Request for Expressions of Interest (REOI) for Consultancy Services for Procurement Specialist

Contract No. MH/KISIP/CS/003/2011-2012

1. This Request for Expression of Interest follows the General Procurement Notice for this project that appeared in Development Business, issue No. 803 of 31st July 2011.

2. The Government of Kenya has received a Credit from International Development Association (IDA) for the Kenya Informal Settlements Improvement Project (KISIP) and intends to apply part of the proceeds of this Credit to payments under this contract, Contract No. MH/KISIP/CS/003/2011-2012.

3. The objective of the consultancy services is to assist KISIP in ensuring that procurement under the project is carried out efficiently and in accordance with the project financing agreement.

4. The services required shall include the following: Provide guidance and assistance in procurement of works, goods, and consulting services in compliance with the World Bank (WB) procurement Guidelines and as appropriate Government of Kenya (GoK) procurement regulations and more specifically:

i. Participate in developing invitations for bids and requests for expressions of interest for all procurement packages within the scope of the Project.

ii. Prepare bidding documents (for Goods and Works) and Request for Proposals (for Consultancy Services) in conformance with WB Guidelines and GoK, as appropriate, procurement regulations.

iii. Review, advice and document the procurement of works, goods and consultants’ services to be procured, including both relating to contracts that are subject to prior review and post review on contract by contract basis.

iv. Assist in the preparation of evaluation reports using World Bank’s standard evaluation report forms for all contracts.

v. Assist in negotiation, drafting and signing of contracts.

vi. Assist in regularly updating the KISIP procurement plan as implementation progresses and informs the Project Coordinator.

vii. Establish a monitoring system to ensure the completion of procurement process according to the Procurement Plan

viii. Verify that all procurements are eligible for financing under the Credit

ix. Build procurement capacity in the KISIP and the beneficiaries through hands-on training and mentoring at central and municipal level

x. Assist the KISIP in setting up a procurement filing system

xi. Assist the KISIP in contract management and administration of all signed Contracts under the Credit.

xii. Flag potential procurement related problems that may arise during the procurement process, including during contract delivery and provide recommendations on how to improve procurement and contract management.

xiii. Submits periodic procurement progress reports to the Client.

xiv. Work closely with the Finance to ensure disbursement is smooth; assist auditors / Bank staff during auditing / post procurement reviews.

5. The specialist shall possess the following qualification:

i. Must have a university degree in law/finance/engineering/ procurement or any related fields and a Master’s degree in the same field will be an added advantage;

ii. a post graduate qualification e.g. Diploma or equivalent, in procurement field;

iii. Have more than 10 years of experience in procurement practice and services with three years in Public Procurement and Disposal Act and at least two (2) years in donor funded projects;

iv. Have knowledge of World Bank Guidelines and procurement documents.

v. Proficient in computer applications and database management;

6. The services are expected to be for a period of 12 months, with a probation period of three months, which may be renewed subject to satisfactory performance.

7. The Ministry of Housing through the Kenya Informal Settlement Improvement Project (KISIP) now invites individual consultants to express their interest in providing the services. Interested individuals must provide information indicating that they are qualified to perform the services (CV, Brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills, etc).

8. The individual consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 1, 2006 and May 2010). Interested individuals may obtain further information at the address below from 0800 to 1700 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.

9. Expression of interest shall be delivered by 18th August, 2011 at 1100 hrs East African Time using one of the following modalities:

(i) deposit in the tender box located on 6th Floor, Ardhi House in Nairobi,

(ii) send by International Courier to the Permanent Secretary, Ministry of Housing or

(iii) send by email to the Permanent Secretary at ps@housing.go.ke and the Program Coordinator, Ministry of Housing at kisip@housing.go.ke.

For expressions of interest that will be deposited at the tender box, the packages should be clearly marked Contract No. MH/KISIP/CS/003/2011-2012 for Consultancy Services of Procurement Specialist.
