Department:Finance

Position: Country Finance Manager

Contract duration:6 months

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach, which is both global and local, and adapted to each context. Our 4,000 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.

Our teams in the field implement some 380 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.

Somalia

Since 2008, ACTED has been implementing projects in South Central Somalia focusing on emergency WASH support, food security, information management and humanitarian coordination to help the population transition into early recovery.

Large parts of Somalia remain in humanitarian crisis with most rural areas still under Al Shabaab control and with many people unable to meet their essential needs. ACTED’s current programming focuses on early recovery, in Bay, Lower Juba and Gedo regions, including resilience, social safety nets, livelihood and WASH activities. ACTED also carries out emergency programming when necessary, just recently it implemented water trucking to 5,000 households across two districts of Gedo region who were experiencing drought.

Lastly, ACTED partners with IMPACT Initiatives to implement the REACH programme in Somalia. REACH, which is an IDP assessment tool, aims to provide information management services to the WASH, Education and Shelter Clusters in Somalia and is used to improve humanitarian coordination in the country.

Kenya

Since 2008, ACTED has implemented programs related to WASH, food security, livelihood support, conflict mitigation and disaster risk reduction in arid and semi-arid lands of Kenya.

ACTED’s current programming in Kenya centres around WASH, Community-Managed Disaster Risk Reduction, and support to local authorities to enhance early warning systems.

In the future, ACTED intends to continue strengthening the resilience of communities in the arid and semi-arid lands of Northern Kenya through community driven approaches. Alongside Kenya’s Civil Society, ACTED plans to engage in advocacy initiatives to ensure that communities are put at the centre of development and disaster preparedness.

III. Position Profile

Under the authority of the Country Director and Finance Director in HQ, the Country Finance Manager (CFM) will be responsible for ACTED accounting and financial management in-country. The CFM ensures that national legislation is adhered to, and that the country specific standards are applied in ensuring efficient use of resources.

Responsibilities:

1. Accounting and Financial Management

Supervise accountancy procedures: filing of documents, allocation of expenses, vouchers registration, balance checking, etc.;

Verify and compile monthly accounts from each base;

Communicate accounts on a monthly basis to HQ, respecting SAGA procedures and deadlines;

Manage the presentation, circulation, filing and archiving of accounting and financial documents in conformity with FLAT procedures;

Open/close bank accounts on the authority of the General Delegate;

Oversee the management of bank accounts: follow transfers, check balances, check authorised visas;

Supervise the management of safes and cash: available amount, balance checks, security instructions;

Assess monthly cash-flow needs for projects and bases and communicate cash requests to the HQ;

Manage money transfers, bases cash-supply and amounts in circulation, whilst defining payment procedures (bank transfer, cheque, cash etc.);

Set up and formalise procedures for the commitment of expendiure, conform to ACTED procurement guidelines: collect visas of authorised staff members, set-up commitment ceiling in local currencies, define methods and timescales for payment according to local practices;

Ensure that procedures are adhered to in terms of contracts and payments;

Ensure that proofs of purchase are valid (contracts, orders, bills, inoices, delivery receipts etc);

2. Budget Management

Develop tables necessary for financial monitoring and for budget follow up within the mission;

Analyse gaps between planned budgets and actual expenses;

Anticipate financial risks;

Calculate and supervise the monthly cost of each vehicle (fuel consumption, repairs) in coordination with Country Logistician;

Calcultate monthly communication costs of each base (phone, e-mail, Internet), in coordination with Country Logistician;

Develop budgets for project proposals according to project needs and Donor constraints;

Draft financial reports (mid-term and final) respecting contractual deadlines;

Guarantee the respect of Donor procedures for each financial contract.

3. Department Follow-up

Update the organigramme and ToRs of the finance department according to the mission development;

Oversee the team and undertake appraisals of directly supervised colleagues;

Ensure training and capacity building for finance team members in order to increase the level of technical ability and skills within the department;

Internal Procedures and Information Flows;

Develop relevant management procedures within the team;

Improve information flows within the department and with other departments and projects

IV. Qualifications:

• Masters degree minimum in Finance or related area;

• 3+ years of solid experience in financial management and monitoring systems, preferably of large development programs, possibly complemented by academic expertise;

• Excellent financial and analytical skills;

• Excellent communication and drafting skills for effective reporting on programme financial performance;

• Ability to manage a financial/monitoring team and demonstrate leadership;

• Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts;

• Ability to operate in a cross-cultural environment requiring flexibility;

• Familiarity with the aid system, and understanding of donor and governmental requirements;

• Prior knowledge of the region an asset;

• Fluency in English required - ability to communicate in local languages an asset;

• Ability to operate Microsoft Word, Excel and Project Management software

Country Managers – Entrepreneurship Development Programme in Africa

Objective of the Programme:

DAI is preparing for an anticipated DFID programme to strengthen entrepreneurship in Africa, titled StartUP!, through regional hubs in Kenya, Ghana and South Africa. The programme will improve support for early stage companies by creating local environments in which entrepreneurs can access financial capital, skills and professional networks required to grow and scale business ideas. The programme work with in-country intermediaries, such as incubators and investment funds, generating financial and non-financial support and encouraging investment into early stage companies.

