in close consultation with the Head of Mission.

2. Coordination of the medical Project

2.1. Evaluation of the context and needs

• Identifies the population’s health needs, in close collaboration with his (her) field teams.

• Analyses the context (environment, people/bodies involved, and negotiations for access) and the humanitarian issues at stake.

• Evaluates the risks and constraints, adapts the action plan in the event of new, unforeseen elements after consultation with direct supervisor.

• Proposes exploratory missions and organises them following the supervisor’s approval.

• Stes up data collection and epidemiological surveillance system (in agreement with the medical coordinator) and checks the team’s reactivity in the event of newly identified needs.

2.2. Drawing up and planning the project

Draws up the project’s priorities and objectives, the action plan, the chronogram and the partnerships and submits them to the capital team. Participates in drawing up the project and annual Action Plan.Evaluate the human resources and material required to implement the project.Participates in drawing up the project’s budget with the capital team.

2.3. Project monitoring

Steers the implementation, monitoring and evaluation of the programmes in collaboration with the team, by collecting information and comparing it with the objectives fixed. For this, is familiar with any pays regular visits to the field activities and follow the indicator selected for the project.Informs the capital team of the programmes development and writes up the project situation report (Sitrep).

· Passes information required for the supervision of the Project on to the capital team and consult the supervisor before taking all important decisions.

· Organises the Project’s institutional memory and keeps written records (and files them) on its development.

3. Managing and guiding teams

3.1. Welcoming and coaching teams

· He/she is responsible for the welcome and briefing of new arrivals.

· Provide individual follow up for each team member. Management and guidance, coaching, support, advice and evaluation.

· Identifies the training required by his (her) teams.

· Carries out the end of mission evaluations of members of his (her) teams.

· Intervenes in the prevention and resolution of conflicts within his (her) team.

· Provides regular reminders of the main ethics of MSF. Vouches for the conduct of MSF personnel with regard to the populations and respect for local customs and laws and international personal regulation.

· Check that constraints linked to security and health are understood by everyone, informs the Medical Coordination of risky conduct (and respects the confidential nature of the information when it involves health issues) and the general coordination of serious situations linked to the conduct of team members.

· Checks that personnel are properly integrated into the team and participate in the dynamic of the organisation.

3.2. Organising the work

· Organize the work, plans activities and divides up tasks and work load between the teams whilst checking their understanding of the issues linked to the project and the mission.

· Plans and leads working meetings: project progress, security, team meetings, (national and expatriate personnel).

· Represents the field teams with the Capital team and accounts for the Project’s activities. Participates in meetings organised by the Capital team and provides feedback to the field teams.

· Re-transmits information and directives given by the capital team to his (her) field team. Is responsible for the circulation of written and oral information and its confidentiality whilst adhering to rules conserving medical ethics.

· Is responsible for the project’s library and checking that the guidelines are used by the teams.

· Vouches for the full transmission of information during handovers.

3.3. Human resources management

· Writes up for updates job descriptions for the team before sending them to the capital team. Plans and anticipates personnel replacement for his (her) projects.

· Makes propositions to the capital team concerning the organization chart and the opening or the closure of projects posts.

· Identifies the people who could be orientated towards posts of responsibilities and informs the capital team about their development within the organisations.

· Check that national personnel management (recruitment, contracts, internal regulations, salaries) is managed in accordance with MSF Switzerland’s standards.

3.4. Managing material and financial resources

· Voucher for the correct use of the resources put at MSF’s dispositions for carrying out the project (assistance reaches the beneficiaries, local purchasing. stock management, use of vehicles).

· Supervise all the orders (medical and logistical) and the project’s purchases.

· Provides monthly monitoring of the project’s expenditure and undertakes and analyses the financial indicators with the support of the mission’s Administrator.

Checks that MSF Switzerland’s standards are applied in the administrative management of the projects.

4. Team Security

· He/she is the person responsible for the Project’s security.

· Evaluates the risks and threats linked to the implementation of MSF’s activities. For this, maintains an information network which allows him to follow security developments. Provides continuous analysis of the situation in the field whilst encouraging the participation of the national and international team under his (her) management in this task. In particular checks that the team knows the risks it is running.

· Centralises information whilst checking its coherence and makes a summary of it for feeding into the General Coordination’s reflections and facilitating their decision making.

