Our reach is 50 million and counting. And we’re using technology to reach girls at scale so every girl can choose to be in control of her body, her health, her learning and her livelihood.


Because when a girl unlocks her power to make different choices that change her life, it inspires others to do so too. She starts a ripple effect that impacts her family, community, and country.


That’s the Girl Effect.


Background


With the support of MSD for Mothers, Girl Effect is designing, launching, and implementing an 18-month project to develop a new digital product or products that will help connect young women in Kenya to sexual and reproductive health services and products (oral contraception, IUDs, implants, consultations with gynecologist and more. Digital technologies have opened up new ways for women to access these products and services online. However, there are still too many barriers that prevent young women from taking advantage of these options.


Girl Effect is bringing together young women, service providers and other key stakeholders to co-create and test prototypes and products for a new digital product or products that will work with existing platforms to expand access to healthcare across Kenya.


Girl Effect has embarked on an 18-month co-creation project to create a minimum viable product (MVP) that is truly responsive to adolescent girls’ SRH needs. This co-design process will draw on girls’ lived experience, particularly that of accessing SRH services and products, and their own creativity and determination. The process will also equip the girls with the skills and tools needed to take a seat at the table with donors, providers, and tech experts to build the tools and services they want.

Scope Summary


Girl Effect is looking for a Production Agency to produce ongoing content for the MSD Kenya chatbot. The scope of work would include:


  • Working with our Kenya Create team to understand the project brief.

  • Onboard or collaborate with experienced producers, writers, illustrators, influencers and animation artists who will work on the project.

  • Coordinating with the Kenya Create team to lock all concepts, scripts, and influencers.

  • Coordinating with the Kenya Create team to lock storyboards and animatics for any animation-based video

  • Ideate and create two shorter cuts/teaser/shoulder content for each of the episodes; to be distributed on Instagram reels and YouTube shorts. Each cut should be under 60 seconds.

  • Working with the Kenya Create team to get approval at every stage of the production process. From writing to post-production.

Deliverables


  • End-to-end production of 15 short VoxPop style videos for Social Media (TikTok, Instagram, Facebook) for the campaign. Each episode will last 3-5 minutes for live-action videos.

  • 5 animated videos in different formats and sizes to go across different platforms - Visually, this animated video series will focus on the main character - the Girl. The focus of movement will be on her expressions and feelings, i.e., obvious and sometimes exaggerated movement of frown lines, eyes, lips, shoulders etc. Depending on the story, background settings will be still images, illustrations or plain colors. Each video is to be 3 - 5 minutes long.

  • 2 Shorter cuts/shoulder content for each episode for Instagram reel and YouTube Shorts - a Total of 40 shorts/clips.

  • Recruit and contract 6 influencers (this list would have to be agreed upon by the GE team) to deliver the following:

  • 4-5 reels/short video content. This would be creatively run by and agreed upon with the Girl Effect team.

  • 6 static posts, this would be for the influencer’s social media channels, and this would be created by them.


  • 2 podcast appearances by each influencer (the influencers would be matched for a podcast recording by the Girl Effect team).

Expected Commitment


  • The assignment is expected to take approximately 2 months to complete, with the possibility of an extension.

  • The consultant will be expected to liaison with the create team and other stakeholders.

  • The consultant's assignment period is from August and September, with a possibility of extension.

  • Terms of reference published: July 27th 2023

  • Deadline for responses: August 8th 2023

  • Consultant selection, contracting and briefing: Mid-August

Skills and expertise:


  • You have been working on similar projects with social media influencers as needed. Passionate about making a positive difference in the life of young people.


  • Project Management: Ability to effectively manage projects, coordinate teams with diverse skill sets, develop project strategies, and ensure successful execution from start to finish. Have a strong work ethic to execute all projects in the intended timeline with support from the GE team.


  • Local Market Knowledge: Strong understanding of local trends, media landscape, and cultural nuances to tailor creative solutions that resonate with the target audience in the country you are working (India, South Africa, Tanzania, Kenya or Ethiopia). Experience creating content, content and campaigns for youth audiences, especially Kenyan girls from low-middle income backgrounds. Social Media + radio experience would be a bonus.


  • Time and Budget Management: Proficiency in delivering projects on schedule and within budgetary constraints, ensuring efficient allocation of resources and adherence to financial targets.


  • Creative Ideation: Skill to generate innovative and unique ideas aligned with our objectives and target audience(girls and women), fostering creativity and pushing boundaries to deliver outstanding creative work. You will have a proven ability to work with subject matter experts and ‘translate’ their expertise into appropriate content for the target audience.


  • Strategic Thinking: Ability to analyse client goals, target audience preferences, and market trends to develop a strategic approach that drives results and provides effective creative solutions.


  • Multi-platform Expertise: Proficiency in creating content for diverse platforms such as digital, social media, print, TV, radio, and emerging media channels (chatbots), leveraging each platform's unique features to engage the target audiences. Experience in health-related content/Behavior change content production in the field of Sexual and Reproductive Health and Rights would be a massive bonus.


  • Branding and Storytelling: Capability to craft compelling brand narratives and storytelling techniques that effectively communicate the Girl Effect message, create emotional connections, and build brand loyalty.


  • Visual and Design Skills: Strong aesthetic sense and knowledge of design principles encompassing graphic design, photography, videography, and visual effects, enabling the creation of visually appealing and impactful creative assets.


  • Technical Proficiency: Familiarity with the latest creative production tools, software, and technologies, including design software, video editing tools, and content management systems, to ensure efficient and high-quality output.


  • Collaboration and Teamwork: Demonstrated ability to collaborate effectively with clients, creative teams, copywriters, designers, and stakeholders to bring ideas to life, fostering a collaborative and productive work environment.


  • Language: Effective communicator and writer in English and Kiswahili with the ability to synthesize, communicate and simplify complex language concepts per the needs of girls and young women.


  • Safeguarding: Experience working with young adults and understanding of policies involved when working with minors.

Financial Proposal



  • Breakdown of Costs with applicable taxes and other charges clearly identified in KES. Consultants should provide their daily or hourly billing rate or their proposed fixed fee for the requested deliverables.
    • All applicable taxes should be quoted separately;


In their proposal, the bidder must demonstrate an understanding of the requirements described in the RFP and demonstrate how the bidder will meet the requirements of the evaluation criteria.


Technical and Financial proposals will need to be submitted as separate documents. Financial bids will not be opened until the technical evaluation and then only for those proposals deemed qualified and responsive.


GE is not liable for any cost incurred during the award/contract preparation, submission, or negotiation of the award/contract. All submitted documentation and/or materials shall become and remain the property of GE.


VALIDITY of the proposal shall be for 90 days from the date of bid closure.

Technical Evaluation


  • Interpretation and understanding of this TOR - 10%

  • Showcases relevant experience in having done previous similar work with relevant agencies or organizations - 20 %

  • Geographical Experience in Kenya and Wider East Africa-10%

  • Evidence of a minimum of three contactable references - 10%

  • Experience and Qualification, share your Profile/Credentials/CV- 20%

Financial Evaluation


  • Value for money/proposed budget breakdown - 30%

Tax
