UNDP Kenya Country Office Monitoring and Evaluation Officer Job Vacancy in Nairobi

United Nations Development Programme (UNDP) is UN’s global development organization. UNDP has a normative global mission as a pro-poor development agency to promote human rights, gender and the Millennium Development Goals.

UNDP Kenya Country Office invites applications from suitably qualified Kenyan citizens for the position of Monitoring and Evaluation Officer.

Type of Contract: Service Contract, SB5

Recruitment type: National Project Professional

Location/Duty Station: Nairobi, Kenya

Duration of Assignment: 12 months with a possibility of extension

Starting Date: 1 October 2011

Direct Supervisor: Director, Monitoring and Evaluation Directorate

Background

Kenya has been operationalising a National Integrated Monitoring and Evaluation System (NIMES) since 2003. The NIMES has been undergoing development and is still at its formative stages to date.

The system was established to track progress in implementation of policies, programmes/ projects and the quality of public services delivered by the Government of Kenya.

The Ministry of State for Planning, National Development, and Vision 2030 through its Monitoring and Evaluation Directorate (MED) is mandated to coordinate implementation of all M & E activities in the country.

The NIMES has continued to report on progress in implementation of the Kenya Vision 2030 which is being implemented through a series of 5 year Medium Term Plans starting with the first one for 2008– 2012.

As such, MED continues to track implementation of the Vision Documents through NIMES.

MED is expected to:

Provide leadership in implementation/ operationalisation of NIMESInstitutionalize M&E in government at all levels.Integrate private sector and civil society in the M & E reporting process.Develop a standardized M&E framework/system/ tools.Undertake M&E needs assessment and capacity building.Spearhead and coordinate the annual reviews of the first MTP of Vision 2030.Prepare Quarterly and Annual M&E reports.Coordinate a national research agenda, policy analysis and dissemination of research results to for informing and facilitating evidence based decision makingFacilitate policy impact evaluations/ surveys.Be a national depository for M&E information, and as such create an electronic/ computerised M & E information systemCreate and implement project M & E standardsIn order to effectively carry out these tasks, the MED requires sufficient capacities in terms of Human Resources, among others. The MED has insufficient capacity and needs to be supported to effectively operationalise NIMES.

UNDP has committed itself to engage technical assistance for the MED – in form of an M & E Officer

Specific tasks

Development of M & E tools for MEDSensitization and training of government officers on M & EPreparation of M & E reports including the Annual Progress Report, Public Expenditure Review, Project Analytic ReportParticipate in preparing Annual Work plans for MED (ie consolidated and for the various Technical M & E areas of focus)Preparations of popular versions of the APR and other M & E reportsAssist in designing user friendly templates to be used by the Officers in tracking government’s achievement in implementation of policies, programmes and projectsAssist in drafting and reviews of major Monitoring and Evaluation reports/ documentsAssist the Directorate in developing and dissemination of various policy and programme documents.In consultation with the Director, Monitoring and Evaluation Directorate the Officer be able to prepare for consultative meetings with media houses on proper reporting on the country’s economic developmentPerform any other duties as may be asked by the Director MED, the Economic Planning Secretary and the Permanent SecretaryObjectives and Targets

In order for the government to be effective in operationalisation/ implementation of the NIMES, there is need for technical support mainly to meet the following objectives:

Participate and support development of the Directorates Annual Workplan and budgetsAssist in designing the format of physical progress reports against the Annual Work plan for use by the directorate and its stakeholders in reportingEnsure timely production of M & E reports such as the Annual Progress Report, Public Expenditure Review (PER), and Projects Analytic M & E ReportsTo develop M & E tools for use in strengthening the capacities for M & ETo identify and track M & E indicators for the Medium Term Plan of Kenya Vision 2030 and other development blue printsTo develop skills and competencies for M & E among officers operationalising NIMESDevelop a tracking mechanism for NIMES at all levelsDevelop a mechanism for dissemination of key M & E findingsApplication Procedure
