Position Title: WASH Assistant
Reporting to: Team Leader, Dhobley
Duty Station: Dhobley
Area of Operation: Lower Jubba Region, Somalia
Duration of contract: 4 months
Starting date: 1st September 2015
Closing date: 31st December 2015
Background: The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997.
The Horn of Africa and Yemen regional office is based in Nairobi with country Programmes in Somalia, Kenya, Ethiopia and Yemen.
Using a rights-based approach, DRC has mainly Focused on Somalis who are displaced by conflict.
Purpose: WASH Assistant will be responsible for the implementation of DRC WASH infrastructure program in Lower Jubba region.
He/She will also plan, manage, coordinate, and implement all activities related to WASH infrastructure in support of DRC Gedo and Lower Jubba programs.
Job Summary: The position of WASH Assistant will work on all activities in the WASH cluster undertaking in Dhobley area.
WASH Assistant will work under the supervision of the Team Leader.
Main areas of responsibilities and description of tasks:
To carry out Need and technical assessment for all type of WATSAN infrastructure
Preparation and Submission of Order requests as per DRC policies and procedures
To conduct trainings regarding operation and maintenance of water supply and sanitation facilities for beneficiaries and Water management committees
Organize and implement hygiene promotion training as required
Liaise and secure consent from the local authorities and beneficiary prior to intervention
Regular monitoring of ongoing construction activities to ensure that all the activities are executing as per design, specifications and work schedule
Preparation of weekly, monthly work plans and progress reports
Preparation of feasibility reports and completion certificates
Verify the work done at site and recommend for the payments to contractor(s)/casual labours etc
Preparation of all the payment documents, after verification, submission it to procurement department
Working in harmony with all other project staff and field team for the effective and efficient day-to-day management of the WASH project in Dhobley
Coordinate with other stakeholder on the ground for smooth, efficient and effective implementation of the activities
Ensuring integration of WASH, Protection, livelihood and shelter activities through close coordination
Other relevant duties as directed by Team Leader.
Reporting Arrangements
This position currently reports to the Team Leader Dhobley in close coordination with Infrastructure & WASH Manager and Area Manager Gedo & Lower Jubba on the following aspects:
Accomplishment against agreed action points as result from Review meetings
Achievement of targets in Daily , Weekly and Monthly work plan
Timely and quality periodic reporting:
Debriefing of daily WASH achievements, challenges and recommendation
Submit weekly and monthly reports at the end of each month in coordination and approval of Line Manager.
Quarterly report
Conduct regular discussions with the WASH Coordinator/Team Leader on on-going Program activities;
Monthly and yearly work plans;
Contribute to monthly, quarterly, reports, including reports on implementation
Progress, constraints and opportunities as per DRC and donor requirements
General Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework
Key qualifications and requirements:
Diploma in water management, Engineering, or relevant field of education
Minimum three years relevant working experience (Specifically in WASH) in UN agency or Non Governmental Organization.
Proven ability to prioritize tasks and meet deadlines
Excellent communication skills, calm and a good sense of humour
Fluent in written and spoken Somali and English.
Good public relations, leadership, decision-making and interpersonal skills.
Excellent oral and written presentation skills.
Knowledge and Experience on working on Auto cad
Good knowledge of sphere and HAP standards
Preferable:
Experience negotiating access for humanitarian or other agencies.
At least 2 years experience working in Lower Jubba Region.
Terms and Conditions:
The employee will get monthly salary according to the DRC salary
The employee will have benefits of paid health insurance with the monthly salary, annual leave of 25 day.
