PURPOSE OF POSITION: Provision of appropriate education programmes in emergency response is highly valued by the community and acknowledged as a key sector for humanitarian industry. This need to address the needs of children in emergencies is reflected in World Visions Child Wellbeing Aspirations and Outcomes and in the 2011-15 HEA Strategic Intent. In emergencies ,education, child protection and psychosocial programming sectors work closely together to form the Children in Emergencies response team. This position is designed to
provide education in emergency leadership in large scale responses with deployments through the Humanitarian Operations - Global Technical team. Technical specialists on this team can be deployed to a response in 24-72 hours and remain in the field for up to 3 months. When deployed the specialist will provide leadership to ensure quality design and implementation/management of the education in emergencies programming collaborating with other sectors and ensuring alignment with both WVI Education and WV HEA Strategies and ensure compliance with international Education in Emergencies standards.In non deployment times the position focuses on 4 main areas: Ensure the Education in Emergencies Strategy remains current with industry thinking and integrates with both the HEA Strategy and the Education and Life Skills Strategy.Develop and EIE capacity building strategy that ensures an increase in capacity and competencies in education in emergencies within the organisation\Establish and maintain strong networks with key internal stakeholders ( HEA, CIM-Education and Lifeskills, Advocacy and Justice for Children) and external (INEE, Cluster, UN , Govt, NGO) stakeholdersSupport evidence based research related to education in emergencies with other partners with a view to improving quality programming and creating an environment for increase resource acquisition for funding Education in Emergencies from within and outside WV.KEY RESPONSIBILITIES: Response ResponsibilitiesProvide sector leadership for timely and appropriate delivery of education in emergency activities . This will include the following:Undertaking assessments to identify context changes and needs to ensure quality of the programmes.Provide targeted technical and management support to education activities in collaboration with other sectors to ensure an integrated programme that are in alignment with the DADDs in first phase of emergencies as well as the overall Education DADDsManagement of the EIE team and ensure that programmes meet international standards eg. INEE Minimum Standards, HAP, Sphere, and ensure staff and partners understand and adopt these standardsConsultation with finance and programming to prepare proposals, budgets and manage expenditures, Ensure reporting is completed in a timely mannerRespond to media requests in alignment with WV policies and support from communications group.Following a capacity assessment in country coordinate with HR/PnC team to ensure rapid recruitment of the appropriately qualified local and expatriate staff to implement EIE programme.Ensure cross cutting themes (eg. disability. gender, child protection , environment, HIV etc) are integrated into EIE sector.Participate in CIE Management team meetings and update the response on actions related to EIEEnsure that the GC Education and Lifeskills team are closely engaged and kept informed of programme decisions while deployed.Document lessons learned and assess quality of supplies for EIE to increase quality of programming in future responses and allow for appropriate adjustments.Integrated and context appropriate education in emergencies programme that meets the needs of affected population and connects with transitions into development.Quality documentation including assessment reports, proposals, programme plans and budgets that meet WV and donor requirements Capacity BuildingCreate a capacity building strategy including a review existing resources from the INEE and the Education Cluster as well as WV tools to create a menu of options for staff to develop competencies in education in emergencies.Identify interagency Education in Emergencies training/capacity building opportunities and refer relevant WV staff to those.Actively engage with the Education and Lifeskills Team and identify appropriate capacity building activities for Education in Emergencies staffCollaborate with H-Ops Tech team and regional teams as they develop specific simulations and other joint training opportunities.Coach/mentor staff identified as having capacities to develop and be able to respond in large scale emergencies.Review competencies for education in emergencies and liaise with the GSCN to support surge capacity development.Support the development of proposals that focus on preparedness and mitigation including capacity buildingWork closely with CIE and other global HEA sector staff to ensure that the different aspects of children in emergencies programming is integrated and that education is integrated into cross sectoral project models in emergency settings.Work with the ELS global team (eg Reading Specialist, ECD, Adolescent and Life Skills, Community Engagement etc) and related Working Groups to ensure that EIE is well integrated with ELS in more stable environments. This will include reviewing current project models with an emergencies lens.Increase in NO and regional capacity to respond to education in emergenciesIncrease surge capacity to respond to the education needs in Cat 3 Global ResponseLead an education in emergencies interest group as part of the Education CoP within WV.Actively participate in ELS Global Team processesAttending regional and global forums representing HEA and education in emergencies where appropriateActive participation in the Global Education Cluster and INEE WG meetingsEstablish and maintain strategic alliances with education in emergencies related partners..donors, foundations, institutions, governments, international and UN agencies.The Education CoP and HEA CoP are well informed of issues related to children in emergencies (including education) and interested people are engaged in strategy and programming discussions.WV is recognised as an active partner in education in emergencies and an organisation that undertakes quality programmingWV field programming is in line with industry standards and WV engage in interagency education in emergencies assessmentsFunding opportunities are identified and communicated to SOs and programme officersKNOWLEDGE, SKILLS & ABILITIES: REQUIRED:Masters or equivalent in educationWorking knowledge of Education in Emergencies Minimum Standards and experience in active participation in interagency networksUnderstanding of industry standards including Sphere, HAP, People in Aid, Red Cross Code of ConductProven ability in programme design and managementProven ability in capacity building including trainingAt least 5-7 years in humanitarian and development work in past decade with most in emergency responses.Excellent writing and conversation ability in english and preferably with another international language such as french or spanish.Ability to communicate cross-culturally and sensitive to other cultures.Valid Drivers licenseMember of a professional education in their country or global PREFERRED:Attendance at course on INEE Minimum Standards course within the past 3 yearsClick the bar below to visit the original announcement on the recruiting organization's website.
