Organizational Setting and Reporting

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Communications and Public Information (DCPI) communicates UNEP's core messages to all stakeholders and partners, raising environmental awareness, influencing attitudes, behavior and decisions related to the local and global environment, and enhancing the profile of UNEP worldwide. Under the supevision of the Executive Director, the incumbent will carry out the following duties:

Responsibilities

Oversee and manage the Division, formulate and implement its substantive activities and projects, determining priorities and allocating resources; Raise the profile of UNEP and of environmental/sustainable development issues among Governments, NGOs, the media, major groups, children and youth, scientists, business and society; Advise and support the communications and public information aspects of the UNEP Executive Director and his team and other divisions; Oversee and manage UNEP's relations and cooperation with the rest of the UN system as it relates to communications and public information; Develop and oversee a marketing arm for UNEP; Oversee, manage and provide leadership to the various staff and units of DCPI - media, publications, Internet, children and youth, audio visual, sport and the environment, outreach and special events and the library; Coordinate a network of regional and national information officer s; Write key global and regional press releases, supervise and direct the production of others to ensure veracity, accuracy and news-worthiness; Supervise the development and maintenance of a global list of key journalists; Ensure the content of the unep.org web site is up to date and accurate and is visually appealing and dynamic; Ensure that publications covers and design meet UNEP standards and are distributed and sent to target audiences in all six UN languages; Ensure relevant promotional materials meet high and evolving standards of design and messaging; Ensure that special days as World Environment Day enjoy considerable public participation and widespread attention globally and that awards such as Champions of the Earth attract global attention and that the winners are high caliber and relevant to the environmental/sustainability agenda; Ensure that DCPI's children and youth and sport and environment initiatives are smoothly and transparently executed; Ensure a well-run, efficient, accessible and modern library that reflects the standards of UN libraries globally; Report to the Executive Director, speak on behalf of the ED and for UNEP on all matters relating to the organization; Identify and responds to global, regional and national issues relating to the environment and UNEP's areas of interest that arise in the media and public domain; Propose and develop the ED's strategic direction in the media; Supervise, coordinate, facilitate and implement effective media relations for the ED; Write key speeches for the ED and/or gives guidance to writers in DCPI on speeches and to other Divisions; Place and write or supervise the messages, opinion-editorials and articles in the ED's name in important/influential media; Conduct regular media briefings with the ED. Perform other related duties assigned.

Competencies

Professionalism: Knowledge and understanding of stakeholders, concepts and approaches relevant to environment; practical experience in programme/project management and administration; problem-solving skills, including ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments given; ability to write speeches and/or guide writers.

Communication: The incumbent must have strong corporate communication skills, ability to convey and create awareness of key environmental issues to the global audience; ability to communicate and understand environmental policy and scientific issues.

Leadership: The incumbent establishes and maintain relationships with a broad range of people to understand needs and gain support. Drives for change and improvement and does not accept the status quo. Is pro-active in developing strategies to accomplish objectives.

Vision: The incumbent identifies strategic issues, opportunities and risks. Clearly communicates links between the Organization's strategy and the Division's goals.

Managing Performance: The incumbent delegates the appropriate responsibility, accountability and decision-making authority. He/she actively supports the development and career aspirations of staff and appraises performance fairly.

Judgment/Decision-Making: The incumbent identifies the key issues in a complex situation. He/she proposes a course of action with an eye to impact on others and on the Organization and makes tough decisions when necessary.

Education

Advanced university degree (Master's degree or equivalent) in public information and communication or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience in public information and communication or related field is required. Experience at the national and international level required, five of which should be in a senior management position. Relevant experience in human resources, management, administration, logistics and financial management is desired.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French is desirable. Knowledge of another UN language is desirable.

Assessment Method

Evaluation of qualified candidates for this position will include a substantive assessment which may be followed by a competency-based interview.
