Background/IRC Summary:

The International Rescue Committee responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. At work today in over 40 countries and in 22 U.S. cities, the IRC restores safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home.

Job Overview/Summary:

The IRC has found, as have many other organizations, that data are often collected and compiled primarily to satisfy donor requirements; actually using those data to improve programming and make real-time decisions is much harder and rarer. "Monitoring and evaluation" has become synonymous with data collection and reporting; by calling this position "measurement action" rather than "M&E", the IRC is explicitly emphasizing that data are to be used, not archived, and that we need to look beyond routine monitoring to assessing the broader effects and impacts of our programming.

The Regional Measurement Action Coordinator will provide strategic, technical, and managerial leadership for the IRC's regional measurement efforts. Those efforts including monitoring, evaluation, learning, and - above all - making decisions and taking action based on data. This senior position requires coordinating measurement activities across countries - including providing support to in-country M&E staff - and working with country teams to ensure that data are of high quality and used effectively for decision making. The Coordinator will report to the Deputy Regional Director of Programs - with a dotted line to the STA for Organizational Measurement, to ensure consistency across the agency - and work in partnership with country directors, deputy directors of programs, and the staff responsible in each country for M&E.

Major Responsibilities:

Development, implementation, and updating of an measurement action strategy for the region that ensures technically sound and consistent approaches to:

Indicator development across projects and countries, including incorporation of organizational core indicators

Routine monitoring of program activities Assessments of beneficiary needs Evaluations of the effectiveness of program interventions Data collection, including digital data collection where feasible

Data storage and secure accessibility of data by project staff and country/regional management

Work with country teams to implement the measurement action strategy, with a focus on:

Coordinated monitoring of project activities, ensuring that activities are carried out or as planned or adjusted/adapted as needed

Coordinated assessments of beneficiary needs, ensuring that tools and methodologies are appropriate, so that results are actionable and easily communicated Coordinated evaluation of projects, ensuring that activities are effectively addressing the beneficiary needs

Contributing to an organizational culture shift from a focus on data being primarily for donor reporting to using data for decision making and action

Support country teams in developing logframes for new project proposals, including consistency with the IRC's library of core outcomes and indicators

Work with Monitoring for Action (MfA) team to ensure that country teams are using the right tools and have the proper procedures in place to achieve both collection of high quality data and the effective use of those data Work with technical and country teams to implement the IRC's program data platform Lead development of a program dashboard to provide monthly summaries of key program indicators and assessment results for decision making by country and regional management Support country teams in analysis of data, including going beyond simple Excel charts to more sophisticated statistical analysis, and including creative use of GIS Support country-level knowledge management efforts and develop and implement regional systems that facilitate the sharing of information across countries in the region and with other IRC regions, specifically focused on use of data and analysis for decision making. Vacancy: Regional HR Manager – East Africa
Reporting To: Reports primarily to Regional Director of EA with matrix link to Head of HR in IRW/HQLine Management Responsibilities: Lead, performance-manage and motivate the regional HR teams, primarily across the East Africa, ensuring that they are aligned to the global strategy and regionalisation plan.
 Purpose of Division: The Human Resources and Organisational Development Division manages the organisation’s staff related matters from the start to the end of the employment relationship, as well as continuous learning and improvement.
It does so through providing comprehensive HR and L&D services and through its evaluation and audit functions. 
Equally importantly, this division inspires IRW colleagues anywhere to contribute to the development, deployment and pro-active monitoring of IR’s organisational strategy, policies and processes – which are all dynamic, inclusive of IR’s partners, stakeholder focussed and regularly reviewed and updated.
 Job Purpose: To provide leadership, capacity building, and strategic direction to the regional human resources teams and local HR Managers and over human resources matters in the region.

Scope of the Role: Reporting to the Head of HR, the Regional Human Resources Manager has responsibility for providing expert HR advice to senior management, directors and staff across the region. The role acts as a key agent in the direction, support and management of change within the organisation and provides senior management coaching on all HR issues.

I General Information

II Background

UPR Infois a non-profit, non-governmental organisation (NGO) based in Geneva, Switzerland. The organisation's aims are to both raise awareness and provide capacity-building tools to the different actors of the UPR process, such as United Nations (UN) Member States, NGOs, National Human Rights Institutions and civil society in general. UPR Info is the first and only NGO entirely dedicated to the UPR.

Created in February 2008, UPR Info is currently composed of four permanent staff members and headed by its President Bertrand G. Ramcharan, former acting High Commissioner for Human Rights.

Since the inception of the mechanism in April 2008, the organisation has developed a unique expertise on the process itself. Thisknowledge is widely recognised by other actors and UPR Info is regularly invited to participate in numerous conferencesand trainings on the UPR.

UPR has three leading programmes: 1/ Support NGOs’ engagement in the UPR process: We provide information, analyses, explanations, and learning tools to NGOs through our website. 2/ Follow-up: We provide trainings and organise bipartite workshops to governments and civil society actors. 3/ Pre-sessions: We hold meetings in Geneva between Permanent Missions and NGOs to provide a platform to civil society to brief countries on the human rights situation in countries.

UPR Info is a small NGO, with the advantages and constraints attached. Every staff member plays an important role and carries responsibilities. Dedication is key as it greatly impacts the work of the organisation. It is therefore necessary to embrace the vision and goals of the organisation and fully commit to its success.

III Responsibilities and duties

Under the supervision of the Programmes director, based in Geneva:

· Open and develop a regional office of UPR Info based in Nairobi, Kenya;

· Manage the daily work and administration required by an office;

· Successfully implement UPR Info's strategy;

· Train human rights defenders and carry out UPR Info's mission in up to 54 African countries;

· Conduct high-level meetings with senior government officials;

· Draft operational and activities reports, and regularly report back to UPR Info's Programmes director on the activities undertaken;

· Fundraising activities, as it is expected to expand the regional office and ensure its sustainability.

V Qualifications and criteria

Education

Masters’ degree in international law, human rights, international relations, development, social sciences or other relevant academic field.

Experience

5-7 years work experience in the field of human rights, or related area;Previous experience of fundraising activities is mandatory;Duly proved experience of high-level interaction with officials is mandatory;Knowledge of the UPR and the UN Human Rights Council will be considered an asset;Previous experience with the UPR will be considered an asset.

Languages

· Fluent in written and spoken English;

· Working knowledge of French;

· Knowledge of Spanish and/or Portuguese will be considered an asset.

Skills

Ability to interact with individuals of different cultural backgrounds and beliefs, good networking and advocacy skills with various stakeholders, ability to engage with Senior representatives (government officials, diplomats, NGOs, NHRIs, media, etc.);

Islamic Relief Worldwide are expanding its Human Resources function to regional HR teams to maximise the impact of our work and to lead, performance manage and motivate the regional HR teams primarily across East Africa to ensure that they are aligned to the global strategy and regionalisation plan.

The job holder will be required to work autonomously with limited supervision and be able to provide leadership, capacity building, and strategic direction to the regional human resources teams and local HR Managers and oversee human resources matters within the region.