· Regularly defines and updates the projects’ security policy and the measures that already set up (in consultation with the teams) and submits it to the supervisor for approval.

· Checks adherence to security rules particular to the Project, and ensures that they are known and applied.

· Informs the supervisor of any individual or collective conduct that contradicts security rules.

· Alerts the project team without delay of all security incidents or threats which could have an impact on personnel security and /or MSF’s affairs, and writes up and incident report to this effect.

5. Responsibilities towards MSF

· Is familiar with MSF Switzerland and other MSF sections in the Mission country.

Takes an interest in MSF’s associative issues and an active part in the decisions concerning MSF’s general direction and future.

6. Knowledge of the Mission

Gathers information on the Mission’s history, its origins and the consequences of strategic decisions by referring to operational reports, end of mission reports and other internal documents.

7. Knowledge of the context

Develops his (her) knowledge of the country’s history, and more specifically the regions in which MSF carries out its activities, and of political, economic and major social events.

8. Requirements:

Vacancy: Roving Deputy Field Coordinator - Kakuma

Job Purpose / Objective:
This position will be based 75% in Kakuma and 25% in Lodwar and Hagadera. Under the supervision of the Field coordinator, the Deputy Field Coordinator shall be responsible for the overall designing and implementation of IRC Kakuma programs that encompass Nutrition, HIV, CHP, Clinical Services and Safe programming sectors. S/he will also be responsible for implement evidence based primary health care service delivery. He/she shall be expected to monitor and ensure improvement and maintenance of the entire health indicators as per SPHERE/UNHCR/WHO standards at the Camp and for ensuring that the safe programming component delivers on streamlining protection mainstreaming within programs. He/ she will also be responsible for ensuring that the programs deliver as appropriate on work-plans and spending. CISP’s priority Sectors of Intervention includes: Education, Health and Nutrition, Livelihood, Water and Sanitation, Protection, Gender, HIV/Aids. 
“Reviving culture, building peace in Mogadishu” is an EU funded project initiated in February 2014 in partnership with Oxfam, Somali Ministry of Higher Education and Culture and UNESCO. The overall objective of the project is to strengthen NSAs' contribution to safeguarding and promoting Somali cultural heritage as a means to increase sense of citizenship, promote sustainable development and peace through support to valorisation of culture amongst the community. This action intends to build capacity of NSAs to increase employment opportunities for youth through promotion of cultural heritage in Mogadishu. In particular reviving cultural dialogue and expression in Mogadishu through renovation and promotion of a cultural heritage site, enhancing peaceful dialogue through exchange, learning and access of Somali civil society to culture; improving access of youth and women groups in Mogadishu to income generating opportunities.
 This intervention will address three main areas:
1. Building the capacity of non-state actors to take the lead in protecting and promoting the revival of Somali culture;
2. Supporting cultural understanding, unity, exchange and learning amongst education stakeholders and youth through a variety of arts and the adaptation of a proven culture and art archiving and promotion data base
3. Providing technical training to youth and managerial training to women to improve the income generating opportunities.
Bringing together all stakeholders, particularly civil society groups and government representative as members of the Management Board and the Mogadishu Cultural Heritage Taskforce, will support an inclusive participation in governance and decision making and provide a framework for joining promotion of the development and implementation of inclusive policies and practices around protection of Somalia’s cultural heritage.
The action will support the restoration of cultural heritage and reviving traditions as a means of preserving the past for the present and future collective memory and envisaging a component of modernity.
Key activities: Over two years this project will focus on increasing the ability of civil society groups and DoE to safeguard Somali cultural heritage through the establishment of a cultural heritage task force. The initiative will support the rehabilitation and running of a cultural centre as a place for youth in Mogadishu to have a voice and learn more about their history through art and culture. It will rehabilitate two blocks of the Somali Academy of Sciences and Arts with the involvement of unemployed youth that will have the opportunity to learn under local craftsmen new technical skills and gain employment. The centre will offer (self-) employment opportunities and carrier advisory services for youth and women. Through the members of the Board responsible for the management and governance of the cultural centre and other civil society organizations and local artists, poetry clubs and competitions will be organized, together with arts workshops and events. Poems will be filmed and shared through the web among regions and with the Diaspora. An existing cultural heritage archiving system, developed by CISP with EU funds in NIGER will be adapted for the cultural centre in Mogadishu.Report to: Cultural Heritage Coordinator

Under the general supervision of the Senior Programme Officer; he/she will ensure the coordination, and implementation of the project in Northern Kenya and Ethiopia.