Scope of Work:

We are seeking applications from highly experienced technical and managerial experts for the Country Manager positions in Kenya, Ghana, and South Africa. The Country Managers will be responsible for driving the effective overall delivery of the programme’s technical and managerial outputs at a country level, as well as overall management of country programme staff.

Requirements:

Kenya is currently a single affiliate country managed by Oxfam GB. Oxfam in Kenya is seeking a Country Director to take the lead in representing Oxfam and the programme within the country, the region and globally.

The role

The role is a senior management post reporting to the Deputy Regional Director. The Country Director will lead the development and delivery of the Kenya programme in ways that will have the greatest impact on poverty and consistent with Oxfam’s wider organisational principles and approaches and ensure adequate and cost effective resource management including people, budgets and funding. The role works with the Country Management Team (CMT) to ensure that minimum standards are met in the country for programme management, HR, finance, security, health and safety. The Person

You should have indepth senior management experience in leading the development, and ensuring the delivery, of programme strategy, with partners and within a networked and interdependent approach, in one or more challenging locations. You should have proven analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional and global framework and have the ability to manage the development of, and contribute to, the high level analysis of factors driving poverty, marginalisation and vulnerability in developing country contexts, including the ability to ‘think politically’ by understanding motivations, pressures and challenges faced by colleagues, partners and other actors.

You will be actively committed to promoting gender equity and the interests of marginalised people in all aspects of an organisations work. You should have experience of design and delivery of an Influencing programme cycle, including proven ability in implementing all or aspects of a notable campaign and leading humanitarian responses, either directly implementing or through advocacy and communication strategies.

Supervise maintenance and repairs of premises;

Identify needs in stationery and office supplies;

Establish a follow-up procedure for the stationery store;

Undertake purchases and storage of supplies;

Provide documentary justification of expenses to the Country Finance Department;

Undertake a market study;

Set up and maintain a database of local suppliers, detailing criteria of quality, price, service, ethics etc;

Receive merchandise and oversee the customs procedures for imported goods;

Check the condition and nature of goods received as required by the contracts;

Undertake periodic inventories;

Manage stock movements and distributions of goods in the framework of project implementation;

Ensure the maintenance of and undertake a monthly inventory of the vehicle pool;

Calculate and check the monthly cost of each vehicle (fuel consumption, repairs) in coordination with the CFO;

Identify companies for the transportation of stock;

Elaborate and follow a timetable of stock delivery for projects;

Complete and file waybills ;

Organise and oversee loading and unloading of goods;

Ensure administrative and custom requirements are adhered to;

Organise the installation of computing hardware and software (computers, printers, scanners, photocopiers, Network systems);

Identify suppliers of Internet access and negotiate service contracts;

Ensure back-ups of information and files are kept on the server;

Ensure the maintenance and undertake a regular inventory of IT equipment;

Organise the installation of communication equipment: telephones, HF and VHF radios;

Train staff in the use of such equipments;

IV. Qualifications:

• At least 2-3 years of working experience in insecure environments; preferably in Africa, Asia, or the Middle East;
• Extensive experience in logistics and/or security management and procedures;
• Demonstrated communication and organizational skills;

• Ability to train, mobilize, and manage both international and national staff
• Flexibility and ability to multi-task under pressure;
• Ability to work well in unstable and frequently changing security environments;

The Country AME manager is responsible for developing tools for appraisal, monitoring and evaluation in-country.

Facilitate the development and implementation of project cycle management;Develop a PCM guide, incl. tools and procedures to be used;Train the staff to use the PCM guide and related tools and procedures;Keep track of all projects and programmes monitoring and evaluation schedules and work with field staff to design and implement monitoring and evaluation procedures;

Information System

Work with all departments to follow up project and programmes databases incl. work on the nomenclature used (official names etc.);

Follow up the day-to-day workings of the AME Department, including reading weekly monitoring reports and follow-up;Ensure that appraisal, monitoring and evaluation reports are made useful for fundraising and add to the general base of field knowledge in the country for all organisations working in the area;

Participatory Appraisal, Monitoring and Evaluation

Ensure that local partners engaged in appraisal for and/or with ACTED are trained and given advice in participatory approaches, minimalizing bias, and other key methodologies for information gathering;

Work with base and field staff to help design and improve adapted participatory appraisal mechanisms for the projects implemented in the country;

Departmental Follow-up

Manage the AME staff in cooperation with Area Coordinators and Programme Managers;

Follow up work plans, activities and their quality;Work with the administrative departments to ensure that procedures are respected;Solve problems and give professional guidance, specially for interns / volunteers;Communicate regularly to Programme Managers and Coordinations on all activities;
