Scope and Methodology

The scope of work under the 3 sections includes.

a) Development of MID-P M&E policy

1. Review the organization's current M&E framework, tools, and processes.

2. Conduct organizational consultations with key staff and board members to identify areas for improvement.

3. Develop a draft M&E policy document that aligns with the organization's strategic plan.

4. Conduct a validation workshop with staffs and board members to gather feedback on the draft policy.

5. Revise the policy based on feedback and finalize the document.

6. Develop an implementation plan that outlines the steps required to operationalize the M&E policy within the organization.

7. Provide training and support to staff on the implementation of the M&E policy.

b) Development of an Integrated Monitoring and Evaluation System

1. Conduct a needs assessment to identify the data requirements for the M&E system.

2. Design and develop a data collection framework and database that allows for easy collection, storage, and analysis of program data.

3. Develop data visualization dashboards using Power BI that enable organization to monitor program progress in real-time.

4. Conduct user testing to ensure the M&E system is user-friendly and meets the needs of organization.

5. Develop a data management plan that outlines the processes for data cleaning, analysis, and reporting.

6. Provide training and support to staff on the use of the M&E system

c) Training Staff on M&E Policy, System, and Data Analytics

1. Develop a training plan that outlines the training needs for staff on the M&E policy, system, and data analytics.

2. Develop training materials, including manuals, presentations, and exercises.

3. Conduct training sessions for staff on the M&E policy, system, and data analytics in Isiolo.

4. Conduct 2 follow-up sessions to reinforce learning and provide additional support

Expected Deliverables

1. Development of MID-P M&E policy

2. Development of Real- time integrated M&E system

3. Capacity building of staffs physical meeting in Isiolo.

4. Data Management plan

Duration of the work

This exercise is expected to run for 20 days which will include development of M&E policy and integrated of M&E system and capacity building of staff.

Required Skills and Competencies

At the minimum, the consultant(s) (individuals or companies) must possess the following:

▪ Advanced degree (master's Level) in a relevant field (Computer Science, Data/Information Management, Advanced Statistical Analysis, Information Technology, and Software Engineering).

▪ At least 5 years’ experience related to data management/database development and archiving, including use of web-enabled platforms and common statistical analysis tools.

▪ At least 7 years’ experience in M&E or M&E systems design.

▪ Prior experience with data management of data sets from developing countries, systems development and management within NGOs are highly desirable.

▪ Existence of an M&E system/Database/Information web-based solution.

▪ Strong experience in development of web applications.

▪ Competent and dedicated consultant(s) that can be reached for feedback.

▪ Excellent communication and writing skills.