He /she will ensure that the project outputs and deliverables are effectively attained within the project time frame. 

Specific responsibilities include:
Specific Responsibilities and Tasks
1. GeneralEnsure that Project activities are implemented and contributing to the achievement of the project’s objectives;Under the guidance of the Head of Office, provide technical inputs and guide project outputs at national and sub-national levels as required;Collate information on a regular basis from the project components and prepare project reports and other required project documents.2.1 Project management and implementationOversee and support the implementation of all project activities within the Northern Kenya and Southern Ethiopia project;Work closely with project implementing partners to develop project work plans;Ensure that project budgets are efficiently managed according to activity work plans;Ensure that project budgets are utilized and monitored in accordance with IUCN internal controls and donor regulations;Develop strong relationships with local communities and ensure community ownership and engagement in all activities;Work closely with project implementing partners in the organization and implementation of project workshops, training and community activities and provide technical guidance and logistical support to these events;Ensure the close engagement of local government and other stakeholders in the implementation of the project’s activities;Contribute to implementation of regional activities when required.2.2 Project monitoring and reportingAssist in the preparation of technical and financial reports, according to the donor reporting requirements monitoring requirements;Assist in the development of project monitoring and evaluation and ensure the regular collection of performance data;Create positive functional link between the project and the project steering committee;Assist in the convening of learning events and ensure the resultant lessons are adequately captured and documented;Support the development of communication products and contribute to the effective presentation of project experiences and lessons learned.2.3 Technical support and guidanceWorking closely with the IUCN Regional Office, and project implementing partners, facilitate the establishment and maintenance of national and cross-border Networks;Contribute to and support awareness raising on pastoral food security issues;Provide guidance and technical input to ensure IUCN’s principles of nature-based solutions are incorporated into project activities.
The position requires a professional with at least 3 years of professional field experience in the implementation of projects within the natural resource management or pastoral development sectors. The following specific qualifications are required:A university degree in Social Sciences, Development Studies, or natural resources management. A Master’s degree will be an added advantage.Experience with results-based project cycle management including monitoring and evaluation methodologies and principles and project budget management.Experience in community based natural resource management (CBNRM).A good understanding of drylands conservation and sustainable development issues.Experience in interacting with multiple stakeholders including local government officials and in mobilising and developing relationships with local communities.A track record of constructive advocacy with decision-makers and of influencing the outcomes of policy debates.Good communication skills and proven writing ability.Computer proficiency in Microsoft Office suite.High personal integrity especially in matters related to finance, official information and communications.Ability to work with minimum supervision and function in multicultural and remote environments.A good team worker who can also display leadership abilities.Willingness to travel extensively within the region for not less than 40% of work year, sometimes at a short notice.

One of our clients, an international oil and gas operator, is curretly seeking an experienced Field Asset Manager for their production operations in Uganda. This is a contract position with an expected duration of two years, offered on a 28/28 rotational basis.

Key responsibilities:

To manage all field operations activities and facilities to agreed standards and pre-established procedures including, but not limited to Company’s camps, crude storage facilities, lay down, warehouses and material storage areas, well sites, well test sites and hydrocarbon process plants.Manage the implementation and operation of the Permit to Work System.To assist in the development and implementation of the Ugandan Operations Management System.Liaise with Development Team based Operations Readiness & Assurance Lead Coordinator to align deliverables and expectations.To develop field operations standards for Ugandan BU which will apply to: Field Hydrocarbon Process plants and in-field production systems, well test sites and E&A and Drilling campsEnsure all applicable field operations and hydrocarbon production operations activities are conducted in compliance with the PSA and relevant Legislative Acts.Ensure production operations standards comply with Company Management Policies and are in place to support operational readiness in the production phase.To assist in the development of the Operations team competency management system to agreed standards, ensuring that a competency development plan is in place to enable the nationalisation of the field operations & production operations teams in a timely manner.To develop and implement contingency plans to address non-conformances to operations compliance.Management of all the sub-contractors and to ensure that services provided are in line with applicable standards and quality and are delivered in time.Act as a Champion for Safety and ensure the Company Safety Rules and Company Values are fully implemented and adhered to.
