Kenya: Programme Officer - Arid & Semi Arid Land (ASAL)

12 months Fixed Term opportunity - Level D1

Oxfam’s Kenya Programme is a complex programme that incorporates both rapid and slow onset emergencies as well as longer term development and policy work. Oxfam Kenya applies a one programme approach which means it has multiple activities that support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction. Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, the Nairobi informal settlements and on national level advocacy and coordination issues in multi stakeholder fora.

In close cooperation with the ASAL Coordinator and field based Program Managers, you will be responsible for monitoring performance and progress on designated projects including budgetary monitoring. He/she will build up the institutional capacity of the programme specifically in aspects of project planning, formulation and reporting. You will represent Oxfam in designated coordination for donors, authorities and other stakeholders as well as support team members in consistent, regular and high quality application of monitoring, evaluation accountability and learning tools.

You will have a degree (or equivalent) in Livelihoods and Food Security, Social Science or a relevant specialism. You will have proven practical experience of managing and co-ordinating development projects coupled with experience of integrated, multi-sectoral programming. An understanding of programming in one or more of the following areas: governance, Public Health, markets based livelihoods, social protection or disaster risk reduction issues. You will need experience with working in a humanitarian context and understanding of linking humanitarian and longer term development work, possess strategic, analytical and conceptual ability. You will also have well-developed communication and capacity building skills.
