Title: Finance & Administration Manager
Closing Date: 5th September, 2012
Hope for Victoria Children is seeking to recruit a Finance & Administrative Manager to perform the functions outlined below.
The Finance and Administration Manager is responsible for overall financial and human resource management within HOVIC. S/He is responsible for providing information, technical support and advice to program team on all Human Resources and Finance matters and coordinates such activities. The incumbent will be responsible for 1 Accountant, 1 HR officer, drivers, guards and all other support staff of HOVIC.

Major Duties and Responsibilities:

To serve as the focal person for all finance and HR matters in HOVIC.To manage the administration of HOVIC’s finances according to approved rules and regulations.To ensure that sound financial management practices are developed and maintained.To administer and coordinate HR in accordance with organizational HR procedures.Develop, review human resource and financial policies in a timely manner.Supervise and monitor HR and finance functions within HOVICPreparation of the end of year accounts for audit and liaising with the external auditors.Preparation of budgets and presentation to the Board for approval.Preparation of monthly management accounts for managers and the Board of Trustees.The Finance manager will also be required to oversee the monitoring and provision of financial capacity building support  sun grantees by HOVIC.Preparation of monthly statutory returns and filing them with respective statutory bodies.Banking of funds in the right accounts.invoicing debtors and receiving payments on behalf of the organization.raising of cheque requisition, payment vouchers and ensuring that they are duly authorized.Monthly reconciliation of bank statements with cash books.Maintaining assets register for the organization.making payments to creditors/suppliers.Monitor and Control all organizational expenditures.Prepare regular organizational financial reports & donor reports.Any other duty that may be assigned by the supervisor.Required Educational QualificationsFully qualified Accountant (CPA/ACCA). Possession of MBA or Business degree an advantage.At least 3 years work experience in financial and HR management preferably in the NGO sector. Candidates with private sector or accounting practice experience will also be considered.Excellent computer skills, including Word and Excel in a Microsoft Windows environment. Knowledge of Quick books an advantage.Effective oral and written communication skills.Knowledge of Kenyan labour law and employment regulations will be an advantage.Excellent organizational & interpersonal skills.Interested candidates should submit application with CV and testimonials to the E-mail applications should be addressed to hovickenya@yahoo.com

One year contract – 3-5 years (renewable yearly depending on performance and availability of funds)
 The Program Manager will ensure effective and efficient Program Development, Implementation, and Management & Coordination of the organization’s projects in all the target areas. She/he is charged with Program Management including Operations and Administration. The incumbent will work in close collaboration with the Director to articulate both organizational and program Policy & guidelines and influencing the roll-out of the same. In close collaboration with the Director, she/he will provide technical and programmatic oversight for all activities implemented through direct or indirect support of HOVIC. This includes responsibility over project design, implementation and monitoring quality services

Duties & Responsibilities

Manage the overall technical program planning, implementation, quality assurance and monitoring of field activities.Serve as the lead for the project implementation, overseeing all programming and coordination of programming, and ensure strong communication and coordination with and between all project partners( sub grantees ) in the design, development  and implementation of the program  as a means to effectively achieving program objectivesDevelop program systems to ensure provision of quality and accessible HIV/AIDS and OVC program interventions. Coordinate strategic program interventions in community health and OVC programmingDeveloping and maintaining relations including forum representation with HIV/AIDS and OVC partners, collaborators and other stakeholders from the Districts to Provincial levels.Production and Collation of programs progress reports in all strategic programming areas in the target areas Coordinating the formulation of program budgets and ensuring budget controls and timely financial reporting.Support Supervision, Leadership Development, Mentoring and Capacity Building to staff, Local Implementing Partners and Community Volunteers.Monitor and evaluate all projects monthly, quarterly and annuallyMeet regularly with the Director to report progress and provide technical insights and directionAssist partners in developing work plans; track progress on work plans; assist with providing recommendations on challenges that arise during implementation to project team and implementing partners. Conduct frequent project site field visits to support CRS and partner staff in program implementation and use this learning to modify programming as necessary in order to meet project targets and objectives and to improve program quality. Travel minimum of 25-30%. Use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources and  ensure the implementation of a strong M&E system, using HOVIC tools and resources to maximize project impact on beneficiaries. Provide guidance to M&E staff to ensure appropriate use of M&E tools and systems most appropriate for the project to generate timely, reliable data that informs project decision-making, captures project impact, and meets CRS agency-wide and donor reporting requirements. She/he wills also supports the roll-out of  initiatives intended to improve the technical quality of programming for orphans and Vulnerable ChildrenEnsure project activities are undertaken in accordance with terms and conditions of the funding agencies and that they are implemented without undue disruptionWork with project staff to document and disseminate best practices and lessons learnt.Ensure effective management and delivery of program resources in line with organization’s regulations and procedures to track project budgets and expenditure.Required Qualifications & ExperienceA Master’s degree in Social Sciences, Development Studies or related field required, or equivalent experience. Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close- out Experience working with CSOs in advocacy training and institutional capacity building Five years experience managing donor-funded programs with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners, and diverse beneficiariesDemonstrated strong analytical, managerial, leadership, communications and interpersonal skills Supervisory, strategic planning & proposal writing experience necessaryPrior budget management experience strongly preferred, especially prior USAIDExperience in working with Street children in Western Kenya region will be an added advantage.Interested candidates should submit application with CV and testimonials to the E-mail applications should be addressed to hovickenya @yahoo.com

Title: Monitoring & Evaluation Officer

Hope for Victoria children (HOVIC) is seeking to recruit a Monitoring & Evaluation Officer to perform the functions outlined below.

A. Main Purpose and Scope

The purpose of this position is to strengthen HOVIC M&E capacity and to develop and implement M&E systems focused on data collection, collation, storage, analysis and reporting to ensure synergy between CBOs, partners and the HOVIC M&E frameworks.
The M&E Officer will be responsible for supervising the Data Officer and coordinating monitoring efforts with program staff. The M&E Officer will keep abreast of state of the art M&E approaches to ensure the use of technically appropriate monitoring and evaluation models and information Systems.

B. Responsibilities

Develop/ enhance information system to capture, transmit, store, retrieve, manipulate and display information with accompanying Standard Operation Procedures;Provide ongoing support and guidance to HOVIC and implementing partner(s) Staff/volunteers on indicator definitions, routine data collection, collation and reporting;Assist Program staff to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators;Coordinate the implementation of baseline surveys, data collection, quality controls and monitoring and evaluation exercises for various initiatives; Build capacity of local communities, partners and staff on the logical framework, data management, data analysis and results-oriented programming, monitoring and evaluation methods and principles and report writing techniques and requirements for relevant donors;Develop program and operational reporting templates that facilitate the timely and accurate acquisition and aggregation of information in programs;Assist in compilation of quarterly, annual and ad hoc program reportsOrganize and coordinate lessons learnt workshops/review of program work plans with partners and other stakeholders;Facilitate documentation and reporting of assessments, program data, lessons learnt and best practices for internal and external sharing; andDevelop and maintain effective information database on projects, providing resource and necessary support for program inputs and outputs;Maintain/ configure and update computer hardware and software;Manage a server based network and provide ongoing support to users;Perform other related duties as assigned from time to time.The incumbent must have strong analytical skills; have excellent interpersonal; communication,Strong results orientation, organizational, creative and multitasking ability. Proficient in Project cycle management, database development and management, Performance management and posses excellent oral/written communication; aptitude for report writing, stakeholder management, influencing; andmust possess the ability to work individually and in teams; be proactive & creative; as well as strong leadership acumen and coaching skills.D. Job Requirement (Knowledge/Skills Competencies)
