The Program Manager will ensure effective and efficient Program Development, Implementation, and Management & Coordination of the organization’s projects in all the target areas. She/he is charged with Program Management including Operations and Administration. The incumbent will work in close collaboration with the Director to articulate both organizational and program Policy & guidelines and influencing the roll-out of the same. In close collaboration with the Director, she/he will provide technical and programmatic oversight for all activities implemented through direct or indirect support of HOVIC. This includes responsibility over project design, implementation and monitoring quality services
Duties & Responsibilities
Manage the overall technical program planning, implementation, quality assurance and monitoring of field activities.Serve as the lead for the project implementation, overseeing all programming and coordination of programming, and ensure strong communication and coordination with and between all project partners( sub grantees ) in the design, development and implementation of the program as a means to effectively achieving program objectivesDevelop program systems to ensure provision of quality and accessible HIV/AIDS and OVC program interventions. Coordinate strategic program interventions in community health and OVC programmingDeveloping and maintaining relations including forum representation with HIV/AIDS and OVC partners, collaborators and other stakeholders from the Districts to Provincial levels.Production and Collation of programs progress reports in all strategic programming areas in the target areas Coordinating the formulation of program budgets and ensuring budget controls and timely financial reporting.Support Supervision, Leadership Development, Mentoring and Capacity Building to staff, Local Implementing Partners and Community Volunteers.Monitor and evaluate all projects monthly, quarterly and annuallyMeet regularly with the Director to report progress and provide technical insights and directionAssist partners in developing work plans; track progress on work plans; assist with providing recommendations on challenges that arise during implementation to project team and implementing partners. Conduct frequent project site field visits to support CRS and partner staff in program implementation and use this learning to modify programming as necessary in order to meet project targets and objectives and to improve program quality. Travel minimum of 25-30%. Use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources and ensure the implementation of a strong M&E system, using HOVIC tools and resources to maximize project impact on beneficiaries. Provide guidance to M&E staff to ensure appropriate use of M&E tools and systems most appropriate for the project to generate timely, reliable data that informs project decision-making, captures project impact, and meets CRS agency-wide and donor reporting requirements. She/he wills also supports the roll-out of initiatives intended to improve the technical quality of programming for orphans and Vulnerable ChildrenEnsure project activities are undertaken in accordance with terms and conditions of the funding agencies and that they are implemented without undue disruptionWork with project staff to document and disseminate best practices and lessons learnt.Ensure effective management and delivery of program resources in line with organization’s regulations and procedures to track project budgets and expenditure.Required Qualifications & ExperienceA Master’s degree in Social Sciences, Development Studies or related field required, or equivalent experience. Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close- out Experience working with CSOs in advocacy training and institutional capacity building Five years experience managing donor-funded programs with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners, and diverse beneficiariesDemonstrated strong analytical, managerial, leadership, communications and interpersonal skills Supervisory, strategic planning & proposal writing experience necessaryPrior budget management experience strongly preferred, especially prior USAIDExperience in working with Street children in Western Kenya region will be an added advantage.Interested candidates should submit application with CV and testimonials to the E-mail applications should be addressed to hovickenya @yahoo.comNote: this position is contingent on the awarding of funding by the donor
