Regional Security Advisor

Plan Plan International is a global, child-focused development organization without religious, political or governmental affiliations. In the region, Plan International implements programs in 12 countries which are in Eastern and Southern Africa (RESA). This is a local position with a regional role for RESA and could be located in the Regional Office in Nairobi, Kenya or in one of the twelve Plan country offices in the countries where Plan operates in the region and always under a local contract (local terms and conditions). Therefore the location of this position will be negotiated as part of the selection process. Considerable international travel is required for the post (around 50-60%).

About the role
We are looking for a Regional Security Advisor who will develop and manage the regional security strategy and advise and support the Regional Office and the country offices in the region on security issues
Key responsibilities
•Develop and maintain a security strategy that promotes Plan’s Global Security Policy and reflects regional and country priorities.
•Manage the harmonization of Regional security strategies and implementation in the concerned countries.
•Lead security mainstreaming activities to promote a positive security culture throughout the region.
•Provide credible information and contextual analysis of localized and regional security situations and incidents along with appropriate advice to management.
•Monitor and provide support and reporting on any Government, UN, NGO filed security initiatives.
•Identify, create and maintain a security network with INGO/ UN and other security specialists in the region.
•Manage the overall security risk register for the region and follow up on the implementation of required actions to mitigate the risks.
•Consistently follow the international headquarters security management planning guidance for field security plans.
•Conduct field security assessments examining Plan’s resources, assets, compounds, residences, field sites and projects and compile a security report with recommendations.
•Develop and oversee security training and briefing tools to ensure compliance with Plan’s Global Security Policy and maintenance of security best practice.
•Monitor all communications from the region related to security incidents and planning and provide timely feedback to questions raised from the field .
•Generate activity reports on security including database analysis, new threats, responses and vulnerabilities and any relevant lessons learnt from security and safety incidents.
•Respond, support and advise the senior management within the region during humanitarian or security / safety emergencies and oversee the security incident reporting criteria.

Qualifications, Experience, Attributes & Skills required
•Degree in social areas or relevant related experience, a combination of academic qualifications and experience in a similar position or related area may be accepted in lieu of a degree.
•5 years minimum experience in non –profit or NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing and executing security operations in the field. A police military experience with peace keeping settings an asset.
•Deep and clear understanding of humanitarian principles, codes of conduct and ideally, specific sub sector work; water/ sanitation, protection, health, shelter, linked to INGO field operations contexts.
•Ability to interact with all parties and maintain a position of humanitarian neutrality
•Demonstrable experience in security report writing and analysis.
•Practical experience in security management, training or analysis role in a relevant organizational setting.
•Minimum 5years work experience in post – conflict or complex emergency environment.
•Experience in NGO security management Police/ Military/ Analysts background with at least 5 years civilian security sector experience.
•Experience of staff capacity development, training and knowledge transfer.
•Ability to conduct trainings in security/ safety related area of specialty.
