TOR FOR A CONSULTANT ON THE PROJECT BASELINE EVALUATION
INTRODUCTION
- BACKGROUND INFORMATION:
FilmAid is a development and humanitarian communications organization that: harnesses the power and influence of film and media to combat critical social issues; creates multimedia content designed to inform, inspire and empower; uses a strategic and integrated approach to distribution including broadcast, mobile cinema, workshops, community-based screenings and digital media; works with communities to catalyze dialogue and drive social change.
Working with other relief agencies and community leaders,FilmAid identifies emerging critical issues and develops appropriate film,radio,SMS and theater messages to help educate and inform.People of concern participate actively in the creation of these information/education materials,and the resulting pieces are widely distributed and screened throughout beneficiary communities.In this way,FilmAid is able to respond to an immediate, unmet need for locally relevant messaging.
Through real collaboration,FilmAid’s community-based information dissemination supports the work of beneficiary communities.FilmAid also engage in community capacity strengthening activities through one off and paced workshops and trainings on governance,leadership, Journalism, Social media use of theater messaging and use of SMS.
As an inherent component of design of the PRM Project, as well as a requirement in the financing agreement with the donor, a baseline survey has been planned at the onset of the project. Information generated from the study will provide FilmAid with a more in-depth understanding and baseline data on the current situation of refugee and the existing challenges in the target areas. Moreover, the results of the survey will be used to inform further on the designed strategies of the PRM Project and FilmAid’s policy and advocacy strategies in Kenya.
FilmAid is looking to engage a consultant to carry out a baseline survey for its refugee and host community programs in Kakuma and Dadaab. The survey will focus on specific selected FilmAid’s information development and dissemination of activities to set benchmarks upon which the project activities will be evaluated in relation to its media-based projects that promote learning, information access, behavior change and general well-being of its beneficiaries.
- PURPOSE OF THE BASELINE SURVEY:
Surveys are conducted to establish the nature of existing conditions. Baseline surveys in particular, are carried out to provide benchmarks for comparison with post-developmental monitoring in order to measure outcomes and impacts. Measurable data collected on these aspects can be tracked over a period of time to clearly demonstrate effects and impact of deliberate activities geared towards their improvement.
Certainly these results are expected to be measured against established milestones and targets in the process of real time monitoring and evaluation and final impact assessment. It is therefore necessary that FilmAid undertake a baseline survey to set benchmarks upon which the project activities will be evaluated. From these benchmarks and subsequent quantitative monitoring data, it will be possible to assess the extent to which the project has met its improvement goal and objectives
OBJECTIVES OF THE BASELINE SURVEY:
Overall Objective of the consultancy: The overall objective of the baseline survey is to carry out a comprehensive baseline survey in the project areas to help generate firsthand information to be used for project planning, monitoring and evaluation and generate data to be used as benchmarks for the project.
The purpose of the consultancy is to generate comprehensive baseline information on the current education services in the project’s implementation locations in in Kakuma and Dadaab. The information will inform PRM’sprogram programming in these regions and support FilmAid to understand and monitor the progress and results of the organization’s interventions in in Kakuma and Dadaab. Information collected in the baseline will also be used to identify some of the project sites.
Specific Objectives of the consultancy:
Specific objectives of the survey will be to:
- Generate baseline data that will reveal the current situation of key indicators in the target regions and set benchmarks that will assist Film Aid to better monitor and measure progress in achieving the project purpose and objectives.
- Produce a contextually relevant set of project baseline tools for use by project
staff in the implementation of the project.
Expected outputs:
- Proposal with details of methodology and indicators to be measured in the baseline study and subsequent monitoring and evaluation process
- Document and analyze preferred and existing channels of communication (not limited to radio, TV, mobile phones, theatre, refugee assembly/ service centers) among refugees and opportunities available to increase access to information.
- Recommendations on the communication channels and information sharing strategies that would have the greatest impacts among urban refugees.
- Recommendations on implementing a media arts program- FTP/Jornalism/A4R (including skills and talent development interest) for youth in the refugee context within both Dadaab and Kakuma.
- Set of data-collection tools for all indicators in the baseline, including guidance on how to use them in the field with training strategies for enumerators
- Recommendations for revision of program design strategies or approaches that may be needed to improve implementation
- Presentation on the main findings of the baseline assessment to the country level program team/SMT.
- Summary version of the final report to be shared with country level program team/SMT.
- A final report in both hard and soft copies in a format acceptable to FilmAid, showing benchmark values for indicators for project specific objectives.
Expected Deliverables:
- Meeting to share tools, methodology, draft and final report (at most 3 meetings). PowerPoint presentation of methodology and time-frame required.
- Draft report on soft copy submitted for review (15-30 pages).
- Soft copy of final draft report for review.
- Two (2) bound hardcopies of final report.
- One (1) soft copy of final report on Data CD/DVD.
- Soft copies of SPSS .wav files (data template) on Data CD/DVD.
- Soft copies of FGD/KII/Interview transcripts on Data CD/DVD.
- Hard copies of raw data (questionnaires and transcripts).
Timeframe: Suggested:15 days startingFebruary 15th2016. The consultant will develop a detailed work plan for implementation based on this timeline.
Desired skills, qualifications, and experience:
• Previous experience in conducting KAP surveys, Baseline/midterm/Impact surveys with participatory approaches.
• Conversant with C4D, CwC strategies in humanitarian work.
• Excellent communication, writing, and editing skills.
• Ability to work across agencies and with non-native English speakers.
• Good understanding of / and sensitive to different cultures and traditions.
• Familiar with transparency and accountability processes and their values.
• Ability to work independently and within a team.
• Relevant university degree or higher education, preferably a Master’s degree in social sciences.
• Proven track record in related consultancy work.
The deadline for the application is on, 5th February, 2016
The consultant will provide in the inception report how he/she will conduct this survey (flow of activities from literature review, design of tools, data collection and reporting), a detailed work plan and budget with ALL related costs for this survey.)
