Somalia

Since 2008, ACTED has been implementing projects in South Central Somalia focusing on emergency WASH support, food security, information management and humanitarian coordination to help the population transition into early recovery.

Large parts of Somalia remain in humanitarian crisis with most rural areas still under Al Shabaab control and with many people unable to meet their essential needs. ACTED’s current programming focuses on early recovery, in Bay, Lower Juba and Gedo regions, including resilience, social safety nets, livelihood and WASH activities. ACTED also carries out emergency programming when necessary, just recently it implemented water trucking to 5,000 households across two districts of Gedo region who were experiencing drought.

Lastly, ACTED partners with IMPACT Initiatives to implement the REACH programme in Somalia. REACH, which is an IDP assessment tool, aims to provide information management services to the WASH, Education and Shelter Clusters in Somalia and is used to improve humanitarian coordination in the country.

Kenya

Since 2008, ACTED has implemented programs related to WASH, food security, livelihood support, conflict mitigation and disaster risk reduction in arid and semi-arid lands of Kenya.

ACTED’s current programming in Kenya centres around WASH, Community-Managed Disaster Risk Reduction, and support to local authorities to enhance early warning systems.

In the future, ACTED intends to continue strengthening the resilience of communities in the arid and semi-arid lands of Northern Kenya through community driven approaches. Alongside Kenya’s Civil Society, ACTED plans to engage in advocacy initiatives to ensure that communities are put at the centre of development and disaster preparedness.

III. Position Profile

Under the authority of the Country Director and Finance Director in HQ, the Country Finance Manager (CFM) will be responsible for ACTED accounting and financial management in-country. The CFM ensures that national legislation is adhered to, and that the country specific standards are applied in ensuring efficient use of resources.

Responsibilities:

1. Accounting and Financial Management

Supervise accountancy procedures: filing of documents, allocation of expenses, vouchers registration, balance checking, etc.;

Verify and compile monthly accounts from each base;

Communicate accounts on a monthly basis to HQ, respecting SAGA procedures and deadlines;

Manage the presentation, circulation, filing and archiving of accounting and financial documents in conformity with FLAT procedures;

Open/close bank accounts on the authority of the General Delegate;

Oversee the management of bank accounts: follow transfers, check balances, check authorised visas;

Supervise the management of safes and cash: available amount, balance checks, security instructions;

Assess monthly cash-flow needs for projects and bases and communicate cash requests to the HQ;

Manage money transfers, bases cash-supply and amounts in circulation, whilst defining payment procedures (bank transfer, cheque, cash etc.);

Set up and formalise procedures for the commitment of expendiure, conform to ACTED procurement guidelines: collect visas of authorised staff members, set-up commitment ceiling in local currencies, define methods and timescales for payment according to local practices;

Ensure that procedures are adhered to in terms of contracts and payments;

Ensure that proofs of purchase are valid (contracts, orders, bills, inoices, delivery receipts etc);

2. Budget Management

Develop tables necessary for financial monitoring and for budget follow up within the mission;

Analyse gaps between planned budgets and actual expenses;

Anticipate financial risks;

Calculate and supervise the monthly cost of each vehicle (fuel consumption, repairs) in coordination with Country Logistician;

Calcultate monthly communication costs of each base (phone, e-mail, Internet), in coordination with Country Logistician;

Develop budgets for project proposals according to project needs and Donor constraints;

Draft financial reports (mid-term and final) respecting contractual deadlines;

Guarantee the respect of Donor procedures for each financial contract.

3. Department Follow-up

Update the organigramme and ToRs of the finance department according to the mission development;

Oversee the team and undertake appraisals of directly supervised colleagues;

Ensure training and capacity building for finance team members in order to increase the level of technical ability and skills within the department;

Internal Procedures and Information Flows;

Develop relevant management procedures within the team;

Improve information flows within the department and with other departments and projects

IV. Qualifications:

• Masters degree minimum in Finance or related area;

• 3+ years of solid experience in financial management and monitoring systems, preferably of large development programs, possibly complemented by academic expertise;

• Excellent financial and analytical skills;

• Excellent communication and drafting skills for effective reporting on programme financial performance;

• Ability to manage a financial/monitoring team and demonstrate leadership;

• Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts;

• Ability to operate in a cross-cultural environment requiring flexibility;

• Familiarity with the aid system, and understanding of donor and governmental requirements;

• Prior knowledge of the region an asset;

• Fluency in English required - ability to communicate in local languages an asset;

• Ability to operate Microsoft Word, Excel and Project Management software

Country Managers – Entrepreneurship Development Programme in Africa

Objective of the Programme:

DAI is preparing for an anticipated DFID programme to strengthen entrepreneurship in Africa, titled StartUP!, through regional hubs in Kenya, Ghana and South Africa. The programme will improve support for early stage companies by creating local environments in which entrepreneurs can access financial capital, skills and professional networks required to grow and scale business ideas. Scope of Work:

The role

The role is a senior management post reporting to the Deputy Regional Director. Job Description As One Acre Fund expands, a key part of our long-term goal to reach at least 1.1M farm families this decade is to launch one new country per year. It is also important that we understand the landscape of potential countries as soon as possible – so that we know how we may need to change our program model to fit new areas.

