Global Emergency Response Advisor - Operational support, Disaster Preparedness and Nexus Programming (f/m/d)

Mission


Duration: Limited until end of 2023


Location: Innsbruck or Vienna (Austria), Nairobi (Kenya), Addis Ababa (Ethiopia)


This key position will provide technical and project management advise on request to ongoing humanitarian operations, during all stages: formulation, implementation and follow-up of Emergency response programs (herewith after ERPs) at IOR/MA level with a strong emphasis on enabling internal and external know-how transfer and institutionalization of technical knowledge.


Furthermore, the incumbent has a crucial role in supporting and advising member associations on development of disaster preparedness and response plans.


As a third priority, this role focuses on the development and implementation of projects using the NEXUS approach and supports the development and roll out of strategies to increase sustainability in humanitarian response projects


Tasks & Responsibilities


  • Provide regular and on demand guidance and expert advice to Member Associations jointly and in agreement with International Office Regions for identification, planning, implementation and exit/phase out of ERPs - in alignment with the ERP Planning Process, the Emergency Policy and procedures established in the ER Handbook.

  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with Core Humanitarian Standards

  • Ensure and oversee the timely and relevant information flow from emergency locations to the IO, Promoting and Supporting Associations and other relevant stakeholders related to ERPs

  • Redefine Disaster Prepardness and Disaster Risk Reduction (DPREP) concept and roll-out based on input from evaluations, IOR and MA feedback, ER strategy and findings of pilot DPREP phase

  • Further develop guidelines, presentations and other material related to the roll-out of DPREP

  • Roll-out of DPREP in countries as defined in roll-out plan

  • Review and further develop materials on DPREP and Nexus programming for the ER Handbook

  • Advice Member Associations & IOR on the development and implementation of projects using the NEXUS approach and support the development and roll out of strategies and approaches to increase sustainability in humanitarian response projects

  • Participate in development and implementation of internal standards, guidelines and policies and contribute to the elaboration of the ER Handbook

  • Act as a Focal point to the Institutional Partnership Development Department (IPD) and jointly work on donor and GER relevant topics (including CHS, Localization, ECHO liaison etc.)

  • Support Humanitarian Funding Expert group as needed and provide input and research for aligned IPD and GER strategies

Requirements


  • A Bachelor or Master degree in development studies, international relations, social sciences or other related field

  • A minimum of 5 years of work experience in the humanitarian / development context in a multi-sector INGO

  • At least 1 year of international humanitarian field experience in Asia, Africa or Latin America

  • Experience in Disaster Preparedness and Disaster Risk Reduction planning and implementation

  • Experience in humanitarian-development and peace nexus programming

  • Experience in grant management and reporting to institutional donors (ECHO, GFFO, UN, DRA or others)

  • Advanced knowledge in designing and implementing emergency preparedness and response activities including Nexus

  • Knowledge in disaster preparedness and disaster risk reduction

  • Knowledge of international humanitarian standards, systems and context

  • Project management skills

  • Advanced facilitation and training skills
