Summary of TOR


International Fund for Animal Welfare (IFAW) is seeking consultancy service on Fire Management Training for fire marshals for project beneficiaries; Taita Taveta Wildlife Conservancies Association (TTWCA) and Amboseli Ecosystem Trust (AET) under the USAID-funded project dubbed ‘Sustainable management of Tsavo and Amboseli landscapes.’


Background


IFAW (International Fund for Animal Welfare) is a global non-profit helping animals, and people thrive together with a presence in 40 countries worldwide. The IFAW Eastern Africa office is based in Nairobi. IFAW addresses the needs of animals and people across many critical habitats by protecting wildlife from poachers, landscape conservation, and rehabilitating rescued animals. IFAW partners with local communities, governments, nongovernmental organizations, and businesses to achieve its mission. IFAW is implementing a United States Agency for International Development project, Sustainable Management of Amboseli and Tsavo landscapes, in collaboration with TTWCA, AET, Big Life and Tsavo Trust. The project aims to enhance local organizations’ capacity to provide leadership and implement conservation actions for community livelihoods and biodiversity conservation in their jurisdictions. In Tsavo, IFAW is strengthening TTWCA’s capacity to lead conservation interventions and support conservancies within the region.


TTWCA is a landscape community-based organization established in 2013 with the mandate to support the development of wildlife conservancies and other related economic activities among its members for improved livelihoods and coordinate sustainable management of the Tsavo ecosystem. TTWCA also serves as a landscape umbrella body for the 33 conservancies/ranches covering approximately 1 million acres within the larger Tsavo landscape. The conservancies/ranches form a migratory corridor for the Tsavo National Park which is 5.8 million acres.


Amboseli Ecosystem Trust (AET) is a not-for-profit umbrella organization that brings together the local community, governmental, conservation and developmental stakeholders in the Amboseli Ecosystem to drive collective action and innovative collaborations for the wellbeing of the people, wildlife and habitats of the ecosystem. AET was founded to oversee the implementation of the Amboseli Ecosystem Management Plan (AEMP) 2008–2018, the first ecosystemwide management plan in the country. The organization has since evolved to spearhead the development of the subsequent 10-year plan (AEMP 2020–30) that integrates the land use of the key geographic units of the Amboseli Ecosystem: The Amboseli National Park and the six Group Ranches which are under subdivision in the landscape


The project seeks to address the following objectives: ● Improved governance of Tsavo and Amboseli landscapes. ● Reduced threats and improved biodiversity conservation. ● Increased partnerships for landscape-level economic growth and sustainability. ● Increased community and ecosystem resilience.


Training Objectives.


This training is geared towards reducing ecosystem threats and improved biodiversity conservation. One of the threats within the TCA and GAE is wildfire outbreaks which lead to loss of biodiversity. To mitigate this, the project will strengthen fire management protocols and train fire marshals from TTWCA and AET member conservancies on wildfire prevention and control.


Criteria for selecting the Trainer.


• Meet basic requirements of a firefighter. • A comprehensive understanding of the wildfires especially in Tsavo and Amboseli chyullu landscape. • Experience dealing with wildfire and/or delivering wildfire trainings. • Someone with a background in fire and EMT and/or from a recognized institution that deals with fire management


Training topics


The training should cover the following: • Wildfire firefighting technique: Training should teach various methods of suppressing and controlling wildfires and techniques for creating fire lines and containing fires. • Safety and survival: Training in how to stay safe while fighting fires, including proper use of personal protective equipment and how to evacuate if necessary. How to avoid hazards such as falling trees, smoke inhalation, and burns.Incident management: Understanding how to manage a wildfire incident, including communication, organization, and logistics. • Wildfire suppression equipment: Familiarizing with the different types of equipment used in wild land firefighting. Training in the use of various firefighting tools, such as hand tools and fire retardants. • Emergency Medical Training Knowledge of basic first aid and emergency medical care, including the use of first aid kit and emergency medical equipment. • Fire behavior: Understanding how fires spread the impact of weather and wind on fire behavior and how to predict and respond to changes in fire behavior.