The New Country Scout will:

Spend 3-6 months training on the core One Acre Fund program model in Kenya or Rwanda.Move to a new country, where they will either begin a pilot from scratch, or expand an existing pilot.Core operating duties will include:Hiring and training 3-8 initial trial staff.Engaging local government officials and sensitizing them to our program.Handling initial recruitment of 100-300 farmers.External networking will include:Purchase of seed, fertilizer, and other farm inputs from local vendors.Making contact with local horticultural support.The new country scout wil also set up our initial office. I. Background on ACTED: ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach, which is both global and local, and adapted to each context. Our 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.
Our teams in the field implement some 340 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.

Based on considerable experience addressing the needs and situations of vulnerable communities, ACTED contributes to the international agenda towards reaching the Millennium Development Goals, through a wide range of partnerships, innovative initiatives, and campaigns.
 Since 2008, ACTED has been implementing projects in South Central Somalia focusing on emergency WASH support, food security, information management and humanitarian coordination to help the population transition into early recovery.
Despite recent gains in parts of Somalia, including relative political stability and economic progress, large parts of the country remain in humanitarian crisis with most rural areas still under Al Shabaab control and with many people unable to meet their essential needs. ACTED’s current programming focuses on early recovery, specifically in South Central Somalia. Its on-going projects include resilience, social safety nets, livelihood and WASH activities. ACTED also carries out emergency programming when necessary, just recently it implemented water trucking to 5,000 homes across two districts of South Gedo region who were experiencing drought.
Lastly, ACTED partners with IMPACT Initiatives to implement the REACH programme in Somalia. REACH, which is an IDP assessment tool, aims to provide information management services to the WASH, Education and Shelter Clusters in Somalia and is used to improve humanitarian coordination in the country.
 The Country AME manager is responsible for developing tools for appraisal, monitoring and evaluation in-country. Facilitate the development and implementation of project cycle management;Develop a PCM guide, incl. tools and procedures to be used;Train the staff to use the PCM guide and related tools and procedures;Keep track of all projects and programmes monitoring and evaluation schedules and work with field staff to design and implement monitoring and evaluation procedures;Work with all departments to follow up project and programmes databases incl. work on the nomenclature used (official names etc.);Follow up the day-to-day workings of the AME Department, including reading weekly monitoring reports and follow-up;Ensure that appraisal, monitoring and evaluation reports are made useful for fundraising and add to the general base of field knowledge in the country for all organisations working in the area;3. Terms of Reference for a Short Term Consultant to Facilitate the Post 58th CSW Forum and Develop Popular Version of the Country Position Paper

1.0 Background

The Commission on the Status of Women (CSW) is convened every year at the United Nations Head Quarters in New York.The forum brings together UN member states to evaluate progress, identify challenges, set global targets and form concrete policies to promote gender equality and women’s empowerment.
In 2014 the 58 CSW Session took place from 10th – 21st March, 2014 under the priority theme “Challenges and Achievements in the implementation of the Millennium Development Goals for women and girls”. The session reviewed the theme on the Agreed Conclusions of the 55th session on Access and participation of women and girls to education, training, science and technology, including for the promotion of women’s equal access to full employment and decent work.

