Job Description

PATH is an international nonprofit organization that creates sustainable, culturally relevant solutions, enabling communities worldwide to break longstanding cycles of poor health. PATH’s mission is to improve the health of people around the world by advancing technologies, strengthening systems, and encouraging healthy behaviors.
USAID awarded a comprehensive health service delivery project to PATH to improve the health of Kenyans in the western region of the country.  The project, APHIAplus Western Kenya, builds upon USAID/Kenya’s country-wide health service support project known as the AIDS, Population and Health Integrated Assistance II (APHIA II).  PATH and its partners are implementing the APHIAplus project in Western and Nyanza Provinces from January 1, 2011 to December 31, 2015.  It is working w closely with the Government of Kenya and a wide variety of non-government agencies to strengthen health care services throughout the two provinces. In addition to addressing specific diseases, the APHIAplus Western Kenya project  works to  strengthen the region’s health care system by rehabilitating health facilities, training staff, and supporting supply and communication networks.  
PATH Kenya Country program is seeking to recruit a Senior Grants Officer to work in the APHIAplus Western Kenya project. The Senior Grants Officer will be responsible for the effective management of the grants function and ensure timely and accurate reporting on grants expenditures to both internal and external stakeholders. He/She will oversee the review of budgets with Community Based Organizations ( CBOs), prepare sub-agreements for the CBOs and supervise the grants officers. Specific responsibilities include:

Lead in the pre-funding capacity assessment of the potential grantees and provide follow up training to build their skills.
*
Manage the receiving and reviewing proposals/grant applications to assess compliance with relevant guidelines and carrying out technical reviews.
*
Manage the selection of grantees for award including design of selection criteria for sub-grantees and conducting pre-award assessments.
*
Oversee reviewing and finalizing budgets with the CBOs, preparation of contracts/agreements for the CBOs and the follow up on compliance.
*
Regularly check the grantees' financial reports for accuracy, accountability and compliance with USAID requirements in accordance with their own established procedures.
*
Design and implement systems and procedures that meet PATH standards to ensure effective internal controls and minimize risks.
*
Supervise the grants team in strengthening the financial and grant management, monitor grant control and implement improvements to the system as necessary.
*
Participate in the close out of the partner organizations and ensure that all the partners submit their final financial reports as per donor rules and regulations.
Required Skills

* Knowledge of U.S. government grant making rules and regulations.
* Excellent Skills in budget management.
* Strong communication and interpersonal skills.
* Proven ability to manage a complex and diverse workload under tight deadlines.
* Detail oriented; high degree of accuracy and strong analytical skills.
* Excellent computer proficiency, particularly working with spreadsheets and databases.
* Preven effectiveness working as a team memberunder minimum supervision.
Required Experience

Certified Public Accountant with a Master's degree in business adminstration, accounting, finance or related field plus a minimum of seven years of experience in a non-profit environment. Experience must include managing grants and sub-grants.
