Jhpiego seeks a Monitoring and Evaluation Specialist to lead the design and implementation of the program monitoring and evaluation framework and information system to track delivery against outputs, outcomes and impacts. S/he will lead analysis of data collected for assessment of progress and areas of improvement. S/he will guide reporting processes amongst technical staff and consolidate program reports, promote learning and knowledge sharing of best practices and lessons learnt. S/he will support all the technical staff in M&E functions and will manage M&E related staff in the program. The Monitoring and Evaluation Specialist will provide technical leadership and strategic direction for monitoring and evaluation (M&E) and learning activities for an upcoming regional integrated FP/RMNCAH program in Kenya. The Monitoring and Evaluation Specialist is responsible for documenting and disseminating program successes and will also be responsible for designing and conducting operations research. This position is contingent upon award.


Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and endline assessments, and all monitoring for process and outcome evaluations


•Develop and oversee data flow pattern for regional integrated health program that will ensure timely data collection and reporting


•Lead results reporting to the donor by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate.


•Provide leadership and direction on M&E to ensure the regional integrated health program technical and financial integrity to achieve program goal and corresponding objectives and targets


•Ensure high-quality implementation, consistent with Kenyan national health guidelines, protocols, information and reporting systems


•Lead efforts to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making


•Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping. Utilize the training data collected to inform strategic decision-making and project planning


•Conduct targeted evaluations and operations research, including design, data collection, management and analysis


•Ensure quality of data through data verification procedures, including routine data quality audits Ensure relevant data is entered into J-RISE, Jhpiego’s organization-wide performance management system designed to capture, analyze, and disseminate project data •Promote and support the dissemination of project information among the project team •Ensure that resources for project implementation are available •Work with project and financial staff to prepare and track progress of project and activity budgets •Supervise a team of M&E professionals •Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff


Master’s degree in a relevant discipline, such as mathematics, business, statistics, epidemiology or public health.


  1. Minimum seven years of experience designing and implementing M&E activities for complex programs in developing countries.

  2. A firm command of the M&E issues with respect to improvements in quality health service and support programs.

  3. Demonstrated experience in setting up and managing M&E systems that track performance against program objectives.

  4. Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.

  5. Strong writing and organizational skills for monitoring and reporting on program outcomes and impacts.

  6. Professional-level proficiency in oral and written fluency in English language

  7. Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation

  8. Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers

  9. Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors

  10. M&E experience in family planning, reproductive health, nutrition, and maternal and child health service delivery or health systems strengthening program

  11. Experience and understanding of the USG’s family planning, reproductive, nutrition ,maternal and child health care framework and reporting syste

  12. Excellent facilitation, communications and writing and skills, including demonstrated technical writing skills for publicatio

  13. Ability to work effectively with diverse international team

  14. Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perfor

  15. Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Acces

  16. Proficiency in word processing and Microsoft Office

  17. Ability to travel nationally and internationally
