Lake Victoria North Water Services Board was established under the Water Act 2002, as part of the reforms in the water sector. The Board is responsible for the efficient and economical provision of water and sewerage services within its area of jurisdiction as authorized by the License.
The Board seeks to recruit experienced and dynamic professional to fill the following position in one of its Water Service Provider, Kakamega-Busia Water Supply.

A. Main Purpose and Scope

The purpose of this position is to strengthen HOVIC M&E capacity and to develop and implement M&E systems focused on data collection, collation, storage, analysis and reporting to ensure synergy between CBOs, partners and the HOVIC M&E frameworks.
The M&E Officer will be responsible for supervising the Data Officer and coordinating monitoring efforts with program staff. The M&E Officer will keep abreast of state of the art M&E approaches to ensure the use of technically appropriate monitoring and evaluation models and information Systems.

B. Responsibilities

Assignment Title: Consultancy Services for Preparation of Drought Masterplan
Contract No: LVNWSB/D/CS/DM/2012
1. The Government of Kenya has received a credit from the International Development Association (IDA) toward a cost of Kenya: Water and Sanitation Service Improvement Project Additional Financing and it intends to apply part of the proceeds for Consultancy Services.
2. The consulting services (“the Services”) involve preparation of a comprehensive and integrated drought mitigation plan which will include a spatial plan of (alternative) sources to be used under drought conditions that will include: -
(a) Strategies to improve the institutional capacity of the water services board for drought preparedness and to respond to drought situations;
(b) Proposal on measures to be implemented for drought mitigation including drilling of boreholes, rainwater harvesting, runoff collection, improved management of boreholes, exploration of additional water sources for
development. The identified activities will be prioritized for implementation as a part of a drought-mitigation plan;
(c) Recommend a suitable drought index for ease of prioritisation of drought intervention;
(d) Prepare pre-feasibility studies for proposed intervention and map the areas on a GIS framework;
(e) Undertake hydrogeological studies for proposed borehole water sources, and
(f) Develop spatial data and integrate in GIS software.
The duration of the services is expected to be twelve (12) months.
3. The Lake Victoria North Water Services Board, a parastatal under the Ministry of Water and Irrigation, now invites consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
(a) Experience in similar assignments i.e. Drought mitigation studies including water resource studies, conceptual and detailed designs, tender documentation and works supervision of water projects;
(b) Experience in similar conditions i.e East Africa; and,
(c) Availability of appropriate skills amongst staff
4. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.

Main Purpose of the Job:

Under the supervision of the Regional Project Coordinator, the M&E Specialist will be responsible for guiding the overall M&E strategy, development and implementation of the M&E system, as well as providing timely and relevant information to project stakeholders.

This entails close communication with all those involved in M&E aspects of project implementation including project M&E staff in Partner States, other implementing institutions, and M&E-related missions by the World Bank and other partners.

Duties and Responsibilities:

Play a key role in development of the LVBC and LVEMP II Result-Based System;Guide the overall M&E strategy, development and implementation of the LVBC/LVEMP II M&E system;Develop clear and user friendly M&E Framework and monitoring tools for LVBC/LVEMP II;Coordinate project M&E staff in Partner States and Implementing Institutions to ensure effective use of the LVBC/LVEMP II RBS and Tools;Support and participate in World Bank Supervision missions, evaluation missions and other related missions and activities;Ensure timely submission of reports from Partner States and other Implementing Partners and compile the Regional Project Reports;Guide the regular sharing of the outputs of M&E findings with project staff, implementing partners and other stakeholders;As a member of the LVBC Secretariat M&E Team, Provide M&E support to LVBC Projects and Programs;Contribute to the preparation of the Commissions reports, analysis of projects’ and other ad hoc reports, and preparation of management briefs outlining progress, performance and trends towards achieving set targets;Carryout any other duties as assigned by the Management.Qualifications and Experience:

Water Services Provision Manager

The successful candidate will be responsible for the management of water services provision of the Board.

Key responsibilities

Reporting to the Technical Services Manager, the Water Service Provision Manager will be responsible for:

Water Service Provision Officer

Reporting to Manager Water Service Provision, the position will be responsible for:

Main purpose of the job:

As the overall in charge of the LVBC Public Health and Sanitation Programme, the Officer will be responsible for managing all technical and administrative functions of the programme, including the supervision of all staff of the programme.

The Officer will account for all the deliverables of the Public Health and Sanitation Programme through monthly, quarterly and annual reports or through stakeholders’ reviews as may be required from time to time.

Duties and responsibilities:

Specifically, the Officer will be responsible for the following:

1. Coordinate the implementation of the LVBC Public Health and Sanitation activities as described in the LVBC Operational Strategy under the Support Programme cluster in the context of the Shared vision and Strategy Framework for Management and Development of the Lake Victoria Basin through, inter alia, the preparation and dissemination of detailed programme implementation documents, including appraisal, design, implementation, monitoring mechanisms and outcome/impact assurance;

2. Provide necessary technical support to other partners and collaborators in the development and design of their specific responses and interventions to Public Health and Sanitation issues;

3. Establish and strengthen technical linkages between the LVBC Public Health and Sanitation programme and the EAC Directorate of Health as well as with other regional Public Health and Sanitation programs implemented by the Partner States, regional organizations, Civil Society Organizations and the EAC Institutions and Organs;

4. Facilitate the convening of regional technical meetings, workshops and consultancy studies for continuous joint review and harmonization of Public Health and Sanitation Policies, Strategies, Programmes, Guidelines and management of Public Health and sanitation related conditions i.e. communicable and noncommunicable diseases including HIV and AIDSs;

5. Coordinate technical and resource mobilization initiatives to support Public Health and Sanitation interventions in the LVBC;

6. Coordinate and promote the conduct health research, source, gather, analyze and disseminate the findings for the purpose of relevant policy formulations, which can be applied towards the enhancement of Public Health and sanitation in the Lake Victoria Basin and the EAC region as a whole where applicable;

7. Submit technical and financial reports of the LVBC Public Health and Sanitation Programme on a monthly, quarterly and annual basis.

Qualification and experience:

Applicants should have a Master’s degree in Public Health, Epidemiology or Environmental Health and Sanitation, with at least eight (8) years of relevant management experience at national or regional level.
A Bachelor’s degree in Medical Sciences will be an added advantage.Excellent research and report writing skills, good communication and computer skills are necessary for this position.
Good interpersonal, negotiating and networking skills, as well as a clear understanding of political dimension of EAC work and mandate will be an added advantage.Terms and conditions of service: This position has a tenable contract term of five (5) years, renewable upon satisfactory performance.

In Kenya the program is being implemented in Kericho, Keroka and Isebania.

To oversee implementation of the EAC/AMREF Lake Victoria Basin HIV&AIDS Partnership (EALP) Programme activities in the fisheries sector within the Lake Victoria Basin.

Duties and Responsibilities:
