Community Health Program Manager - Kakuma



Job Purpose/Objective



Under the supervision of the Health Team Leader shall be responsible for the overall designing and implementation of an integrated community health program that encompasses health outreach, community–based reproductive health and hygiene promotion through a team of well trained and highly motivated polyvalent community health workers. He/she shall be expected to monitor and ensure improvement and maintenance of public health performance indicators as per SPHERE/UNHCR/WHO standards at the community level.



Key Responsibilities



Program Planning, Implementation, Monitoring and Evaluation



  • Work with the Health Team Leader to design an integrated community health program that will encompass health outreach, reproductive health and health promotion.

  • Develop CHP 2018 work plan.

  • Plan for and supervise all the required trainings for CHWs and other program incentive staffs.

  • Ensure timely recruitment of adequate number of CHWs that are of required qualifications and experience.

  • Implement efficient Community Health Information System that shall ensure that all activities at the community are adequately captured by the CHWs and that appropriate follow up is done for all the vulnerable groups.

  • Ensure that adequate records of all children less than five years old, pregnant and lactating mothers, the disabled and other vulnerable groups are kept up-to-date by each CHW and regularly followed up and reported.

  • Ensure that each CHW has been allocated to specific population and region to regularly follow up, educate, monitor and provide reports on the same regularly.

  • Supervise the development of appropriate IEC materials with culturally sensitive messages that shall be delivered by the CHWs.

  • Ensure high program coverage i.e. EPI coverage of over 95%, ANC coverage of 0ver 90%, contraceptive prevalence rates of over 8% etc

  • Assist in response and management of any nutrition emergencies e.g. acute food shortages in the camp and participate in the development of disaster preparedness systems.

  • Overall responsible for ensuring that there is effective public health surveillance conducted at the community level including surveillance among birds for avian influenza.

  • Participate in the disease surveillance coordination meetings in the Camp.

  • Participate in the Outbreak Control Coordination Team (OCT) and carry out community-based public health interventions during communicable disease outbreaks.

  • In liaison with the Health Team Leader he/she will be the overall coordinator of all the camp-wide health campaigns including vitamin A supplementation campaigns, National Immunization Days (NIDs) and other similar campaigns.

Operations



  • Draft and forward all medical purchases requisitions for community health program to the Health Team leader for approval ensuring that orders are accurately described and coded

  • Monitor usage of drugs and ordering of drugs and supplies in the program

Finance and Grant Management



  • Monitor monthly grant spending and track budgets to ensure spending for all CHP projects is in line with approved budgets.

  • Develop annual CH program budget in collaboration with the Health Team Leader.

  • Development and implementation of procurement and spending plans.

Communication and Reporting



  • Maintain excellent relationships internally within IRC and with all IRC"s partners, such as WFP, UNHCR, CDC, UNICEF, UNDP and local authorities. Obtain knowledge of local ministries and the information they have available

  • Attend all health coordination meetings and management meetings in the field.

  • Compile weekly and monthly reports.

Human Resources



  • Directly supervise CHP Officers and all counterpart managers.

  • Supervise and evaluate local staff and interns working on the CHP program

  • In coordination with the Health Team Leader make recommendations for recruitment, discipline and termination of local staff employed in the project.

Key Result Areas:



Program management.



  • Provide technical leadership, manage, supervise and coordinate all CHP staff, review their performance as per the IRC’s staff policy.

  • Lead the CHP team in technical contribution to the production of high-quality, routine and ad hoc program reports to donors and other stakeholders and participate in the development of proposals.

Development of prevention systems and tools



  • In close collaboration with the Clinical services, Nutrition , Behavior Change Communication and HIV programs, ensure the integrated development, strengthening, harmonization and use of tools, methods and services in the area of prevention, health promotion and health communication (including training and education regarding the promotion of life styles that contribute toward healthy habits).


  • Ensure the standardization and implementation of Community Health Information systems and tools for ongoing planning, monitoring and reporting of prevention activities.


Monitoring and evaluation.



  • Strengthening the community health program monitoring and evaluation plan to ensure better health outcomes.

  • Operational research and information sharing.

  • Document best practices from evaluations and studies to be integrated into project reports.

  • Participate in the writing, editing, publishing and dissemination of scientific papers, bulletins, working documents and other publications on best practices in the community Health Programs.

Required Qualifications:



  • Degree in Bachelor of Science in Nursing/ Bachelor of Science in Public Health.

  • Post graduate in public health is an added advantage.

  • Training in public health in complex emergencies, community health promotion or any other relevant training.

  • Knowledge of international minimum standards in health program service delivery, including SPHERE, WHO and UNHCR.

  • Proven capacity in health systems development, particularly community health programs touching on child survival, Reproductive Health, Nutrition or communicable disease control.

  • Proven experience in working with communities with diverse cultural practices and low literacy levels.

  • Computer literacy with possible advanced word processing, spreadsheet, and relevant health software skills (i.e. EPI INFO; SPSS).

Required Experience & Competencies:



  • At least 3 years experience working in complex, multifaceted, community health program.

  • Minimum of 2 years experience in senior management position.

  • Strong communication skills; oral, written and presentation skills.

  • Strong management skills(Managing, motivating and developing staff)

  • Team player.

  • Ready to work in difficult environmental conditions

  • Must be flexible and culturally sensitive