The Ministry of Devolution and planning participated in the 58th session of the commission on the status of women (CSW) held in New York, USA from 10th – 21st March 2014.
During the 58th CSW preparatory work, the Ministry of Devolution and Planning through the Gender Directorate proposed a logical linkage of the intergovernmental processes for Beijing +20 national review report, Kenya post 2015 final report and CEDAW periodic report. The post CSW forum would set the stage for Beijing + 20 national reviews.
The agreed conclusions for the 58th CSW called upon member states to disseminate agreed upon issues through a national stakeholders meeting. Notably, the 58th session provided an opportunity for gender equality and women’s empowerment progress and challenges to be reported against all the goals of the MDGs. This has been noted as critical in the post 2015 agenda and the review of the Beijing platform for action.
 The Consultant will review and summarize the country position paper and the agreed conclusions into a popular version and also facilitate the session during the post CSW forum. Working closely with CSW National Planning Committee and Technical staff from the Directorate, the Consultant will undertake expert review of the country position paper by specifically ensuring that:-
i. The popular version clearly highlights Kenya’s achievements and challenges in the MDGs for  women and girls;
ii. Linkages with the post 2015 Agenda and Beijing +20 processes are well articulated;
iii. There is a logical flow of information in the report;
 The Consultant will work closely with the Head of Gender Directorate in carrying out the assignment. i. Editing and reviewing the document and as necessary avail expert input
ii. Presenting the popular version to the Gender Directorate before it is commissioned for printing
 The Consultant shall provide:-Popular version of the Country Position Paper highlighting the 58th CSW agreed conclusions and linkages with the post 2015 Agenda and Beijing +20 processes.  The popular version should be no more than 20 pages and must meet the publication standards of both UN Women and Government of Kenya.The assignment is for a period of 5 days. Commencing 1st May 2014.
 5.0 Key Performance Indicators

ACTED launched its Kenya mission in January of 2008 with an emergency assistance program for residents in Nairobi slums affected by the post election violence. Since 2009, Nairobi has been the home base of ACTED’s relief operation in Southern Somalia aimed at supporting vulnerable famers affected by recurrent droughts. In 2010, ACTED’s mission in Kenya/Somalia sought to address the needs of pastoralist and farmer communities of North Central Kenya and South Somalia arising from multiple shocks such as adverse climatic conditions and disease outbreaks, through emergency food and non-food items distribution. In the wake of this emergency context, ACTED also promoted the adoption of sustainable community-based solutions, emphasizing livelihood strengthening and diversification, natural resource rehabilitation and management, good hygiene practices and access to sanitation facilities. ACTED is developing its programs in South Somalia, focusing on building capacity to respond to emergency outbreaks, as well as ensuring local populations are integrated into longer term projects aiming at improving their livelihoods. This will occur in the form of food, water, sanitation and hygiene (WASH) and livelihood support to vulnerable agro-pastoral and riverine communities. Today, ACTED's teams and resources are mobilized on the front of dire needs in our areas of intervention in Somalia and Kenya, as well as other areas in the Horn of Africa.

III. Position Profile Under the direct supervision of the Country Director, key responsibilities include: 1. Logistical Management - Logistical management of Mission premises: Oversee the furnishings of premises (offices and guesthouses); Supervise maintenance and repairs of premises; - Provision and replenishing of office supplies: Identify needs in stationery and office supplies; Establish a follow-up procedure for the stationery store; Undertake purchases and storage of supplies; - Financial Management: Manage the expenses for the logistical department ; Provide documentary justification of expenses to the Country Finance Department; 2. Procurement, Stock Management and Suppliers - Database of Local Suppliers: Undertake a market study; Set up and maintain a database of local suppliers, detailing criteria of quality, price, service, ethics etc; - Follow up of Procurement Procedures, conforming to procurement guidelines : Undertake quotations or launch Calls for Tender; Purchase goods, draft contracts; Receive merchandise and oversee the customs procedures for imported goods; Check the condition and nature of goods received as required by the contracts; Manage the presentation, circulation, filing and archiving of procurement documents, conforming to FLAT procedures; - Management of Stocks and Supplies: Identify warehouses for storages, ensure premises are furnished and made secure for use; Establish tools for stock management; Undertake periodic inventories; Manage stock movements and distributions of goods in the framework of project implementation; 3. About the Role
Working in 50 developing countries across Africa, Asia and the Americas, Plan’s stated Global Strategic Goal (2011-15) is to reach as many children as possible, particularly those who are excluded or marginalized, with high-quality programs that deliver long-lasting benefits.  Plan aims to achieve this goal by working in partnership with others and through high performing teams whose behaviors reflect the corporate values.

The Country Director (CD) leads the Country Office which is part of a regional network of country offices supervised by a Regional Office. S/he is responsible for the leadership of the country team and the quality, effectiveness and efficiency of all work that takes place in Plan Kenya. 

S/he also leads the implementation and regular renewal of the Country Strategic Plan which is aligned with the Global Strategy and designed to be effective in the local context using Plan´s approach called Child Centered Community Development (CCCD).

The latest Country Strategic Plan for Kenya has been approved for the period 2011-2015. 

Currently the country program reaches an estimated 1,000,000 children in 8 program areas. It has an annual turnover of US$ 20,000,000, a team of 315 staff, a case load of 68,164 sponsored children and a portfolio of 24 grants.
